Adaptation takes place in both private and public sectors, or as an interrelation between the two, and often under the realm of public regulation. Thispaper uses the Swedish and the Norwegian electricity grid sector, as providers of a vital public good under strict public regulation, to analyse reforms' effects on adaptive capacity in this area. The paper shows that transformational changes in both sectors during the 1990s shifted both the formal organisational structure (rules and regulations), as well as the organisational culture, in the direction of economic efficiency. These two dimensions individually reduced adaptive capacity to climate change, although differently in the two countries. However, the formal structure and organisational culture also yielded substantial influence on each other. This leads to the conclusion that when designing public regulations and implementing reforms, organisational culture must be considered in the design. Also the paper contests previous findings in the literature by showing that under given conditions there exist some substitution between the two dimensions in influencing adaptive capacity, implying that both dimensions should be included when analysing adaptation since analysing them in isolation is likely to lead to wrong conclusions.  相似文献

Based on the Institutional Collective Action framework, this research tests the impact of two competing hypotheses—bonding and bridging—on enhancing organisational resiliency. The bonding hypothesis posits that organisational resiliency can be achieved if an organisation works closely with others, whereas the bridging hypothesis argues that such a structure places considerable stress on an organisation and advocates for an organisation to position itself as a central actor to gain access to novel resources from a diverse set of entities to achieve resiliency. The paper analyses data gathered from semi‐structured interviews with 44 public, private, and non‐profit organisations serving communities affected by the Great Floods of 2011 in the Thai capital, Bangkok (urban), and in Pathum Thani (suburban) and Ayutthaya (rural) provinces. The findings suggest that: organisational resiliency was associated with the bridging effect; organisations in the rural province were more resilient than those in the suburban and urban centres; and private and non‐governmental organisations generally were more resilient than public sector organisations. The findings highlight the importance of fostering multi‐sector partnerships to enhance organisational resiliency for disaster response.  相似文献

This paper reports the results of 12 years of hydrological monitoring at the St. Fergus dune system in northeastern Scotland. The site is adjacent to the UK’s largest gas terminal and the dunes are crossed in five places by North Sea gas pipelines which were constructed between 1976 and 1990. These are buried beneath the dune system which was restored after pipeline installation. The dunes include a substantial freshwater wetland which is seasonally flooded and provides an important habitat for waterfowl. The hydrogeology of the site is characterized and the hydrogeological processes that sustain this wetland feature are considered including recent climatic fluctuations. This paper introduces a social identity perspective to job insecurity research. Worrying about becoming jobless, we argue, is detrimental because it implies an anticipated membership of a negatively evaluated group—the group of unemployed people. Job insecurity hence threatens a person's social identity as an employed person. This in turn will affect well‐being and job performance. A three‐wave survey study amongst 377 British employees supports this perspective. Persons who felt higher levels of job insecurity were more likely to report a weaker social identity as an employed person. This effect was found to be stable over time and also held against a test of reverse causality. Furthermore, social identity as an employed person influenced well‐being and in‐role job performance and mediated the effect of job insecurity on these two variables over time. Different to the expectations, social identity as an employed person and organisational proactivity were not connected. The findings deliver interesting evidence for the role of social identity as an employed person in the relationships between job insecurity and its consequences. Theoretically, this perspective illustrates the individual and group‐related nature of job insecurity and offers a novel way of connecting work situations with individual well‐being, behaviour and attitudes. An inventory of the vascular plants, bryophytes, fungi and terricolous lichens recorded within the different sand-dune communities in Wales has been compiled and a summary of the importance of these different taxonomic groups to the ecology and conservation of sand dunes is provided. The total floristic assemblage amounted to 945 species, with vascular plants representing 439 of these. Fungi unexpectedly formed the next most important group with ca. 289 species, followed by bryophytes (171 species) and terricolous lichens (66 species). However, very few of these species are confined to sand dunes. Of the vascular plants only ca. 7 % (32 species) could be classed as either wholly dependent or strongly associated with sand dunes, whereas up to 13% (22 species) of the bryophytes fell within this category. Of the fungi only 4% (10 species) appear to be restricted to sand dunes, but none of the lichen species could be classed as being either limited to, or strongly associated with, this habitat. Over 9% (91 species) of the total flora are considered to be rare, scarce or endangered within the UK or Europe, and ca. 8% of the vascular plant species are considered to be endemic or near-endemic to Europe. The inventory therefore not only provides an insight in the overall plant diversity of dune systems in Wales, it also gives an indication of the proportion of species that are under threat, and the numbers of species that are more-or-less totally dependent on sand dunes. This paper employs a three‐element model to examine how the disaster rescue system of the government of Nantou County in Middle Taiwan functioned following the earthquake of 21 September 1999. The three elements are information gathering, local government mobilisation, and inter‐organisational cooperation. The paper finds that the Nantou County government needs to address many problems associated with these three elements. Disaster information, for example, was not processed instantly because of the destruction of the electricity and telephone systems in the earthquake. Insufficient information caused ineffectiveness in the realms of mobilisation and inter‐organisational cooperation. As for mobilisation, while the Nantou County magistrate successfully used specific information to encourage flows of huge resources in the county, he did not successfully mobilise human resources there. With regard to inter‐organisational cooperation, myriad voluntary actors and international rescue teams travelled to Nantou County, but the fire and police services experienced cooperation and coordination problems.  相似文献

Humanitarian and development agencies have confronted growing insecurity in some of the regions in which they work over the course of the past decade. Consequently, aid agencies are changing their approach to security issues. Compared to aid agencies from other countries, especially the United Kingdom and the United States, German aid agencies have been relatively slow to adopt security measures. In addition, the security measures they have selected differ from one agency to another, even in comparable security contexts. The literature on organisational learning helps to explain these differences. The findings show that external and internal organisational factors influence an aid agency's choice of a particular security measure. The different responses of German aid agencies to the changing security environment demonstrate that security measures are not only influenced by an organisation's identity but also can be a way for them to demonstrate their identity and thereby distinguish themselves from other actors that deliver aid.  相似文献

Adaptive, or 'learning by doing', approaches are often advocated as a means of providing increased understanding within natural resource management. However, a number of organisational and social issues need to be resolved if these approaches are to be used successfully. A case study in the South Island high country of New Zealand is used to review what is needed to support an ongoing community-based monitoring and adaptive management programme. First, the case study is described, paying attention to the social context of the resource management problem. The results of a workshop that explored this problem are then outlined, along with a proposed information flow suggested by participants. Requirements for future steps to resolve these problems (such as information protocols and a multi-stakeholder information system) are discussed. Finally, some broad lessons are drawn from this exercise that could help others developing similar approaches.  相似文献

摸查了农田灌溉系统水环境经农(夏)闲期降水等外部强干预调理后的环境污染物含量——该值理论上是环境自净作用之后的最不利值,对农田灌溉系统水环境进行水质评价,探究其对农田土壤质量的潜在污染风险.于2019年6月中旬—7月下旬(降雨集中期),分别在西北江三角洲城市(清远市、佛山市和江门市)实验基地周边筛选研究区,并在雨后对有覆水的水源区域、灌渠、蓄水池和田间水等采集上覆水,共采得水样27×2份,对其pH值、悬浮物(SS)、矿化度、总磷(TP)、氨氮(NH4+-N)、Cd、As、Pb、Cu和Zn的含量进行检测;对各研究区pH值、SS的成因和影响,矿化度的等级,重金属均值分布等进行分析;对全样品TP、NH4+-N、重金属含量进行Pearson相关性分析和描述性特征分析;通过单因子水质标识指数Pi和综合水质标识指数P分别对各采样点、各构成项目和各研究区进行水质评价.研究发现雨后农田灌溉系统水环境构成复杂,物质呈无显著性差异的迁移,灌溉沿程上覆水中大部分物质可能处于动态平衡,受局部环境影响变小,TP、NH4+-N和重金属等迁移物质主要还是灌溉水体中原有的,受外力驱动扰动后在水动力作用下可能以氮磷结合形态沿灌溉系统发生远距离迁移;使用河流水质标识指数法评价农田灌溉系统水环境,发现该法可以刻画局部灌溉的水质态势,对农田灌溉系统水环境的含量特征评价做出科学、合理的解释,也可以做出综合性定量评价.虽然灌溉水系统结构差异较大,但是从整体上可以初步得出农闲期西北江三角洲农田灌溉水的灌溉风险不高的结论,总体综合水质评价级别为Ⅰ类~Ⅱ类,达到水环境功能区的使用要求.  相似文献

Summary This contribution presents an attempt to measure the path of habitat and vegetation succession in a coastal dune system (Kenfig Burrows, South Wales) using remote sensing and GIS. The loss of slack habitats associated with the continuing stabilization of this dune system is a major cause for concern. These habitats support a range of plant species, including the rare fen orchid,Liparis loeselii, as well as other hydrophytes. A decrease in their areal extent implies a reduction in biodiversity. To quantify the overall rate and spatial dimension of these changes, a series of aerial photographs dating from 1962 to 1994 were digitized and analysed in an image processing system. The resultant maps. transferred to a vector-based GIS, were used to derive a transition matrix for the dune system over this period of time. The results indicate that there has been a marked reduction in the total area of bare sand (19.6% of the dune system in 1962, but only 1.5% in 1994) and a decline in both the areal extent and the number of dune slacks. Over the same period of time, there has been an increase inSalix repens dominated habitats, at the expense of pioneer species. Analysis of the habitat maps, together with hydrological data, within the GIS suggests that even the dry slacks have the potential for further greening and to support invasive species. In terms of habitat management however, there is still scope to restore many of the slacks to their original state. It is estimated that at least 24% of the area occupied by partially and moderately vegetated slacks could be rehabilitated.  相似文献
