论信息产业与可持续发展

信息产业与可持续发展在共同的时代背景下应运而生,相互作用又有机统一.信息产业对可持续发展有显著的正效应,主要表现为:信息产业对经济发展的贡献;信息技术的发展应用,可以减少人物流动,提高资源配置效率;合理利用自然资源,实时监测环境变化;可以通过非物质化降低能耗和物耗,等等.同时,信息产业因其固有的特殊性,又表现出与可持续发展不协调的方面,如信息安全与信息污染、电子产品中有毒元素的应用、电磁辐射及对人体的影响等.文章最后提出,信息产业对社会经济的可持续发展具有重要的推动作用,大力发展信息产业是我国产业结构调整的必然选择,以可持续发展战略指导信息产业健康发展,并以信息产业推动其他行业的可持续发展,提高资源环境利用和管理水平,是可持续发展的必由之路.

中国银行业环境风险控制体系构建现状分析

银行投资行为导致的环境破坏问题可能给银行带来环境风险。环境风险控制是实现我国金融可持续发展的必然选择。我国银行业环境风险控制体系由四部分组成,其中环境信息收集和传递是环境风险控制的基础,环境风险管理部门建设是环境风险控制业务的保障,环境风险动态评估和管理是环境风险控制的关键,借鉴国际经验和加入国际准则是提升环境风险控制水平的有效途径。本文通过对我国全国性商业银行在环境风险控制领域的举措进行分析,总结我国银行业环境风险控制体系构建的现状和问题。     

论可持续发展观的贯彻与水资源论证制度的完善

可持续发展理念要求以环境资源承载力为依据规范人们开发、利用自然资源的行为。水资源论证制度是贯彻、实施可持续发展理念的良好制度形式,对于促进经济社会可持续发展意义重大,但我国现行立法中规定的水资源论证制度还不完善,影响了制度作用的充分发挥。完善相关立法,提高水资源论证制度的法律地位,是在水资源管理与保护方面贯彻可持续发展要求的关键任务。     

Actively Dealing with Climate Change and Striving to Strengthen the Capability of Sustainable Development

Either from the perspective of the finite supply capacity of global resources and energy,or from the perspective of global environment restrictive conditions,developing countries can not repeat the old development road of developed countries,either in view of the international pressure China is currently facing,or in view of China’s own resources endowment and stages of development,we must actively face such a challenge of climate change.We must recognize that the issue of climate change may be a great restraint to the present and future eco-social development,and may also be an important driving force and new opportunity to push forward the transformation of development pattern,to take a new road of industrialization and to realize sustainable development.This demands us,on the one hand,to take the Scientific Outlook of Development as the guide to make efforts to control the emission of greenhouse gases and continuously increase the capability of adapting to climatic change,and set up the overall plan to respond to climate change of our country,and on the other hand,we should unswervingly take the road of sustainable development,save energy,optimize energy structure and strengthen biological protection in slowing and adapting to climate change.     

浅谈姜堰市溱湖湿地生态保护与对策研究

近年来,姜堰市日益加剧的人类活动和资源开发,影响了溱湖湿地的生态保护。在分析溱湖湿地资源现状的基础上,指出存在的问题,并提出相应的对策建议。     

Indicator framework for sustainable production planning and controlling

Production facilities serve to transform raw materials into products, usually with the goal of achieving a designated output, in terms of quantity and quality, with the minimum of cost and labour. With the aid of production planning and controlling (PPC) systems, raw material inputs, and labour can be planned to achieve a determined output of products. In general, the role of environmental and social aspects is neglected in production planning processes. Because of the growing pressure from politics and customers, sustainable production of products is becoming more important. One possibility for supporting sustainable manufacturing is, to integrate sustainable aspects in the production planning process. This paper presents input and output information for current PPC systems and discusses the need for additional information necessary for sustainable PPC. For this approach, a text review of cooperate social responsibility (CSR) reporting indicators provided by the GRI was performed. Based on the text review, an input-output model has been developed for conventional and another one for sustainable PPC systems. Through the comparison of the two input-output models, challenges and requirements for sustainable PPC systems have been defined as a basis for future work and analyses.     

于GRI体系的机场企业环境信息披露研究

机场作为民航运输的关键节点和重要枢纽,肩负着服务区域经济的重要使命,同时也面临环境保护与可持续发展的巨大挑战。作为公共基础设施和城市形象窗口,机场上市公司具有披露环境信息的义务与责任。在充分研究国内机场上市公司环境信息披露制度背景的基础上,本研究借鉴全球报告倡议组织（GRI）发布的《可持续发展报告指南》（第四版）及机场运营者行业补充（GRI-AOSS）构建了适用于我国机场的环境信息披露评价指标体系,并利用公开数据对国内6家机场上市公司的环境信息披露情况进行了实际测评。结果表明：我国机场环境信息披露程度较低,存在内容简单、量化不足、质量下降等问题。机场上市公司环境信息披露亟待在法律法规层面进行系统规范。建议借鉴GRI等相关国际标准及成功经验,制定适用于我国的科学可行的环境信息披露标准和制度体系。     

The forgotten pillar: a definition for the measurement of social sustainability in American cities

This article provides a timely review of the interdisciplinary and disjointed literature on social sustainability and identifies some readily available measures of this concept for American cities. Based upon a comprehensive review of the literature, four broad dimensions are identified as being reflective of social sustainability: equal access and opportunity, environmental justice, community and the value of place, and basic human needs. Breaking these four dimensions into measurable indicators, this research provides a method for researchers and for American cities to begin to evaluate and to assess social sustainability efforts within their jurisdictions.     

论我国国际河流可持续开发利用的问题与法律对策

中国是世界上国际河流最多的国家之一,在国际河流的开发利用方面采取了一定的措施并取得了一定的成绩,但是在国际河流的可持续开发利用中仍存在不少问题,需要完善相关的国际与国内法律制度并采取其他有效的措施予以解决。从中国国际河流的概况出发,阐述对其进行可持续的开发利用在促进中国经济发展、加强民族团结以及保障国防安全等方面的重大意义,进而分析中国国际河流在可持续开发利用中存在的问题,包括立法缺失、保障措施缺位、管理机构缺乏等,最后从完善可持续开发利用的前提要素、确立可持续开发利用的基本原则、完善可持续开发利用的立法以及积极参与可持续开发利用的国际合作等方面提出解决上述问题的对策思考,以促进和保障我国国际河流可持续开发利用的实现.
