三峡库区森林植被恢复与可持续经营研究 总被引:17,自引:0,他引:17
系统的野外调查数据和历史资料分析结果表明,三峡库区森林植被在空间上发展不均匀,无明显垂直分带,且分布分散,人为干扰严重。目前,在70多个植被类型中,森林类型占25个,江岸两侧海拔800 m以下地区森林已经很少。森林类型中,马尾松、柏木林的分布面积最大,并在许多疏林中成为主要树种,主要是飞播或人工种植。库区大于25°的坡耕地占耕地面积的17.5%。库区薪炭林仅能满足农村用能总需求量的10.78%。不合理的土地利用方式和对森林的不合理砍伐导致脆弱的土壤系统和森林生态系统的严重退化、生产力下降和严重的水土流失。库区土壤年侵蚀量达到2.9亿t。三峡工程建设和移民安置对库区森林生态系统的压力和影响将是长期的。调查结果同时表明,库区植物生物多样性丰富,植物种类在5 032种以上,而且乡土树种多。分析认为,只要抓住三峡工程建设的契机,紧密结合国家天然林保护和退耕还林工程建设,充分利用良好的生物学基础,科学地封山育林,分带逐步恢复,同时,因地制宜,退耕还林,发展森林能源,建设多目标复合和多种模式并存的林业经营体系,发展经济,就能从根本上改善森林经营环境,实现森林恢复,形成合理布局的水库森林防护系统,促进三峡库区生态环境建设和可持续发展。 相似文献

The research related here focuses on municipal situations where problems of sustainability may be defined and tackled on the basis of bottom-up management procedures with the participation of organized society. The aim is to build management models that may be implemented with reasonable administrative effort and cost. Implementation pursues the target of approaching a sustainable situation in the municipality. Environmental parameters for an ideal municipality with undefined geographical location are presented. For each parameter, a set of indicators is developed that can measure the prospect of sustainability. The indicators are defined in terms of numbers or literal concepts according to the possibility of measurement. Examples of management models are presented, which are able to approach the situation defined as sustainable by the indicators. The basic management tool is the learning curve of targeted communities, which is experimentally developed and applied. The indicators are grouped according to their range of applicability. 相似文献

Situations of water scarcity challenge sustainability and threaten small users' access to water. In response to this problem, there has been a search for a method of hydrological analysis that can better represent the needs of small water users. While this search is rooted in the debate favouring a more participatory and inclusive allocation of the resource, it also requires a new focus on smallholder hydrology that can confront the gaps and biases found in current hydrological practices in many countries. This article looks at past hydrological practices and also at results of recent studies, highlighting the perspective of smallholder irrigators in surface water planning in Zimbabwe, and groundwater planning in India. These case studies show that wider social forces, not always best science, drive hydrological practices. However, new frameworks focusing on the water user can emerge for more equitable and sustainable water management. 相似文献

ABSTRACT: Farmers can generate environmental benefits (improved water quality and fisheries and wildlife habitat), but they may not be able to quantify them. Furthermore, farmers may reduce their incomes from managing lands to produce these positive externalities but receive little monetary compensation in return. This study simulated the relationship between agricultural practices, water quality, fish responses to suspended sediment and farm income within two small watersheds, one of a cool water stream and one of a warm water stream. Using the Agricultural Drainage and Pesticide Transport (ADAPT) model, this study related best management practices (BMPs) to calculated instream suspended sediment concentrations by estimating sediment delivery, runoff, base flow, and streambank erosion to quantify the effects of suspended sediment exposure on fish communities. By implementing selected BMPs in each watershed, annual net farm income declined $18,000 to $28,000 (1 to 3 percent) from previous levels. “Lethal” fish events from suspended sediments in the cool water watershed decreased by 60 percent as conservation tillage and riparian buffers increased. Despite reducing suspended sediments by 25 percent, BMPs in the warm water watershed did not reduce the negative response of the fisheries. Differences in responses (physical and biological) between watersheds highlight potential gains in economic efficiency by targeting BMPs or by offering performance based “green payments.” 相似文献

Impacts after four years of experimental trampling on alpine/sub-alpine environments in western Tasmania 总被引:2,自引:0,他引:2
Experimental trials were undertaken over four years to assess the impact of recreational trampling in undisturbed alpine and sub-alpine vegetation communities in the Western Arthur Range, western Tasmania. Data on 'pad' formation due to human trampling were collected using vegetation cover assessments, biomass estimates and detailed cross-sectional surface profiles. In sub-alpine buttongrass and alpine herbfield, prolonged and sustained damage may occur after 100 passes by walkers. The environmental threshold of the flat alpine herbfield site was breached after 200 passes. Plant morphology was one determinant of resistance and resilience, with upright woody shrubs and tall tussock graminoids most vulnerable to sustained trampling damage. Cushions are susceptible to trampling impacts at 500 passes. Loss of vegetation cover peaks 6-12 months after trampling. Our results show that pads formed with as few as 30-100 passes per annum and tracks form at between 100 and 500 passes per annum. Two years after the cessation of trampling, there is some small recovery in vegetation cover after 30 and 100 passes per annum applied for three years, but no evidence of recovery at the 500 pass treatments. The low trampling threshold and slow recovery rates in western Tasmania suggest that concentrating walkers on a minimal number of sites may be the best management option for these untracked alpine and sub-alpine environments. 相似文献

Within the context of political democratization, this article explores environmental protection in Hong Kong since the government
lauched a ten-year program to “save the environment” in 1989. Examining environmental management by law from a social-choice
perspective, it argues that the government has yet to reach an integrative policy orocess. Hence the preconditions for an
integrative set of environmental legislation are absent. Institutionally, without a comprehensive green policy, the current
arrangements lack a vision as an integrative force to promote effective coordination among various sectoral environmental
coordination among various sectoral environmental programs. The dominant approach of policy and law enforcement through consultation
has rendered impossible strict enforcement of environmental rules and regulations as local economic growth enjoys a priority
over environmental protection. At a time of environmental awakening, the people of Hong Kong are not yet prepared awakening,
the people of Hong Kong are not yet prepared to participate in environmental management in a strict legal manner. The overall
observation is that Hong Kong has yet to see more mature political, legal, administrative, and social conditions for managing

Abstract: Resources for prescribed fire are frequently insufficient to manage public lands for all conservation and resource management objectives, necessitating prioritization of the application of fire across the landscape within any given year. Defining tradeoffs when applying prescribed fire to large landscapes is problematic not only because of the complexity of weighing competing management objectives at the landscape scale, but also because of the difficult nature of independently applying need-to-burn criteria to large areas. We present a case study of a simple modeling process implemented at Eglin Air Force Base in the Florida Panhandle (U.S.A.) to prioritize the application of prescribed fire. In a workshop setting, managers and biologists identified key conservation criteria and landscape management objectives that drive the application of prescribed fire. Remote sensing and other spatial data were developed to directly or indirectly represent all these criteria. Using geographic information system software, managers and biologists weighted each criterion according to its relative contribution to overall burn prioritization, and individual values for the criterion were scored according to how they influence the need to burn. Subsequently, this process has been validated and modified through ecological monitoring. This modeling process has also been applied to the 77,400-ha Blackwater River State Forest, public land adjacent to Eglin Air Force Base, demonstrating its applicability to lands with varying management priorities. The advantages of this model-based approach for prioritizing prescribed fire include the reliance on accessible, inexpensive software, the development of spatially explicit management objectives, the ease of transferability, and clearly stated assumptions about management that may be tested and reviewed through monitoring and public comment. 相似文献

A resource survey and planning method for parks, reserves, and other environmentally significant areas (ESAs) is presented in the context of a holistic balanced approach to land use and environmental management. This method provides a framework for the acquisition, analysis, presentation, and application of diverse ecological data pertinent to land use planning and resource management within ESAs. Through the independent analysis and subsequent integration of abiotic, biotic, and cultural or ABC information, land areas within an ESA are identified in terms of their relative environmental significance and environmental constraints. The former term encompasses wildlife, historic, and other resource values, while the latter term reflects biophysical hazards and sensitivities, and land use conflicts. The method thus calls for a matching of an ESA's distinctive attributes with appropriate land use and institutional arrancements through an analysis of available acts, regulations, agencies, and other conservation and land use management mechanisms. The method culminates with a management proposal showing proposed park or reserve allocations, buffer areas, or other land use controls aimed at preserving an ESA's special ecological qualities, while providing for resource development. The authors suggest that all resource management decisions affecting ESA's should be governed by a philosophical stance that recognizes a spectrum of broad land use types, ranging from preservation to extractive use and rehabilitation. 相似文献

Present methods of disposal of today's hazardous household chemicals in the United States are frequently not acceptable because of pathways to groundwater, surface water, and the atmosphere. This report identifies potentially hazardous liquid waste in the household, notes current disposal practices, and recommends an improved management plan that utilizes consumer education, manufacturer cooperation, and governmental intervention. Laws requiring uniform disposal labeling on packaging are critical. Local, county, and state governments must be encouraged to coordinate the necessary infrastructure. Over the past decades, the Dutch people have been confronted with severe water-related problems, which are the result of an unsustainable water system, arising from human interventions in the physical infrastructure of the water system and the water management style. The claims of housing, industry, infrastructure and agriculture have resulted in increasing pressure on the water system. The continuous subsidence of soil and climate change has put pressure on the land. Hence, the nature and magnitude of water-related problems have changed. Longitudinal research of relevant national policy documents reveals that the water management regime has changed its water management style over the past 30 years from a technocratic scientific style towards an integral and participatory style. We have investigated if the historical development in Dutch Water management can be characterized as a transition. Based on longitudinal research through an integrated systems analysis, document research and expert interviews, we have reconstructed the historical narrative by using the transition concepts of multi-level and multi-phase. This research indicates that the shift in Dutch Water management can be characterized as a transition. This transition is currently in the take-off stage and near the acceleration stage. This is a crucial stage as long as the considerable gap between the strategic macro-vision and the practical implementation at the micro-level remains. As long as these levels are not compatible (modulation), the transition will not be completed successfully. Transition management as multi-level governance model should therefore be adopted to facilitate the modulation. 相似文献
