In recent years flows of foreign direct investment (FDI) to developing countries have rapidly been increasing. It is now an important contributor to the national economy and urban growth in scores of developing countries. Rapid urbanization in these countries is leading to many problems in the cities. Existing urban infrastructure and municipal services have been unable to cope with the increased demand arising from growing population and rapid economic growth. Consequently, the environment in these cities has deteriorated alarmingly. This paper assesses the role of FDI in urban environmental management (UEM) by analyzing the linkages between them for Hanoi City in Vietnam. The paper's analysis and findings are presented under three main themes: one, FDI, employment and income; two, FDI and environmental degradation; and three, potential of utilizing FDI for the provision of urban environmental infrastructure and services (UEI&S) in order to improve the urban environment. Both primary and secondary source data have been used. Policy implications of the research findings are drawn from the perspective of sustainable development.  相似文献

Long-term stationary studies on the ecology of the northern mole vole (Ellobius talpinus Pall.), performed by the mark–recapture method from 1985 to 1997, have provided original data on population dynamics and structure. The analysis shows that, to reveal cyclic fluctuations of population size in this species, the period of three years should be taken as a unit of time for estimating the duration of one phase. The 12-year population cycle in E. talpinus has four distinct phases: an increase, a peak, a decline, and a minimum. At each phase, the population is characterized by certain features of family structure, age composition, birth and death rates, and the composition of migrants.  相似文献

On-going population growth and resulting domestic demand for water require rapid and effective decision-making as regards groundwater management and control of the various sources of salinization and pollution in Coastal aquifers. Sustainability of water resources for utilization by future generations must therefore be a high priority, not only for the purpose of fulfilling needs for water usage but also for bringing people into harmony with their ambient natural environment.The objective of this paper is to propose an empirical approach for prioritization of the needs involved for sustainable aquifer management. The approach involves a schematic format to:(1) develop a global understanding of an aquifer's hydrological and environmental properties in order to delineate appropriate eco-hydrological scenarios and recommend corresponding operational management activities; and(2) emphasize the importance of educating and increasing the awareness of the population involved as to the need for and viability of socially acceptable measures for sustainable management of groundwater and other resources.The psychologist Abraham Maslow utilized a pyramid to illustrate that until people's most basic needs were fulfilled, higher levels of needs would remain irrelevant. This paper postulates a comparable pyramid prioritizing hydrological needs required for progressing towards sustainable groundwater resources. Two sub-regions of Israel's Coastal aquifer in the Sharon region have been presented as representative areas, each characterized by different stress of exploitation. In assessing these sub-regions situation, specific measures have been recommended for achieving and/or maintaining sustainable groundwater resources in light of the ambient environment, and the level of the population on the pyramidal hierarchy of groundwater needs.  相似文献

北京市汽车排放污染物贡献率已达到:HC73.5%,CO63.4%,NOx46%。用CNG代替汽油作汽车燃料,可使CO减少97%、HC减少72%、NOx减少39%、CO2减少24%、SO2减少90%。建立CNG加气站和CNG汽车改装这两个CNG应用关键问题在技术上、经济上都是可行的。北京市CNG燃料来源有保障。北京市车辆都比较适合使用CNG气体燃料。北京有很强的CNG汽车产业科技力量。对北京市当前发展CNG汽车产业提出了一些建议。  相似文献

Whereas past research has treated co-management of common pool resources as if villagers and project implementing authorities were the only relevant actors, numerous external factors beyond the control of these two partners create barriers to successful co-management. This paper draws on discussions with Forest Department officials to examine the influence of these forces on the outcomes of Joint Forest Management (JFM) in Tamil Nadu, India. An empirical inquiry into the operational aspects of JFM indicates the important roles of political parties, powerful people, and other state institutions and functionaries as well as the flow of foreign funding. Further, the strong demand by local people for socio-economic development interventions as opposed to improvement of degraded forests belittles the role of the Forest Department relative to other departments. Numerous other conditioning factors and relationships are explored. The authors call for reforms in public governance to allow better participation of all the actors involved for this participatory management approach to succeed and sustain.  相似文献

Although stewardship has been widely defined and used in environmental management and planning, there is a dearth of studies that describe how the lay public perceives this concept. A national sample of residents in 14 states who live near DOE nuclear facilities were interviewed to delineate public understanding and awareness of the stewardship program of the U.S. Department of Energy (DOE). This study discusses the findings of the survey and discusses how institutional trust influences public participation and resident’s choices of potential stewards. Almost 40% of the respondents could not define stewardship; those who did, believed that ‘responsibility,’ ‘management,’ and ‘accountability’ are key elements of stewardship. In addition, about a third of the respondents identified Federal groups and the DOE as potential stewards. Background, Aims and Scope Sediments of the Spittelwasser creek are highly polluted with organic compounds and heavy metals due to the discharge of untreated waste waters from the industrial region of Bitterfeld-Wolfen, Germany over the course of more than one century. However, relatively few data have been published about the chloroorganic contamination of the sediment. This paper reports on the content of different (chloro)organic compounds with special emphasis on polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/F), and chlorobenzenes. Existing concepts for the remediation of Spittelwasser sediment include the investigation of natural attenuation processes, which largely depend on the presence of an intact microbial food web. In order to gain more insight in terms of biological activity, we analyzed the capacity of sediment microflora to degrade organic matter by measuring the activities of extracellular hydrolytic enzymes involved in the biogeochemical cycling of carbon, nitrogen, phosphorus and sulfur. Furthermore, the detection of physiologically active bacteria in the sediment, particularly of those known for their capability to reductively dehalogenate organochlorine compounds, illustrates the potential for intrinsic bioremediation processes. Methods PCDD/F and chlorobenzenes were analyzed by gas chromatography(GC)/mass spectrometry and GC/flame ionization detection, respectively. The activities of hydrolytic enzymes were determined from freshly sampled sediment layers using 4-methylumbelliferyl (MUF) or 7-amino-4-methylcoumarin-conjugated model compounds and kinetic fluorescence measurements. Physiologically active bacteria from different sediment layers were microscopically visualized by fluorescence in situ hybridization (FISH). Specific bacteria were identified by 16S rRNA gene amplification and sequencing. Results and Discussion The PCDD/F congener profile was dominated by dibenzofurans. In addition, the presence of specific tetra and pentachlorinated dibenzofurans supported the assumption that extensive magnesium production was one possible source for the high contamination. A range of other chloroorganic compounds, including several isomers of chlorobenzenes, hexachlorocyclohexane and 1,1,1-trichloro-2,2-bis (p-chloro-phenyl)ethane (DDT), was present in the sediment. Activities of extracellular hydrolytic enzymes showed a strong decrease in those sediment layers that were characterized by high contents of absorbable organic halogen (AOX), indicating disturbed organic matter decay. Interestingly, an abnormal increase of cellulolytic enzyme activities below the organochlorine-rich layers was observed, possibly caused by residual cellulose from discharges of sulfite pulping wastes. FISH revealed physiologically active bacteria in most sediment layers from the surface down to the depth of about 60 cm, including members of Desulfitobacterium (D.) and Sulfurospirillum. The presence of D. dehalogenans was confirmed by its partial 16S rRNA gene sequence. Conclusions Results of chemical sediment analyses demonstrated high loads of organochlorine compounds, particularly of PCDD/F. Several years after stopping the waste water discharge to Spittelwasser creek, this sediment remains a main source for pollution of the downstream river system by way of the ongoing mobilization of sediment during high floods. As indicated by our enzyme activity measurements, the decomposition potential for organic matter is low in organochlorine-rich sediment layers. In contrast, the comparably higher enzyme activities in less organochlorine-polluted sediment layers as well as the presence of physiologically active bacteria suggest a considerable potential for natural attenuation. Recommendations and Perspectives From our data we strongly recommend to explore the degradative capacity of sediment microorganisms and the limits for in situ activity towards specific sediment pollutants in more detail. This will give a sound basis for the integration of bioremediation approaches into general concepts to reduce the risk that permanently radiates from this highly contaminated sediment. 根据环境意识结构.设计了旅游管理部门环境意识调查问卷。其主要的指标体系包括:旅游环境知识水平、旅游环境态度、旅游环境评价和旅游环境行为四个方面。对指标体系各部分之间以及每一指标部分的每一题目之间的相对重要性进行权重的确定.而且对各部分的每道题目的各个选项予以赋分。基于权重和赋分.结合调查问卷的实际情况,设计了指标体系各部分评价模型和环境意识总体评价模型。以此来计算草原旅游发展中旅游管理部门环境意识水平的综合得分。经过分析得知,旅游管理部门环境意识模式是“环境知识制约型”模式。  相似文献

The implementation of sustainable development may seem a simple concept when written on paper. However to carry-out long term actions put forward by the Agenda 21 (AG21) at the local level represents one of the main challenges as municipal governments in general do not have the capacity to effectively implement the process. Regional environmental assessment (REA) has shown to be effective in supporting decision-making not only to correct environmental problems due to past unsustainable social-economic developments but also help local governments to implement sustainable actions. However this requires long-term investments of AG21 plans and projects. The allocation of regular and consistent financial resources is one of the main ingredients for the sustainable development process. But traditional plans and projects financed by national and/or international funds may not be sustainable in the long-term because they become dependent on external funding. Research demonstrate that innovative economic instruments such as ecotaxes represent a feasible alternative to sponsor local sustainability because taxes are collected permanently by the government and could be invested in continuous actions. Ecotaxes experiences have provided important reference to structure a municipal incentive model (MIM) to sponsor AG21’s environmental plans and projects on a long-term (permanent) basis. However sustainable development cannot be solely through economic investments. A comprehensive municipal environmental management scheme (MEMS) has been established to support the incentive model. The scheme seeks not only to improve local institutional framework but also incentive continuous participation of local stakeholders at all levels of society. Participatory events and the provision of incentives (educational and financial) are key to motivate society to protect the environment and support actively the sustainable development process as emphasised in the RIO-92 Conference.  相似文献

农村水资源及其相关设施的改革需要更多了解村和户层次上的现实状况和机制安排。以避免改革扭曲和失败。通过对湖北和广西共四个村的村委会、关键知情人及120个农户的调查。在村和农户两个层次上描述水资源及其相关设施的管理与利用,尤其是在干旱年份村和户所采取的策略。并深入分析了农村村级水资源管理与利用的制度安排与问题。得出的结论是。追求水利管理效率的市场化改革需要考虑干旱的威胁,要有基于风险的制度设计和法律保障。  相似文献
