This paper reviews progress on urban storm water management and pollution control, with emphasis on non- and low-structurally intensive techniques along with the total system approach encompassing control-treatment. Many of the U.S. Environmental Protection Agency's demonstration-evaluation projects are presented to exemplify: Land Management Techniques, i.e., land use planning, best use of natural drainage, dual use of retention and drainage facilities required for flood control designed concurrently or retrofitted for pollution control, porous pavement, surface sanitation, and chemical use control; Collection Systems Control, i.e., catchbasin cleaning, flow regulators (including swirl and helical devices), and the new concepts of elimination or reduction of unauthorized cross-connections, in-channel/conduit storage and/or other forms of storage for bleed-back to existing treatment plants; Storage including in-receiving water storage; Treatment, i.e., physical/chemical, disinfection, and a treatment-control planning and design guidebook; Sludge and Solids Residue from Treatment; and Integrated Systems, i.e., storage/treatment, dual-use wet-weather flow/dry-weather flow facilities, and reuse of stormwater for nonpotable purposes. Recommendations for the future in the areas of: control based on receiving water impacts, toxics characterization and their control, sewer system cross-connections, integrated stormwater management, and institutional/sociological/economic conflicts are also presented. 相似文献

ABSTRACT: Storm water runoff studies of three small basins (20, 40, and 58 acres) in the Fort Lauderdale area of Florida were conducted by the U.S. Geological Survey in 1974–78. The basins were homogeneously developed with land uses being: commercial, single family residential, and high traffic volume highway. Synchronized data were collected for rainfall, storm water discharge, storm water quality, and bulk precipitation (rainfall plus dry fallout) quality. Analysis of the storm water discharge data showed that most runoff was from impervious areas hydraulically connected to drain inlets. Regression analyses of the storm water discharge and water quality data indicated that storm loads from the single family residential area correlated strongly with peak discharge and length of antecedent dry periods. Storm loads from the highway area correlated strongly with rainfall and less strongly with peak discharge and antecedent dry periods. Storm loads from the commercial area correlated strongly with peak discharge and rainfall, and less strongly with antecedent dry periods. On a unit area basis, the single family residential area yielded the largest loads of nitrogen, phosphorus, and dissolved solids. The commercial area yielded the largest loads of lead, zinc, and chemical oxygen demand. Yields of carbon were about the same for the three areas. Constituent loadings derived directly from the atmosphere were estimated on the basis of bulk precipitation samples and compared with storm runoff loads from the highway and commercial areas. 相似文献

ABSTRACT: The problems of increased surface runoff which follow in step with urbanization can be conceptualized in terms of environmental economics. The private transformation of land from a permeable to an impermeable surface imposes the externality of increased surface runoff upon society as a whole and especially on those downstream. Storm water management contributes to flood hazard mitigation; but new approaches now being developed consider also the reduction in particulate pollution and stream erosion. Such approaches involve retardation of storm runoff, or detention programs of some kind, and detention basins are usually required if large storms are to be controlled. The usual concept is that future storms occurring after development should have no more adverse effect than similar storms would have had before development; but a number of different criteria are being used. If control of storms of different sizes is required, only a small amount of additional capacity is required to obtain retention of particulate pollution in the same basin. In at least three different parts of the country, such dual purpose detention basins are being required of developers. In such programs the developers bear the cost, the governmental contributions are not involved. 相似文献

While storm water detention basins are widely used for controlling increases in peak discharges that result from urbanization, recent research has indicated that under certain circumstances detention storage can actually cause increases in peak discharge rates. Because of the potential for detrimental downstream effects, storm water management policies often require downstream effects to be evaluated. Such evaluation requires the design engineer to collect additional topographic and land use data and make costly hydrologic analyses. Thus, a method, which is easy to apply and which would indicate whether or not a detailed hydrologic analysis of downstream impacts is necessary, should decrease the average cost of storm water management designs. A planning method that does not require either a large data base or a computer is presented. The time co-ordinates of runoff hydrographs are estimated using the time-of-concentration and the SCS runoff curve number; the discharge coordinates are estimated using a simple peak discharge equation. While the planning method does not require a detailed design of the detention basin, it does provide a reasonably accurate procedure for evaluating whether or not the installation of a detention basin will cause adverse downstream flooding. 相似文献

ABSTRACT: Hydrologic records from six small Eastern Kentucky watersheds were analyzed to determine the effect of surface mining on storm flows and peak flows. Average storm flow volumes were not changed by surface mining, whereas average peak flows were increased 36 percent. Peak flow increases were only in the summer. Smaller peak flows are doubled; moderate ones are increased by about a third; peak flows around 100 csm seem to be largely unaffected; and the larger peak flows may have been reduced by surface mining. The maximum annual storm flows, usually in winter or spring, appeared slightly reduced. No time trend in either storm flows or peak flows could be detected in five years of postmining record. 蒸汽-空气混合注射法是一种新近发展起来的并具有较好应用前景的包气带非水相液体(NAPLs)污染修复方法.为探讨蒸汽-空气混合注射法的修复过程及机制,本研究采用石英砂模拟包气带松散介质,选取三氯乙烯作为典型污染物,在二维土箱内人工设置不同的污染方式和污染区域,开展混合注射修复实验.结果表明,混合注射有效地改善了SVE法后期出现的"拖尾"现象,其修复过程可分为SVE阶段、蒸汽加强阶段和热量穿透阶段;污染区域零散分布与单一分布相比,热量穿透土箱的时间变短,TCE去除率更高,去除速率更快.污染区域零散分布与单一分布条件下,热量穿透时间分别为60 min、69 min,去除率分别为93.5%、88.2%,去除时间分别为83.9 min、90.6 min,缩短了修复时间;另外,在污染区域单一分布的实验中发生TCE污染羽的积累与下渗现象,降低了TCE去除效率,在污染区域零散分布实验中温度过渡带更宽,温度峰前冷凝的NAPL态TCE减少. 相似文献
