推行OHSMS过程中管理责任制的探讨

结合石油、天然气行业建立 HSE(健康、安全、环境 )管理体系的实践 ,归纳了在企业推行职业安全卫生管理体系 (OHSMS)过程中运用管理责任制的基本内容 ;根据领导科学和安全科学理论 ,采取与实际分析相结合的方法 ,论述了推行 OHSMS过程中安全管理责任制的必要性、科学性和适用性。

通过现阶段的安全生产形势的分析,指出企业安全生产工作的关键是落实安全生产责任制,也就是要摆正安全与生产、安全与效益的关系,真正从组织上、制度上、管理上落实安全生产责任制,依法管理。     

市场机制在白色污染物回收处置中的应用探讨——以上海一次性塑料餐具废弃物为例

近10年来上海城市生活垃圾组分中,以塑料为代表的包装废物的组分份额上升趋势尤为显著;上海GDP持续高速增长,但单位GDP城市废弃物清运量的下降率却显著低于GDP的年均增长率,一定程度上说明环卫行业的投资渠道较为单一,缺乏竞争和优化配置的市场机制;上海各类废弃塑料主要流向江浙一带,进行小规模低技术层次的加工处理,容易形成隐蔽的废品交易暗流;造成“白色污染”屡禁不止的重要原因是忽视了基于生产者责任的市场调控机制,社会化的回收体系薄弱;上海从2000年10月起,对一次性塑料餐具的回收处置建立了基于生产者责任的市场机制,由于一次性塑料饭盒的区域回收网络建设滞后,实施的效果有效但仍有限.     

试论共同但有区别责任原则在实践中的发展与完善

共同但有区别原则作为国际环境法的基本原则之一规定在《京都议定书》、《联合国气候变化框架公约》等重要的国际条约中。但在实践中各国是否坚持及如何坚持“共同但有区别责任原则”面临前所未有的挑战。共同但有区别责任原则作为国际环境法所公认的一项基本原则,在实践中责任分担方面却面临很多难题,导致该原则不能真正的落实与实施。本文在分析共同但有区别责任原则基础理论的基础上,根据实践中存在的问题提出几点完善意见,以期能够推动该原则的发展。     

Costs and benefits of packaging waste recycling systems

This Special Issue provides several different perspectives on the complex issue of packaging waste recycling. It comprises a diverse and rich set of contributions with insights from very different disciplines that range from economics to engineering. All types of “costs and benefits” are addressed in this collection of articles. In addition to the economic and strictly financial impacts of selective collection and sorting of packaging waste, several authors discuss other types of impacts, such as the environmental and social ones. The reader will find articles that address recycling systems as a whole, pieces that focus on specific impacts and detailed discussions of particular material streams or waste management strategies. The Special Issue represents an indispensable resource for academics, policy-makers and practitioners with interests in recycling and packaging waste management.     

Tracking the implementation of green credit policy in China: top-down perspective and bottom-up reform

The Chinese government has introduced the green credit policy to mitigate the environmental impact of industrialization by reining in credit loans to companies and projects with poor environmental performance. This research investigated the implementation of the green credit policy both at the national and provincial levels. Our results show that the green credit policy is not fully implemented. The wide-ranging impact on high-polluting and high energy-consuming industries, vague policy details unclear implementing standards, and lack of environmental information are the main problems in the implementation of the green credit policy in China. On the other hand, the practice at local level (Jiangsu Province) is more practical by integrating green credit policy with the environmental performance rating system. Finally, suggestions are outlined to improve China's green credit policy.     

生态文明建设:多元主体生态责任的困境与培育

中国生态文明建设的成功需要多元主体生态责任的现实担当,这种担当主要是通过政府、企业、环保NGO、公民个体等多元主体的观念、行动的"生态化"过程来体现的。在社会主义初级阶段,多元主体生态责任的现实担当还存在着一定困境,因而,寻求多元主体生态责任的缺失原因与培育路径,对我国社会主义生态文明建设具有一定的现实意义。     

The Making of Local Agenda 21: An interview with Jeb Brugmann

In the overlaps between the academic and policy fields of disability and the environment lie a myriad of issues, both complementary and conflicting, which have to date received little attention. This paper aims to draw together the small amount of literature – both academic and non-academic – which has addressed such issues and begins to map both the nature and extent of the overlaps. It discusses key themes that have emerged from the literature analysed and points to a number of areas and issues which may well benefit from further research. In particular, it highlights the invisibility of disabled people, and the consequences which arise, in many areas of environmental concern.

全面实行环境行政执法责任制是保障环境法律，法规，规章有效实施的重要举措。环境行政执法责任制必须依法作出。环境保护行政主管部门应将实行环境行政执法责任制的重点放在违法行政的责任追究和赔偿制度上，同时应结合国家公务员制度加大考核力度以促进依法行政。
