Abstract:  The state of Michigan is interested in removing two low‐head dams in an 8.8 km reach of the Kalamazoo River between Plainwell and Otsego, Michigan, while minimizing impacts locally and to downstream reaches. The study was designed to evaluate the erosion, transport, and deposition of sediments over a 37.3‐year period using the channel evolution model CONCEPTS for three simulation scenarios: Dams In (DI), Dams Out (DO), and Design (D). The total mass of sediment emanating from the channel boundary, for the DI case, shows net deposition of 4,100 T/y for the study reach, with net transport (suspended and bed load) of 10,500 T/y passing the downstream boundary. For the DO case, net erosion is 19,200 T/y with net transport of 30,100 T/y (187% increase) passing the downstream boundary. For the D case, net deposition is 2,570 T/y (37% decrease) with transport of 14,200 T/y (35% increase) passing the downstream boundary. The most significant findings were: (1) removal of the low‐head dams will cause significant erosion of sediments stored behind the dams and increased sediment loads passing the downstream boundary and (2) sediment loads for the proposed channel design are similar to existing conditions and offer reduced fine‐sediment loadings.  相似文献

Abstract: A predictive model (RIVPACS‐type) for benthic macroinvertebrates was constructed to assess the biological condition of 1,087 streams sampled throughout the eastern United States from 1993‐2003 as part of the U.S. Geological Survey’s National Water‐Quality Assessment Program. A subset of 338 sites was designated as reference quality, 28 of which were withheld from model calibration and used to independently evaluate model precision and accuracy. The ratio of observed (O) to expected (E) taxa richness was used as a continuous measure of biological condition, and sites with O/E values <0.8 were classified as biologically degraded. Spatiotemporal variability of O/E values was evaluated with repeated annual and within‐site samples at reference sites. Values of O/E were regressed on a measure of urbanization in three regions and compared among streams in different land‐use settings. The model accurately predicted the expected taxa at validation sites with high precision (SD = 0.11). Within‐site spatial variability in O/E values was much larger than annual and among‐site variation at reference sites and was likely caused by environmental differences among sampled reaches. Values of O/E were significantly correlated with basin road density in the Boston, Massachusetts (p < 0.001), Birmingham, Alabama (p = 0.002), and Green Bay, Wisconsin (p = 0.034) metropolitan areas, but the strength of the relations varied among regions. Urban streams were more depleted of taxa than streams in other land‐use settings, but larger networks of riparian forest appeared to mediate biological degradation. Taxa that occurred less frequently than predicted by the model were those known to be generally intolerant of a variety of anthropogenic stressors.  相似文献

ABSTRACT: The issues involved in the conflict between the rights of the public and those of riparian landowners are examined by reviewing the public access situation with regard to inland streams in the State of Virginia. Consideration is given to the legal framework defining access rights and to the attitudes of riparian landowners regarding the access question. Existing provisions of law suggest only limited recognition of public rights, but this law is incompletely developed. A considerably broader concept of public rights could be developed within the existing framework due to the existence of unresolved questions. The analysis of landowner attitudes is based on a survey of a sample of riparian owners chosen from throughout the state. The questionnaire used in the survey contained 123 questions in a variety of areas, including landowners' perceptions of public rights, problems encountered as the result of recreational water use, attitudes toward state designation and protection of scenic rivers, and the acceptability of alternatives for increasing public access. Although the survey results indicate substantial acceptance of the concept of public use, the landowners expressed concern over governmental control of land use and did not indicate a generally acceptable means for increasing public use.  相似文献

ABSTRACT: During the last 27 years of independence, a large number of inter-state water disputes cropped up over the use of rivers. Surprisingly enough, more disputes developed in this short period than in the earlier 200 years of the development of irrigation and so far none of the disputes has been permanently solved. The major rivers of India are all inter-state rivers and this is one of the more important reasons why some of them are not yet fully developed for irrigation or power production. The Union Government has set up, so far, only three tribunals to adjudicate inter-state disputes. But the problems do not end simply by setting up the tribunals. In practice, it has also proved a dilatory process. None of the tribunals has been successful in settling any dispute in the long years of their existence. There is no codified law prescribing rights and the notion of “equity” has come to prevail restraining the upper states from drawing such quantities of water as would injure the interests of the lower states. Though the general principle of equitable apportionment had been advocated many times, in practice each contending state had given this principle an interpretation that suited it. The basic principle would be to harness the rivers not for the benefit of a particular state but for the maximization of agricultural, industrial, and navigational potential in the areas served by the rivers.  相似文献

Abstract: Opportunities for the development of an amalgam of park and leisure-oriented commercial establishments in urban-core waterfont settings exist in many U.S. cities. Public awareness of the need to enhance the environmental quality of these waterfont areas has resulted in a demand for planning and implementation action. However, the lack of understanding of urban political systems has been an inhibiting factor in the development of this park/ business concept. The major factors that influence the decision-making process leading to the development of urban-core waterfronts for park/business use are identified inthis paper. Understanding this decision-making process can aid project implementation and avoid waste of planning effort in time, dollars, and productivity.  相似文献

Abstract: Knowledge of headwater influences on the water‐quality and flow conditions of downstream waters is essential to water‐resource management at all governmental levels; this includes recent court decisions on the jurisdiction of the Federal Clean Water Act (CWA) over upland areas that contribute to larger downstream water bodies. We review current watershed research and use a water‐quality model to investigate headwater influences on downstream receiving waters. Our evaluations demonstrate the intrinsic connections of headwaters to landscape processes and downstream waters through their influence on the supply, transport, and fate of water and solutes in watersheds. Hydrological processes in headwater catchments control the recharge of subsurface water stores, flow paths, and residence times of water throughout landscapes. The dynamic coupling of hydrological and biogeochemical processes in upland streams further controls the chemical form, timing, and longitudinal distances of solute transport to downstream waters. We apply the spatially explicit, mass‐balance watershed model SPARROW to consider transport and transformations of water and nutrients throughout stream networks in the northeastern United States. We simulate fluxes of nitrogen, a primary nutrient that is a water‐quality concern for acidification of streams and lakes and eutrophication of coastal waters, and refine the model structure to include literature observations of nitrogen removal in streams and lakes. We quantify nitrogen transport from headwaters to downstream navigable waters, where headwaters are defined within the model as first‐order, perennial streams that include flow and nitrogen contributions from smaller, intermittent and ephemeral streams. We find that first‐order headwaters contribute approximately 70% of the mean‐annual water volume and 65% of the nitrogen flux in second‐order streams. Their contributions to mean water volume and nitrogen flux decline only marginally to about 55% and 40% in fourth‐ and higher‐order rivers that include navigable waters and their tributaries. These results underscore the profound influence that headwater areas have on shaping downstream water quantity and water quality. The results have relevance to water‐resource management and regulatory decisions and potentially broaden understanding of the spatial extent of Federal CWA jurisdiction in U.S. waters.  相似文献

ABSTRACT: The presence of manganese in natural waters (>0.05 mg/L) degrades water-supply quality. A model was devised to predict the variation of manganese concentrations in river water released from an impoundment with the distance downstream. The model is one-dimensional and was calibrated using dissolved oxygen, biochemical oxygen demand, pH, manganese, and hydraulic data collected in the Duck River, Tennessee. The results indicated that the model can predict manganese levels under various conditions. The model was then applied to the Chattahoochee River, Georgia. Discrepancies between observed and predicted may be due to inadequate pH data, precipitation of sediment particles, unsteady flow conditions in the Chattahoochee River, inaccurate rate expressions for the low pH conditions, or their combinations.  相似文献

Rapid response vertical profiling instrumentation was used to document spatial variability and patterns in a small urban lake, Onondaga Lake, associated with multiple drivers. Paired profiles of temperature, specific conductance (SC), turbidity (Tn), fluorometric chlorophyll a (Chlf), and nitrate nitrogen (NO3?) were collected at >30 fixed locations (a “gridding”) weekly, over the spring to fall interval of several years. These gridding data are analyzed (1) to characterize phytoplankton (Chlf) patchiness in the lake's upper waters, (2) to establish the representativeness of a single long‐term site for monitoring lake‐wide conditions, and (3) to resolve spatial patterns of multiple tracers imparted by buoyancy effects of inflows. Multiple buoyancy signatures were resolved, including overflows from less dense inflows, and interflows to metalimnetic depths and underflows to the bottom from the plunging of more dense inputs. Three different metrics had utility as tracers in depicting the buoyancy signatures as follows: (1) SC, for salinity‐enriched tributaries and the more dilute river that receives the lake's outflow, (2) Tn, for the tributaries during runoff events, and (3) NO3?, for the effluent of a domestic waste treatment facility and from the addition of NO3? solution to control methyl mercury. The plunging inflow phenomenon, which frequently prevailed, has important management implications.  相似文献

Headwater streams have a significant nexus or physical, chemical, and/or biological connection to downstream reaches. Generally, defined as 1st‐3rd order with ephemeral, intermittent, or perennial flow regimes, these streams account for a substantial portion of the total stream network particularly in mountainous terrain. Due to their often remote locations, small size, and large numbers, conducting field inventories of headwater streams is challenging. A means of estimating headwater stream location and extent according to flow regime type using publicly available spatial data is needed to simplify this complex process. Using field‐collected headwater point of origin data from three control watersheds, streams were characterized according to a set of spatial parameters related to topography, geology, and soils. These parameters were (1) compared to field‐collected point of origin data listed in three nearby Jurisdictional Determinations, (2) used to develop a geographic information system (GIS)‐based stream network for identifying ephemeral, intermittent, and perennial streams, and (3) applied to a larger watershed and compared to values obtained using the high‐resolution National Hydrography Dataset (NHD). The parameters drainage area and local valley slope were the most reliable predictors of flow regime type. Results showed the high‐resolution NHD identified no ephemeral streams and 9 and 65% fewer intermittent and perennial streams, respectively, than the GIS model.  相似文献
