2004年主汛期我国强对流天气灾害统计特征   总被引:3,自引:0,他引:3  
运用全国各省、市、县气象部门直接上报国家气象局的气象灾害数据,对全国各地2004年主汛期(6-8月)对流性天气造成的灾害分布特征和人员死亡情况进行了统计分析,结果表明,主汛期内强对流天气在全国31个省市都有发生,其中黄淮、江淮、江南、西南地区东部为强对流天气灾害死亡人数多发区,且在主汛期内,以7月份强对流天气发生频次最高;在年度所有气象灾害中,除了暴雨洪涝灾害造成人员死亡最多外,雷击事件造成的死亡人数占气象灾害死亡人数的第二位;各大城市均遭遇到强对流天气袭击,造成了严重的交通瘫痪,城市应急响应系统建设亟待加强。  相似文献

/ Adaptive ecosystem management seeks to sustain ecosystems while extracting or using natural resources. The goal of endangered species management under the Endangered Species Act is limited to the protection and recovery of designated species, and the act takes precedence over other policies and regulations guiding ecosystem management. We present an example of conflict between endangered species and ecosystem management during the first planned flood on the Colorado River in Grand Canyon in 1996. We discuss the resolution of the conflict and the circumstances that allowed a solution to be reached. We recommend that adaptive management be implemented extensively and early in ecosystem management so that information and working relationships will be available to address conflicts as they arise. Though adaptive management is not a panacea, it offers the best opportunity for balanced solutions to competing management goals.  相似文献

Cohesive sediments besides their typical heterogeneity are characterised by structural discontinuity. Particularly, organic consolidated muds are a good example of sediments that consist of vast aggregates, pore water and gaseous products. The texture of a cohesive sediment bed is a result of a number of mutually affecting factors, such as deposition history, mineral and organic composition, kind of biota and oxygen uptake. The presented work attempts to quantify the effect of sediment physical properties and sediments structure on the sediment erosion potential, considering incipient motion and erosion rate. This quantification is made on the basis of comparative testing of both unremoulded and remoulded samples of a river mud. Due attention is paid to sediment handling to preserve the delicate structure of the sediment for the laboratory experiments. Mud with two degrees of consolidation has been examined in a tilting flume under different flow situations. The test results show a typical increase of erosion strength with dry matter concentration of the mud. It has also been found that the structural properties increase the erosion strength for the less consolidated mud. An opposite effect has been recorded for a more consolidated deposit. As a consequence, due to the sediment structure, the original beds differ much less in erosion resistance in relation to the dry mass concentration than their disturbed analogues. Finally, the erosion resistance of the examined mud is compared with data from the literature.  相似文献

利用气象观测数据,分析了我国北方沙尘暴发生频次年际变化与气候因素的关系,结果表明:(1)我国北方沙尘暴发生频次与北方大风日数的分布在空间上并不完全一致,沙尘暴的发生频次受区域特征条件影响较大;(2)我国北方沙尘暴发生频次的年际变化呈现减少的趋势,与我国北方温度持续升高,夏季降水量有所增加的趋势有着较好的一致性;(3)我国北方沙尘暴频次的年际和季节变化特点说明降水和温度通过改变地表植被、土壤等特征,影响着区域沙尘暴发生的风险等级。文章最后还提出了沙尘暴风险评估和建立预警系统的建议。  相似文献

湘江流域洪水灾害综合风险评价   总被引:26,自引:4,他引:26  
依据灾害系统理论,在综合考虑致灾因子、孕灾环境和承灾体的基础上,从致灾因子、孕灾环境的自然属性和承灾体的社会属性两方面出发,以县级行政单元为基本评价单元,进行了湘江流域洪水灾害的综合风险评价。在综合考虑降雨量、地形以及历史上洪水灾害发生频次等自然因素的条件下,利用地图代数分析得到了湘江流域洪水灾害危险性评价图;在综合考虑人口密度、耕地面积百分比、人均GDP和单位面积水库和塘坝容量等社会经济指标的基础上,利用模糊综合评判法得到了湘江流域洪水灾害脆弱性评价图。在此基础上采取“乘”模型的计算公式,即风险=危险性×脆弱性,将湘江流域洪水灾害风险划分为高风险、较高风险、中等风险、较低风险和低风险5个等级,并借助地理信息系统软件编制了湘江流域洪水灾害综合风险等级评价图。  相似文献

Abstract: An artificial neural network (ANN) provides a mathematically flexible structure to identify complex nonlinear relationship between inputs and outputs. A multilayer perceptron ANN technique with an error back propagation algorithm was applied to a multitime-scale prediction of the stage of a hydro-logically closed lake, Devils Lake (DL), and discharge of the Red River of the North at Grand Forks station (RR-GF) in North Dakota. The modeling exercise used 1 year (2002), 5 years (1998–2002), and 27 years (1975–2002) of data for the daily, weekly, and monthly predictions, respectively. The hydrometeorological data (precipitations P(t), P(t-1), P(t-2), P(t-3), antecedent runoff/lake stage R(t-1) and air temperature T(t) were partitioned for training and for testing to predict the current hydro-graph at the selected DL and RR-GF stations. Performance of ANN was evaluated using three combinations of daily datasets (Input I = P(t)), P(t-l), P(t-2), P(t-3), T(t) and R(t-l); Input II = Input-l less P(t) P(t-l), P(t-2), P(t-3); and Input III = Input-II less T(t)). Comparison of the model output using Input I data with the observed values showed average testing prediction efficiency (E) of 86 percent for DL basin and 46 percent for RR-GF basin, and higher efficiency for the daily than monthly simulations.  相似文献

Abstract: The impacts of runoff events on external suspended solids loading to Schoharie Reservoir, New York, and patterns of light scattering and sediment deposition in this reservoir are assessed. The assessment is based on monitoring of suspended solids concentrations in the reservoir's primary tributary, detailed vertical profiles of optical backscattering (a surrogate measure of light scattering) in the reservoir water column, and analysis of sediment trap collections, over a seven-month interval of high runoff. These impacts are reported to be tightly temporally coupled and strongly positively related to the magnitude of runoff events. The primary tributary entered the reservoir as a plunging inflow during runoff events, causing conspicuous subsurface peaks in light scattering, with vertical patterns that varied strongly for different events. Deposition quantified by near-bottom trap deployments is reported to be more representative than results from metalimnetic deployments that were generally within, rather than below, the turbid layers. Direct inputs of sediment, transported by density currents, are found to drive deposition, rather than resuspension/redeposition. More than 50 percent of the reported deposition occurred in less than 15 percent of the study period, associated with the four largest runoff events.  相似文献

ABSTRACT: This study aimed to clarify public preferences for flood control measures in Japan, willingness to pay (WTP), and the main factors involved in WTP by applying the contingent valuation method. Findings showed that most residents surveyed expected some flood control measures, and revealed a diversity of interest in river management. WTP levels for different measures ranged from a mean of ¥2,887 to ¥4,861 and from a median of ¥1,000 to ¥2,000. However, WTP for additional flood risk reduction beyond initial levels was found to be zero. This was considered to be because WTP for flood risk reduction must be determined within a multi‐risk context. WTP for flood control measures may increase with per capita income, individual preparedness, and/or experience with flooding, but may decrease with distance from a river, acceptability of flood risk, and provision of environmental information. Furthermore, perception of flood risk may increase WTP, while perception of other risks may decrease it. Methods of dealing with environmental risk that were proposed in the survey may have affected WTP levels.  相似文献
