在我国各城市普遍缺水的同时,城市供水管网的漏损状况却相当的严重,科学衡量漏损控制的潜力,对于控制漏损和科学地进行城市水资源规划和需求管理非常重要。从技术潜力、经济潜力、社会潜力三方面将城市供水管网漏损控制的潜力进行了分析。提出了以社会最优值作为漏损控制的目标,以社会潜力作为需求管理的依据,同时综合考虑技术潜力和经济潜力。社会最优控制水平和企业的经济漏损控制水平之间有时会存在很大差异。科学的划分政府和企业在控制漏损的义务是非常必要的,如果需要企业的漏损控制水平小于经济漏损水平时政府应该给予一定的补偿,这样才能增加企业控制管网漏损的积极性。 相似文献

This paper addresses the combined effects of two sources of disturbance on the boreal forest – climate change and the economic
relations of industrial forestry. It describes a theoretical blueprint constructed of concepts from the theory of dissipative
structures (derived from the discipline of physical chemistry) and world-systems theory (derived from the discipline of sociology)
into a proposed integrated theory pivoting on the concept of social vulnerability. The goal is to examine the key concepts
of this theory – vulnerability, resilience and adaptive capacity – as elements of the complex systems perspective provided
by dissipative structure principles. The focus on social vulnerability provides the means to establish the role of external
economic linkages relevant to industrial forestry – the core/periphery relations of the world-system – as they influence the
social vulnerability of the boreal forest SESs. These systems are posited as embedded peripheries, following world-system
criteria, and as the focal scale of analysis within a larger hierarchically organized dissipative structure. The goal is to
suggest and stimulate ideas for further discussion and exploration, motivated by the premise that any successful climate change

江苏省稻麦秸秆收集利用现状分析及对策 总被引:4,自引:0,他引:4
以江苏省稻麦秸秆收集为例,采用问卷调查与实地调研相结合的方法,调查了稻麦秸秆收集利用现状;结合当地稻麦收获期间的气象资料,分析了稻麦秸秆收集面临的困难。结果显示:(1)目前稻麦秸秆的主要利用方式是直接还田,供调研2个乡(镇)秸秆还田农户分别占调研户数的22.01%和28.75%;2个乡(镇)均有部分稻麦秸秆没有得到有效处理,乡(镇)B 50%以上的农户稻麦秸秆未被利用,被遗弃和焚烧的比例高达55%以上;(2)稻麦收获季节旬降水量为7.21~87.28 mm,旬降水时间为1.53~5.00 d,降水天气不仅影响稻麦的适时收获,更严重影响着秸秆的收集打捆、运输与贮存;(3)稻麦收获时间相对集中,大量秸秆短时间内产生,收种时间几乎完全重叠,可供秸秆收集的时间极短;(4)秸秆收集效益低,农户收集运输的收益约为60~90元·d-1,低于外出务工收入,难以吸引社会资本投入到秸秆收贮产业;(5)秸秆收集打捆装备缺乏,现有收集装备及技术亟需改进和完善,秸秆收集机械化水平低,直接影响到收集效率。因此,可收集时间短、受天气影响大、收集效益低、收集机械化水平低是当前阻碍稻麦秸秆收集的主要问题,应提升秸秆收集效益驱动力,加快稻麦收割打捆机研发,建立秸秆收集长效运行机制,以解决秸秆收集难题。 相似文献

Corporate social responsibility (CSR) is increasingly required not only of private sector companies, but also of state-owned enterprises (SOEs), whose main function is to provide services to society and not principally to obtain financial reward. The important role played by managers in implementing CSR has been demonstrated by prior research. The objective of this paper is to examine how managers of SOEs perceive the concept of CSR, the reasons for their involvement and how it is integrated into everyday business practices. In addition, we examine whether managers' attitudes towards CSR policies are influenced by their personal profiles and by the sector in which the SOEs work. We find that, although these managers are aware of the importance of the CSR principles underlying their activities and understand the meaning, scope and dimensions of CSR, there remains an evident need to enhance the application of CSR policies among the strategies of SOEs. The manager profile and the sector in which the SOEs work both have a strong influence on their behaviour regarding CSR issues. 相似文献

Such a “shared politics of place” is most likely to occur in the context of public space conceptualised broadly as “the setting for everyday spatial behaviour of individuals and communities, emphasizing ordinary activities of citizens” [Lownsbrough, H. and Beunderman, J., 2007. Equally spaced? Public space and interaction between diverse communities. London: Demos, p. 8]. Here we explore one element of such public space – urban agriculture sites – with a view to identifying the extent to which a “shared politics of place” can be created and nurtured among the cultivating citizenry. The paper draws on data collected on allotment gardening sites in two urban contexts: Dublin (Ireland) and Belfast (Northern Ireland) over the period 2009–2013. We demonstrate the centrality of allotment cultivation to the generation of solidarity, mutuality and trust among participating citizens. Individuals engaging in allotment gardening in both Dublin and Belfast create and sustain civil interfaces – dismantling barriers, exchanging knowledge, challenging stereotypes, generating empathy and getting on with the business of simply getting on with their lives. The modus operandi of allotment gardening is predicated on a willingness to disregard social and ethno-national categorisations while on site. 针对黄土丘陵区退耕还林工程与农业生态经济社会协同性研究滞后的现实,在构建退耕还林工程与农业生态经济社会协同性表征体系的基础上,通过建立耦合度模型分析了二者的协同性及相关问题,将退耕还林工程与农业生态经济社会系统协同关系划分为4个阶段:(Ⅰ)协作推进与发展阶段,(Ⅱ)相悖阶段,(Ⅲ)无序失衡阶段,(Ⅳ)抑制发展阶段。其中阶段Ⅲ只是理论结果,在实际政策约束和农户行为的影响下一般不会出现;而阶段Ⅱ和阶段Ⅳ可能会短期出现。以安塞县为例,系统分析了不同阶段协同性演变过程:1995—2014年,安塞县先后经历了相悖阶段和协作推进与发展阶段,目前处于协作推进与发展阶段的下降时期。基于此,需要进一步优化产业结构提高区域内资源的有效利用率,通过林种结构的合理布局,提高退耕林分质量,推进退耕还林工程与农业生态经济社会系统的协同发展。 相似文献

采用田间试验方法研究了控释尿素不同施用条件对冬小麦产量、氮素利用和经济效益的影响。试验共设7个处理,即CK (空白处理,不施氮肥)、100%PU10/0(普通尿素全量基施,N 240 kg·hm-2)、100%PU6/4(60%的普通尿素基施、40%的普通尿素于拔节期追施,N 240 kg·hm-2)、80%PU6/4(60%的普通尿素基施、40%的普通尿素于拔节期追施,N 192 kg·hm-2)、100%CRU(全量树脂包膜控释尿素基施,N 240 kg·hm-2)、80%CRU(80%树脂包膜控释尿素基施,N 192 kg·hm-2)和40%CRU+40%PU(40%树脂包膜控释尿素+40%的普通尿素基施,N 192 kg·hm-2)。结果表明,无论是产量效应还是氮素利用效应,树脂包膜控释尿素(CRU)处理总体优于普通尿素(PU)处理,尤其树脂包膜控释尿素和普通尿素配施(40%CRU+40%PU)效果最佳,以7709 kg·hm-2的产量、36.44%的氮肥吸收利用率、15946元·hm-2的相对净收入达到处理间最高水平。该处理在减少氮素投入量的情况下,不仅促进了冬小麦增产,而且显著提高了肥料的利用率,拥有较高的产投比。因此,树脂包膜控释尿素和普通尿素的配施处理(40%CRU+40%PU)是本试验条件下最优的氮肥处理。 相似文献

A comprehensive review of online, official, and scientific literature was carried out in 2012–13 to develop a framework of disaster social media. This framework can be used to facilitate the creation of disaster social media tools, the formulation of disaster social media implementation processes, and the scientific study of disaster social media effects. Disaster social media users in the framework include communities, government, individuals, organisations, and media outlets. Fifteen distinct disaster social media uses were identified, ranging from preparing and receiving disaster preparedness information and warnings and signalling and detecting disasters prior to an event to (re)connecting community members following a disaster. The framework illustrates that a variety of entities may utilise and produce disaster social media content. Consequently, disaster social media use can be conceptualised as occurring at a number of levels, even within the same disaster. Fragile and conflict‐affected states are frequently characterised by their inability to fulfil three core governance functions: provision of security, effective delivery of basic public goods and services, and managing political participation and accountability. This article explores the utility of social accountability interventions in fragile environments. Successful social accountability interventions can lead to joint examinations of public service standards by service‐users and providers, resulting in collaborative improvement efforts. The few available studies of such interventions implemented in fragile or conflict‐affected states show reasons for optimism as well as challenges. This article advocates the continued use of social accountability methods in fragile settings and provides examples of social accountability interventions in the health sector in Sierra Leone. The study suggests that social accountability can improve interaction between citizens and public service providers. Successful social accountability interventions can also lead to better quality and more accessible public services, which, in turn, can enhance state legitimacy. 相似文献
