How do disasters shape local government legitimacy in relation to managing climate‐ and disaster‐related risks? This paper looks at how local authorities in Central Vietnam perceive their social contract for risk reduction, including the partial merging of responsibilities for disaster risk management with new plans for and investments in climate change adaptation and broader socioeconomic development. The findings indicate that extreme floods and storms constitute critical junctures that stimulate genuine institutional change. Local officials are proud of their strengthened role in disaster response and they are eager to boost investment in infrastructure. They have struggled to reinforce their legitimacy among their constituents, but given the shifting roles of the state, private sector, and civil society, and the undiminished emphasis on high‐risk development models, their responsibilities for responding to emerging climate change scenarios are increasingly nebulous. The past basis for legitimacy is no longer valid, but tomorrow's social contract is not yet defined. 相似文献

This paper represents one of the first attempts to analyse the many ways in which Facebook and Twitter were used during a tornado disaster. Comparisons between five randomly selected campus samples and a city of Tuscaloosa, Alabama, sample revealed that campus samples used Facebook and Twitter significantly more both before and after the tornado, but Facebook usage was not significantly different after the event. Furthermore, differences in social media usage and other forms of communication before the tornado were found for age, education, and years lived in Tuscaloosa. Generally, age and education were inversely proportionate to social media usage. Influences on shelter‐seeking actions varied between social media users and three random samples of non‐social media users; however, it appears that social media respondents were likely to be using a smartphone simultaneously to access warning polygon information, to receive text message alerts, and to listen or respond to environmental cues. 相似文献

Social vulnerability indicators can assist with informing disaster relief preparation. Certain demographic segments of a population may suffer disproportionately during disaster events, and a geographical understanding of them can help to determine where to place strategically logistical assets and to target disaster‐awareness outreach endeavours. Records of house fire events and American Red Cross aid provision over a five‐year period were mapped for the County of Los Angeles, California, United States, to examine the congruence between actual events and expectations of risk based on vulnerability theory. The geographical context provided by the data was compared with spatially‐explicit indicators of vulnerability, such as age, race, and wealth. Fire events were found to occur more frequently in more vulnerable areas, and Red Cross aid was found to have an even stronger relationship to those places. The findings suggest that these indicators speak beyond vulnerability and relate to patterns of fire risk. 相似文献

Apocalyptic narratives in green politics have provoked much controversy about questions of rhetoric and framing. Critics argue that constant warnings about impending environmental collapse demoralise and demobilise the public, while advocates argue that dire predictions embody a realism necessary if the radical collective action required for a green transition is to be taken. This is not just a debate about the tactics of presentation; at a substantive ideological level, the multilayered questions raised by apocalypticism cut to the heart of significant divisions in the green movement between radical and mainstream currents concerning their orientation to structures of political and economic power. Comparisons with the contested historical tradition of apocalyptics in Christian theology shed light upon the dynamic tensions between movement insurgency and institutionalisation. Apocalypticism has played a key role in framing the green critique of capitalist modernity and is intrinsically connected to the formulation of utopic alternatives. Decades of research studies demonstrate links between healthy environment, healthy lifestyles, and healthy people. This study evaluated the correlations between young adult conservation workers' perceived stress, personal effectiveness, and nature experience using quantitative and qualitative social science methods. The study cohort numbered nearly 300 individuals serving on small crews for an entire year, and were dispersed across Washington State (USA) to participate in conservation projects in rural to urban landscapes. Pre- and post-test surveys, using validated measures of perceived stress, health dimensions, and personal resiliency, were further informed by mid-year, field-based interviews. Overall, the young adults expressed fatigue with the physical work but were quite healthy when compared to national benchmarks. They indicated a reduction in perceived stress, and indicated social function influences based on the conservation work. Conclusions address the importance and implications of expanding this work opportunity to a more diverse cohort and future research needs. 相似文献

Prioritisation methods have been adopted for >20 years to inform resource allocation in species conservation. The academic literature on prioritisation focuses on technical matters, with little attention to the socio-political factors affecting the uptake of priorities. We investigated the policy instruments employed to promote uptake, and the structural factors affecting the uptake of priorities, using as our case study a species prioritisation method adopted by the Queensland Government (Australia). We interviewed 79 key informants and analysed policy documents and plans. The Queensland Government relied on ‘information delivery’ as a policy instrument to foster uptake. We identified communication channels to assist ‘information delivery’ between Government and intended users, but also found that several structural factors limited their use: fragmentation of policies, the relative strength of alternative priorities and centralisation of power in decision-making. We discuss the results in relation to other conservation planning initiatives and suggest how structural barriers can be addressed. 相似文献

Planning researchers traditionally conceptualize learning as cognitive changes in individuals. In this tradition, scholars assess learning with pre- and post-measures of understandings or beliefs. While valuable for documenting individual change, such methods leave unexamined the social processes in which planners think, act, and learn in groups, which often involve the use of technical tools. The present interdisciplinary research program used Learning Sciences research methods, including conversation analysis, interaction analysis, and visualization of discourse codes, to understand how tools like agent-based models and geographic information systems mediate learning in planning groups. The objective was to understand how the use of these tools in participatory planning can help stakeholders learn about complex environmental problems, to make more informed judgments about the future. The paper provides three cases that illustrate the capacity of such research methods to provide insights into planning groups’ learning processes, and the mediating roles of planning tools. 相似文献

Integrating social and hydrologic sciences for understanding water systems is challenged by data management complexities. Contemporary mandates for open science and data sharing necessitate better understanding of the implications of social science data types. In the context of an interdisciplinary water research program that endeavors to integrate and share social science and biophysical data, we highlight the array of data types and issues associated with social water science. We present a multi‐dimensional classification of social water science data that provides insight into data management considerations for each data type. Many cities today face challenges related to urban growth. This is also the case in Oslo, currently one of the fastest growing capitals in Europe. In order to prepare for the population growth, a new municipal master plan has been prepared. In this, sustainable development is a prominent concept, and the urban district is going to be densified as part of the strategy. This paper examines some obstacles of turning planning theory into practice. There is a lack of coherence between municipal goals and the actual outcome. The analysis indicates that the official strategy is not able to cater for social sustainability partly due to institutional constraints. Moreover, there is no concise understanding of what sustainability means, which in turn hampers the ability to operationalise the concept in urban planning. 相似文献
