Unit pricing is a program in solid waste management that integrates market instruments to encourage households to reduce waste generation and increase recycling. Many studies have shown that unit pricing is effective, especially when the evaluation is based on comparing outcomes before and after implementation. In this paper, we use the so-called difference-in-differences approach to evaluate unit pricing. This approach can provide a less-biased estimation, and can help to examine whether a unit pricing program generates less waste and higher recycling or results in illegal dumping in neighboring regions. Using the fee-per-bag program implemented in Taipei City, Taiwan, as a case study, we found that unit pricing does reduce the amount of garbage but its impact on recycling is not as significant as the current literature suggests. Moreover, the program causes a serious negative externality: more than 60%?of the garbage reduction in the city is due to increased dumping of waste in neighboring regions. As the impact of unit‐pricing on recycling is limited, policy-makers cannot rely solely on this program to enhance recycling in the management of municipal solid waste. 相似文献
A bioretention unit (BRU) or cell is a green infrastructure practice that is widely used as a low impact development (LID) technique for urban stormwater management. Bioretention is considered a good fit for use in China’s sponge city construction projects. However, studies on bioretention design, which incorporates site-specific environmental and social-economic conditions in China are still very much needed. In this study, an experimental BRU, consisted of two cells planted with Turf grass and Buxus sinica,was tested with eighteen synthesized storm events. Three levels (high, median, low) of flows and concentrations of pollutants (TN, TP and COD) were fed to the BRU and the performance of which was examined. The results showed that the BRU not only delayed and lowered the peak flows but also removed TN, TP and COD in various ways and to different extents. Under the high, medium and low inflow rate conditions, the outflow peaks were delayed for at least 13 minutes and lowered at least 52%. The two cells stored a maximum of 231 mm and 265 mm for turf grass and Buxus sinica, respectively. For both cells the total depth available for storage was 1,220 mm, including a maximum 110 mm deep ponding area. The largest infiltrate rate was 206 mm/h for both cells with different plants. For the eighteen events, TP and COD were removed at least 60% and 42% by mean concentration, and 65% and 49% by total load, respectively. In the reservoir layer, the efficiency ratio of removal of TN, TP and COD were 52%, 8% and 38%, respectively, within 5 days after runoff events stopped. Furthermore, the engineering implication of the hydrological and water quality performances in sponge city construction projects is discussed.
ABSTRACTIn the framework of setting Maximum Residue Limits (MRLs) for pesticides, both chronic and acute health risks to consumers arising from the long-term and short-term dietary exposure to pesticide residues have to be assessed. The current internationally harmonized approach for assessing the acute dietary exposure is based on deterministic methods for calculating the IESTI (International Estimate of Short-Term Intake). Recently, it became apparent that the IESTI approach needs a revision in the light of new scientific and political aspects. The main reasons that require this review were the lack of an international harmonization of the methodology which implies trade barriers as well as difficulties in risk communication concerning the public trust in regulatory systems. The most recent milestone in the scientific debate on a possible revision of the IESTI equation was an international scientific workshop held in Geneva in September 2015. The main objectives of this meeting were the re-evaluation, and where possible, the international harmonization of the input parameters for the IESTI equations as well as the equations themselves. The main recommendations from the workshop were (i) to replace the highest residue and supervised trials median residue with the maximum residue limit (MRL), (ii) to use a standard variability factor of three, (iii) to derive the P97.5 large portion value from the distribution of consumption values of dietary surveys expressed as kg food/kg bw/d, and (iv) to remove the commodity unit weight from the equations. In addition, the application of conversion factors and processing factors was addressed. On the initiative of the (World Health Organization) WHO Collaborating Centre on Chemical Food Safety at the National Institute for Public Health and the Environment (RIVM), the Netherlands, an international working group with members from the French Agency for Food, Environmental and Occupational Health and Safety, France (ANSES), Australian Pesticides and Veterinary Medicines Authority, Australia (APVMA), German Federal Institute for Risk Assessment, Germany (BfR), Chemical Regulation Division, the United Kingdom (CRD), European Food Safety Authority (EFSA), and RIVM, the Netherlands was formed after the IESTI workshop to conduct a comprehensive impact assessment of the proposed changes of the IESTI equations. 相似文献
