This paper tackles the process of energy transition from a transactional perspective. It addresses the governance of energy transition by studying its local actualizations, moving beyond purely technical and normative readings. The paper shows that through the local socio-technological energy systems, sustainability governance filters down to the level of individual, everyday behavior, thus questioning the link between public and private spaces, especially regarding the issue of housing. Going beyond the results commonly yielded by transition studies, which favor large-scale analysis, it details how the discourse of citizen involvement, which often boils down to a mere call to control one’s individual energy consumption, conceals environmental inequalities, confirming the socioeconomic divide materialized in deprived areas such as public housing estates or remote rural areas. From a methodological standpoint, the analysis is based on four case studies in Northeast France, in more or less privileged areas, and in both urban and rural environments: the renovation of a heating network in the public housing estate of Cité de l’Ill, north of Strasbourg; the solar energy systems designed for property owners in Plobsheim, a residential suburb of Strasbourg; the energy-efficient equipment set up in a public housing estate in the city of Saint-Dié, in the Vosges; and citizen participation in a cooperative program to finance wind turbines in the small Alsacian city of Saâles, in a mountain rural area. 脆弱性问题研究已成为环境可持续发展科学的重要组成部分。通过对国内外相关文献研究发现:脆弱性问题已从局限于地学、环境科学的单一领域逐步拓展到人类社会发展的多个层面;脆弱性问题理论体系的构建对于其评价运用手段的建设至关重要,它不仅从研究方向上打破了原有的思维与行为模式,在具体操作手段上提供了多学科的研究背景和研究思路。同时,通过对比和文献分析研究发现,国内外研究存在深度与广度上的差异。同时具备以下共同点:一是在脆弱性理论与区域发展实践结合的过程中,拓展性的理论体系构建提供了研究方法的多种选择,二是在具体问题的研究中,研究视野不断丰富,多学科的综合研究开始出现。 相似文献

This paper presents the status of sustainable livelihood security index (SLSI) of Karnataka, the most drought prone state in the Southern part of India. Computation of ecological security index, economic efficiency index and social equity index, and finally SLSI were carried out at the district level for the entire state, using empirical data. The selected indicators were first normalised, and then using estimated weights, indices were computed. The results indicate that the state has a very low SLSI with only 27.6% of total geographical area (TGA) and 21.7% of population being placed in the ‘sustainable’ and ‘highly sustainable’ categories (covering 10 districts) while only 34% of the TGA covering six districts falls in the ‘moderately sustainable’ category. The remaining area, confined mostly to the northern parts of the state, comprising 14 districts (51.8% of the state’s TGA) is categorised as ‘less sustainable’ and ‘very less sustainable’ exposing 44.4% (27.14 million) of state’s population to the perils of uncertain rainfall, high soil erosion rates, high social inequality and poor resource use efficiency. There is an urgent need to reorient development programmes and prioritise development investments in these vulnerable districts so that they are provided resources and opportunities to improve their ecological (more forest cover and less soil erosion), economic (higher agricultural productivity) and social (improved health and education facilities and rural infrastructure) status and achieve sustainable levels of livelihood. 相似文献

Although illegal wildlife trade (IWT) represents a serious threat to biodiversity, research into the prevalence of illegal plant collection and trade remains scarce. Because cacti and succulents are heavily threatened by overcollection for often illegal, international ornamental trade, we surveyed 441 members of the cacti and succulent hobbyist collector community with a mixed quantitative and qualitative approach. We sought to understand collector perspectives on the Convention on the International Trade in Endangered Species of Wild Flora and Fauna (CITES) and on the threats IWT poses to cactus and succulent conservation. Most respondents (74% of 401 respondents) stated that illegal collection in cacti and succulents represents a “very serious problem” and that the problem of wild plant collection is increasing (72% of 319 respondents). Most forms of illegal collection and trade were seen as very unacceptable by respondents. Self-reported noncompliance with CITES rules was uncommon (11.2% of 418 respondents); it remains a persistent problem in parts of the cacti and succulent hobbyist community. People engaging in rule breaking, such as transporting plants without required CITES documents, generally did so knowingly. Although 60.6% of 381 respondents regarded CITES as a very important tool for conservation, sentiment toward CITES and its efficacy in helping species conservation was mixed. Collectors in our survey saw themselves as potentially playing important roles in cactus and succulent conservation, but this potential resource remains largely untapped. Our results suggest the need for enhanced consultation with stakeholders in CITES decision-making. For challenging subjects like IWT, developing evidence-based responses demands deep interdisciplinary engagement, including assessing the conservation impact of species listings on CITES appendices. 相似文献

Despite its necessity, integration of natural and social sciences to inform conservation efforts has been difficult. We examined the views of 63 scientists and practitioners involved in marine management in Mexico's Gulf of California, the central California coast, and the western Pacific on the challenges associated with integrating social science into research efforts that support ecosystem-based management (EBM) in marine systems. We used a semistructured interview format. Questions focused on how EBM was developed for these sites and how contextual factors affected its development and outcomes. Many of the traditional challenges linked with interdisciplinary research were present in the EBM projects we studied. However, a number of contextual elements affected how mandates to include social science were interpreted and implemented as well as how easily challenges could be addressed. For example, a common challenge is that conservation organizations are often dominated by natural scientists, but for some projects it was easier to address this imbalance than for others. We also found that the management and institutional histories that came before EBM in specific cases were important features of local context. Because challenges differed among cases, we believe resolving challenges to interdisciplinary research should be context specific. 相似文献
