Natural resource managers are often expected to achieve both environmental protection and economic development even when there are fundamental trade‐offs between these goals. Adaptive management provides a theoretical structure for program administrators to balance social priorities in the presence of trade‐offs and to improve conservation targeting. We used the case of Mexico's federal Payments for Hydrological Services program (PSAH) to illustrate the importance of adaptive management for improving program targeting. We documented adaptive elements of PSAH and corresponding changes in program eligibility and selection criteria. To evaluate whether these changes resulted in enrollment of lands of high environmental and social priority, we compared the environmental and social characteristics of the areas enrolled in the program with the characteristics of all forested areas in Mexico, all areas eligible for the program, and all areas submitted for application to the program. The program successfully enrolled areas of both high ecological and social priority, and over time, adaptive changes in the program's criteria for eligibility and selection led to increased enrollment of land scoring high on both dimensions. Three factors facilitated adaptive management in Mexico and are likely to be generally important for conservation managers: a supportive political environment, including financial backing and encouragement to experiment from the federal government; availability of relatively good social and environmental data; and active participation in the review process by stakeholders and outside evaluators. Many voluntary incentive programs for provision of forest ecosystem services (ES) have low participation rates, insufficient enrollment areas, and inefficient ecological outcomes. Understanding participation behavior in such programs has therefore become a crucial part of policy success. We synthesized a large body of literature on the behavior of nonindustrial private forest owners based on surveys of stated (intended) participation or data on actual participation in existing or hypothetical programs. Using metaregression analysis, we examined how methodological, program-characteristic, and economic-incentive variables affected participation rate estimates. Participation rates tended to be overestimated when landowner participation was elicited in hypothetical choice situations (compared with real situations) and when dichotomous choice surveys (compared with census data) were used. The marginal effect sizes were quite large, for example, a 31% increase with use of stated choices in hypothetical scenarios, and practitioners should therefore be aware of them. However, use of choice experiment surveys in a modified scenario based on existing programs had no effect on participation when all other determinants were controlled for. Participation rates decreased significantly as length of the contract increased and when there was no withdrawal option. These results suggest that perpetual contracts have a lower negative impact on participation than time-limited contracts with a duration of over 50 years. We confirmed that as compensation amounts increased, participation increased. One-time up-front payments were more effective in increasing initial participation than annual payments for contracts of over 5 years. We identified the robust determinants and the effect sizes of those determinants on landowner participation rate estimates, thereby contributing to a better understanding of forest owner behavior and offering useful insights to enable researchers and resource managers to improve the design and efficiency of new and existing forest ES programs.  相似文献

Payments for ecosystem services (PES) are widely applied incentive-based instruments with diverse objectives that increasingly include biodiversity conservation. Yet, there is a gap in understanding of how to best assess and monitor programs’ biodiversity outcomes. We examined perceptions and drivers of engagement related to biodiversity monitoring through surveys among current PES participants in 7 communities in Mexico's Selva Lacandona. We conducted workshops among survey participants that included training and field deployment of tools used to monitor biodiversity and land cover, including visual transects, camera traps, acoustic recorders, and forest cover satellite images. We conducted pre- and postworkshop surveys in each community to evaluate changes in respondents’ perceptions following exposure to biodiversity monitoring training and related field activities. We also reviewed existing research on participatory environmental management and monitoring approaches. One quarter of current PES participants in the study area participated in our surveys and workshops. The majority stated interest in engaging in diverse activities related to the procedural aspects of biodiversity monitoring (e.g., planning, field data collection, results dissemination) and acknowledged multiple benefits of introducing biodiversity monitoring into PES (e.g., knowledge and capacity building, improved natural resource management, and greater support for conservation). Household economic reliance on PES was positively associated with willingness to engage in monitoring. Technical expertise, time, and monetary constraints were deterrents. Respondents were most interested in monitoring mammals, birds, and plants and using visual transects, camera traps, and forest cover satellite images. Exposure to monitoring enhanced subsequent interest in monitoring by providing respondents with new insights from their communities related to deforestation and species’ abundance and diversity. Respondents identified key strengths and weaknesses of applying different monitoring tools, which suggests that deploying multiple tools simultaneously can increase local engagement and produce complementary findings and data. Overall, our findings support the relevance and usefulness of incorporating participatory biodiversity monitoring into PES.  相似文献

Given that funds for biodiversity conservation are limited, there is a need to understand people's preferences for its different components. To date, such preferences have largely been measured in monetary terms. However, how people value biodiversity may differ from economic theory, and there is little consensus over whether monetary metrics are always appropriate or the degree to which other methods offer alternative and complementary perspectives on value. We used a choice experiment to compare monetary amounts recreational visitors to urban green spaces were willing to pay for biodiversity enhancement (increases in species richness for birds, plants, and aquatic macroinvertebrates) with self‐reported psychological gains in well‐being derived from visiting the same sites. Willingness‐to‐pay (WTP) estimates were significant and positive, and respondents reported high gains in well‐being across 3 axes derived from environmental psychology theories (reflection, attachment, continuity with past). The 2 metrics were broadly congruent. Participants with above‐median self‐reported well‐being scores were willing to pay significantly higher amounts for enhancing species richness than those with below‐median scores, regardless of taxon. The socio‐economic and demographic background of participants played little role in determining either their well‐being or the probability of choosing a paying option within the choice experiment. Site‐level environmental characteristics were only somewhat related to WTP, but showed strong associations with self‐reported well‐being. Both approaches are likely to reflect a combination of the environmental properties of a site and unobserved individual preference heterogeneity for the natural world. Our results suggest that either metric will deliver mutually consistent results in an assessment of environmental preferences, although which approach is preferable depends on why one wishes to measure values for the natural world. Green infrastructure (GI) and ecosystem services (ES) are promoted as concepts that have potential to improve environmental planning in urban areas based on a more holistic understanding of the complex interrelations and dynamics of social–ecological systems. However, the scientific discourses around both concepts still lack application-oriented frameworks that consider such a holistic perspective and are suitable to mainstream GI and ES in planning practice. This literature review explores how multifunctionality as one important principle of GI planning can be operationalized by approaches developed and tested in ES research. Specifically, approaches developed in ES research can help to assess the integrity of GI networks, balance ES supply and demand, and consider trade-offs. A conceptual framework for the assessment of multifunctionality from a social–ecological perspective is proposed that can inform the design of planning processes and support stronger exchange between GI and ES research.  相似文献

Safety needs of the ten per cnet of the population who are disabled prior to disaster must be ascertained; contingency plans and preparations should be made to ensure that disabled persons. 长三角地区快速城市化进程影响了生态系统服务供需的平衡关系,为实现长三角一体化高质量发展需要探究城市化对生态系统服务供需的影响。基于生态模型、Pearson相关性、随机森林、局部空间自相关等方法分析城市化和生态系统服务供需间的影响关系、敏感性与空间交互关系,提出生态管理措施。研究发现:2000—2018年间,长三角地区城市化综合水平上涨133.33%;各典型生态系统服务供需比均为正但均呈下降趋势,平均下降幅度22.39%;城市化对生态系统服务供需比具有显著的负向影响,2000—2018年间,影响强度平均上升82.34%;食物生产对人口城市化敏感性较强,碳储存和生境质量对经济城市化敏感性较强,水源涵养和PM2.5去除则对空间城市化敏感性较强;城市化与生态系统服务供需比存在较大的空间错配性。由此建议将长三角地区划分为生态利用区、生态重构区、生态源地区和生态修复区,并结合城市化和生态系统服务供需特征提出生态优化管理措施。  相似文献

森林生态系统对维持我国自然生态系统格局、功能和过程具有特殊的生态意义。客观衡量森林生态系统的服务效能,对于森林资源保护及其科学利用具有重要意义。论文在分析森林生态系统服务功能的基础上,根据其提供服务的机制、类型和效用,把森林生态系统的服务功能划分为提供产品、调节功能、文化功能和生命支持功能四大类,建立了由林木产品、林副产品、气候调节、光合固C、涵养水源、土壤保持、净化环境、养分循环、防风固沙、文化多样性、休闲旅游、释放氧气、维持生物多样性13项功能指标构成的森林生态系统评价指标体系,并对其中的10项功能指标以2000年为评价基准年份进行了初步评价。结果表明,森林生态系统10类生态系统服务功能的总生态经济价值为14060.05×108元/a,其中直接价值和间接价值分别为2519.45×108元和11540.60×108元,间接价值是直接价值的4.6倍。研究认为,森林生态系统服务功能及其价值评价工作应进一步加强森林生态系统服务功能机制的基础研究和不同尺度下空间数据的耦合和应用方法研究。  相似文献

The Valdivian Rainforest Ecoregion (35°–48° S) in southern South America is among the ecosystems with highest conservation priority worldwide due to its rich diversity, degree of endemism, and critical conservation status. Temperate rainforests in this vast area are essential as source of biological resources and to maintain different ecosystem services which remain largely unmeasured and unvalued. Consequently, the benefits they provide are not reflected in decision-making regarding forest management and conservation. Based on existing studies and results from ongoing research we describe selected ecosystem services and provide estimates of their economic value. Timber benefits for secondary forests expressed as net present stumpage values were US$ 3742 ha−1 and US$ 3093 ha−1 for sustainable forest management (SFM) and unsustainable harvesting, respectively. Timber benefits for old growth forests␣equaled US$ 4546 ha−1 and US$ 5718 ha−1, for SFM and unsustainable harvesting, respectively, using an 8% discount rate. Annual benefits from recreation were US$ 1.6 ha−1 and US$ 6.3 ha−1 for the two most important national parks located in the study area. The annual value of maintaining soil fertility was US$ 26.3 ha−1 using the replacement cost of nutrient losses due to soil erosion. The annual economic value of water supply for human consumption using the production function method was US$ 235 ha−1. These results provide valuable information on the kind and magnitude of values that could be relevant in decision-making concerning conservation and management of native forests in the Valdivian Rainforest Ecoregion.  相似文献

从生态系统服务的概念出发,提出了从服务产生的载体、实现的途径和最终的效应等3个方面来界定海洋生态系统服务的内涵.并在此基础上,辨析了几个在海洋生态系统服务方面容易引起的误解.由于海洋生态系统内生物种类和过程的极大多样性,海洋生态系统将支持更为丰富的生态服务.同时,海洋生态系统的服务也具有明显的异地实现性和开放性特点,而这些特点导致了对海洋生态服务的滥用和难于管理.最后,文章也简要地分析了海洋生态系统服务减弱或丧失以后对人类产生的后果,自然灾害发生频率增加和生活环境恶化.希望本文可以更好地帮助认识和理解海洋生态系统服务,并对海洋生态服务的维持和管理提供依据.  相似文献
