随着自然保护地的整合优化和财政体制改革的深入推进,对国家公园领域财政事权和支出责任进行明确划分、界定,对于建立健全国家公园领域资金保障机制具有重要意义,有助于建立政府间权责明晰、协同有序的国家公园治理体系。本文在梳理我国国家公园领域财政事权清单、分析财政支出责任划分现状及存在问题的基础上,根据中央有关国家公园事权的文件以及部门机构职责、中央和地方财政关系的制度特点,提出我国国家公园领域政府间财政事权和支出责任划分的总体思路与政策建议,为建立以国家公园为主体的自然保护地体系提供决策参考。  相似文献

The purpose of this study is to examine the critical success factors of sustainable manufacturing practices (SMPs) in Malaysian automotive industry. The questionnaires were designed and distributed to the 50 respondents. The pilot study sample consists of 26 respondents from 50 questionnaires, with an average response rate of 52%. The results of reliability analysis show that social responsibility is critical factor influencing the direct SMPs implementation success. By implementing SMPs in Malaysian automotive industry, it can assist company to improve the quality of management. Thus, this study recommends that the future research explore the influence of SMPs on sustainable performance in Malaysian automotive industry.  相似文献

政府环境报告基层实施是利用县级人大与公众直接联系的"基层"优势加强对政府环境责任监督的有效手段。实践中,报告主体及对象级别各异,报告内容繁简不一,总体情况为越是基层贯彻实施政府环境报告的力度越弱,存在报告形式不明确、信息公开不到位、常态化监督机制和政府责任缺失等问题。因此,必须在认清立法目的的基础上合理运用法律解释明确报告的法律属性,规范报告内容、扩大公开范围,利用"基层"优势与公众加强联系,并在准确定位环保法的前提下构建人大监督的刚性约束。  相似文献

Background: Our goal was to examine the relationship between age and engine displacement in cubic centimeters (CCs) and crash responsibility. Methods: Male motorcyclists, aged 16–94, involved in a fatal crash in the United States (1987–2015) who tested negative for both drugs and alcohol were included. Employing a case control design, cases had committed one or more Unsafe Motorcyclist Actions (UMAs), the proxy measure of responsibility; controls had no UMAs recorded. Odds ratios were computed via multinomial regression examining the effect of motorcyclists’ age and motorcycle displacement (up to 1500 CCs, in 250 CC increments) on crash responsibility by any UMA and top three individual UMAs committed. Results: A total of 19,166 motorcyclists met our inclusion criteria. Increased displacement was observed in older motorcyclists and in more recent crashes. Fifty-six percent of motorcyclists committed one or more UMAs (n = 10,743). The top three individual UMAs were: Speeding (35%, n = 6,728), Weaving (24%, n = 3,269), and Erratic Operation (6%, n = 1,162). Odds ratios for committing any UMA were the greatest for riders on 750 CC motorcycles, followed closely by 500 and 1000 CC motorcycles. By 1250 CCs the effect of displacement on rider crash responsibility (any UMA) was no longer statistically significant. Typically, younger ages (e.g., 20–30) on motorcycles with 500–1000 CCs were associated with the highest odds of either speeding, weaving, or erratic riding compared to similar aged riders on 250 CC motorcycles. Exceptions were observed, for example riders at 70 years of age on 1500 CCs having higher odds of speeding than younger riders on equivalent CC motorcycles. Conclusion: Education and legislative measures should be considered. Educationally, the development of training interventions focusing on control, stability, and breaking differences with more powerful motorcycles (750 to 1250 CCs) is needed. Legislatively, licensing tiers could be employed based on displacement and educational requirements. Education and legislative measures could help to curb the trend seen between high-powered motorcycles and crash responsibility.  相似文献

As in many sectors in emerging economies, the concept of corporate social responsibility (CSR) has become important for exporting agri‐food firms in view of their integration in global supply chains. The purpose of this research was to assess the implementation by Chilean fruit exporters of CSR practices that go beyond minimum legal requirements. The principal results are that, although socio‐economic components of CSR such as poverty reduction and socially just working conditions receive much attention, firms consider comprehensive environmental practices as less important. The results also indicate a slightly higher implementation of comprehensive CSR practices by large firms as compared to small and medium sized enterprises (SMEs). The main conclusion is that, although CSR is increasingly considered by Chilean firms, among SMEs in particular, more attention needs to be paid to raising awareness among managers about CSR practices and to providing assistance in their implementation. This supports findings on CSR implementation in other emerging economies that an active role of civil society and industry organizations is key and that targeted support strategies are needed to install a holistic awareness of CSR and help firms to improve on those aspects of CSR that are relatively underdeveloped.  相似文献

随着环境保护部近年来众多环保举措的提出,企业的环境责任研究引起了学者和相关政府机构的重视。企业环境责任评价有利于提高企业环保意识和规范企业的环境行为,但目前仍缺乏相关机构对企业环境责任评价体系的独立研究和实践。本文通过对国内外企业环境责任的研究现状进行分析,引入了企业环境责任评价的必要性;在相关概念界定的基础上构建了企业环境责任评价指标体系,最后对评价成果的应用进行了探讨和研究。  相似文献

Carbon emissions embodied in international trade of China during 1997-2007 are accounted by input-output method based on Chinese input-output table and global trade analysis project database.It is revealed that carbon emissions embodied in imports and exports both increased during 1997-2007,but carbon emissions embodied in exports are greater than those embodied in imports,China is a net export nation in embodied carbon.The net exports of embodied carbon account for about 10.82% of the total carbon emissions in 1997,dropped to 7.15% in 2002,increased to13.13% in 2006,and slightly dropped to 12.64% in 2007.Low-end position of international industry division is an objective factor of being a net exporter of embodied carbon for China,and usage of a large amount of obsolete energy-using equipments wasted much energy and increased carbon emissions embodied in exports.Importers should take more responsibilities for carbon emissions embodied in trade,and China should take a certain responsibility for unreasonable energy dissipations too.  相似文献

在分析安全生产责任危机含义和安全生产责任概念基础上,指明安全生产责任体系的"四要素",即道德责任、政治责任、法律责任与管理责任,重点阐明道德责任是该体系的基础要素及其意义。根据对我国现有安全生产责任制度的分析,提出一个关于安全生产责任制度建设的伦理框架:强化安全生产责任意识;用人权伦理原则对安全生产责任制度伦理化;以特定的安全生产责任的伦理规范和准则构建责任规则系统;强化责任主体道德素质培养与监察制度建设,促使其自觉履行好自身应负的安全生产责任。总之,该理论框架为安全生产责任制度建立提供一个新的伦理学基础。  相似文献

节能目标责任制和节能自愿协议作为两种不同的节能管理手段,在我国节能管理工作中发挥了不同的作用,对二者进行模式总结和比较分析,对我国未来的节能政策制定和政策工具选择具有重要意义.研究结果表明,节能目标责任制和节能自愿协议都发生在政府与企业之间,涉及一定时期内的企业节能目标,由政府与企业签订书面承诺,并有相应的评估监督方法.同时二者又存在不同的模式和特征,在具体的实施主体、指标的选择以及激励约束机制等方面存在诸多差别."十一五"期间,我国工业企业节能取得巨大成效,这与节能目标责任制的实施密不可分,而节能自愿协议在机制创新方面有着更为重大的制度意义,它代表了在节能管理领域基于自愿的市场机制对我国传统行政命令型资源环境管理模式的补充,它的进一步推进将为我国未来多种机制并存的节能管理提供更多有益的经验和借鉴.  相似文献

The problem of climate change is a global challenge.It is closely associated with social development and human survival,and it has a significant impact to all countries on energy development,economic competitiveness,technological innovation,and way of life.In recent years,with the rapid economic development in China,there is a rumor that the rapid growth of China’s carbon dioxide emission offset the efforts of the international community in reducing emissions,and China should bear the international responsibility corresponding to its significant role in greenhouse gas emission,which obviously are unfair and not objective.As this paper reveals,"China environment responsibility" that is the socalled "China environment threat" or theories,China has made a positive contribution to addressing the climate change in the past and China will still be the backbone on the protection of global climate in the future.  相似文献
