The escalating illegal wildlife trade (IWT) is one of the most high‐profile conservation challenges today. The crisis has attracted over US$350 million in donor and government funding in recent years, primarily directed at increased enforcement. There is growing recognition among practitioners and policy makers of the need to engage rural communities that neighbor or live with wildlife as key partners in tackling IWT. However, a framework to guide such community engagement is lacking. We developed a theory of change (ToC) to guide policy makers, donors, and practitioners in partnering with communities to combat IWT. We identified 4 pathways for community‐level actions: strengthen disincentives for illegal behavior, increase incentives for wildlife stewardship, decrease costs of living with wildlife, and support livelihoods that are not related to wildlife. To succeed the pathways, all require strengthening of enabling conditions, including capacity building, and of governance. Our ToC serves to guide actions to tackle IWT and to inform the evaluation of policies. Moreover, it can be used to foster dialogue among IWT stakeholders, from local communities to governments and international donors, to develop a more effective, holistic, and sustainable community‐based response to the IWT crisis. 相似文献

In this paper we examine and compare communication processes aimed at building social networks and increasing citizen engagement in two communities participating in a municipal sustainability planning (MSP) pilot programme in Alberta, Canada, initiated by the Alberta Urban Municipalities Association (AUMA). Data were gathered through qualitative semi-structured interviews and documentary review. In soliciting citizen engagement, each community utilised a variety of communication methods, based on available resources and on-going evaluation of community responses. In both cases, citizens developed a shared vision of a preferred future for their community, aided by a reconfiguration of their internal and external social networks. In addition to drawing upon and strengthening bonding relationships within the community, bridging relationships with external actors and agencies promoted knowledge mobilisation that aided in planning and transitioning towards sustainability. Both communities faced challenges as well, which the authors discuss in relation to the sustainability of MSP planning. 相似文献

The number and diversity of civil society or third sector sustainability organisations (TSSOs) have increased in recent decades. TSSOs play a prominent role in local approaches to sustainability. However, the contributions made by TSSOs are not fully understood, beyond a limited suite of quantifiable outputs and impacts. In this qualitative study, we examine how four TSSOs from two Australian regions, Tasmania and Queensland's Sunshine Coast, contribute to social transformation beyond discrete outputs. We examine the operation, ethos, scope and influence of these organisations over time. In so doing, we identify three common ways in which these organisations facilitate social change: by (i) enhancing social connectivity through boundary work; (ii) mobilising participatory citizenship and (iii) contributing to social learning. We conclude that TSSOs contribute significantly to the systemic social conditions that enable change for sustainability and the development of community resilience and well-being, but do so in ways undervalued by existing metrics, formal evaluation processes and funding models. Clearer recognition of, and strategic emphasis on, these qualitative contributions to social transformation is vital in ensuring that TSSOs remain viable and effective over the long term. 相似文献

Abstract: Marine protected areas (MPAs) are a popular conservation strategy, but their impacts on human welfare are poorly understood. To inform future research and policy decisions, we reviewed the scientific literature to assess MPA impacts on five indicators of human welfare: food security, resource rights, employment, community organization, and income. Following MPA establishment, food security generally remained stable or increased in older and smaller MPAs. The ability of most fishing groups to govern MPA resources changed. Increased resource rights were positively correlated with MPA zoning and compliance with MPA regulations. Small sample sizes precluded statistical tests of the impacts of MPAs on employment, community organization, and income. Our results demonstrate that MPAs shape the social well‐being and political power of fishing communities; impacts (positive and negative) vary within and among social groups; and social impacts are correlated with some—but not all—commonly hypothesized explanatory factors. Accordingly, MPAs may represent a viable strategy for enhancing food security and empowering local communities, but current practices negatively affect at least a minority of fishers. To inform policy making, further research must better document and explain variation in the positive and negative social impacts of MPAs. 相似文献

The social and economic ramifications of marine conservation strategies such as marine protected areas (MPAs) are important to consider prior to their implementation to ensure that they do not exceed the resilience of resource-users and that resource protection might be maximised through compliance and low resistance. This paper presents a framework in which the human dimensions can be more easily and usefully integrated into the design and delivery of conservation initiatives. The framework espouses quantifying (1) the level of dependency on the resource; (2) perceptions towards conservation initiatives; and (3) social resilience. Increasing recognition of the human dimensions of natural resource management issues, and of social and ecological sustainability and resilience as being inter-related, highlights the importance of applying social science to natural resource management decision-making. Moreover, a number of laws and regulations require natural resource management agencies to consider the “best available science” (BAS) when making decisions, including social science. Yet rarely do these laws and regulations define or identify standards for BAS, and those who have tried to fill the gap have done so from the standpoint of best available natural science. This paper proposes evaluative criteria for best available social science (BASS), explaining why a broader set of criteria than those used for natural science is needed. Although the natural and social sciences share many of the same evaluative criteria for BAS, they also exhibit some differences, especially where qualitative social science is concerned. Thus we argue that the evaluative criteria for BAS should expand to include those associated with diverse social science disciplines, particularly the qualitative social sciences. We provide one example from the USA of how a federal agency − the U.S. Forest Service − has attempted to incorporate BASS in responding to its BAS mandate associated with the national forest planning process, drawing on different types of scientific information and in light of these criteria. Greater attention to including BASS in natural resource management decision-making can contribute to better, more equitable, and more defensible management decisions and policies. 相似文献

Broad stakeholder involvement cannot be assumed in all environmental planning and management processes that have critical land use dimensions. This paper illustrates how concepts and techniques from social network analysis (SNA) can be used to examine and better understand the roles of one type of stakeholders, planners, in environmentally oriented planning and management processes led by other professions. Two cases of natural hazard mitigation planning led by emergency managers illustrate the usefulness of three SNA concepts of network structural characteristics in understanding how differences in planner involvement may influence incorporation of land use approaches in local natural hazard mitigation plans aimed at reducing long term risks from natural hazards. 相似文献

The impact of diverse composition in teams is neither straightforward nor direct, and evidence suggests that diversity can be either conducive or detrimental to team innovation. Professionally diverse healthcare teams are increasingly used to develop innovative clinical approaches and solve complex healthcare problems; however, there is evidence that collaboration across professional boundaries creates conflict and is frequently unsuccessful. Healthcare organizations consequently face a dilemma. If they embrace professional diversity in teams, they risk interprofessional hostility, but if they choose homogeneous teams, they diminish their teams' capacity to innovate. We respond to this quandary by utilizing social identity theory to better understand the mechanisms through which professional diversity can enhance team innovation. In particular, we argue that professional identity salience operates as a mediator capable of explaining both positive and negative outcomes of professional diversity, contingent on the moderating effect of openmindedness norms. Analysis of survey data from 70 healthcare teams supports our model and indicates that professional salience can both enhance and undermine team innovation, depending on the extent of team openmindedness.
