This paper uses data from the Central Highlands of Ethiopia to assess the productivity and production risk impacts of crop diversification. Using count index as a measure of crop biodiversity, results show that increasing crop biodiversity contributes positively to farm level productivity. In addition, the findings suggest that the level of production risk significantly responds to the level of diversity, with the effect highly conditional on the skewness. The major contribution of the paper is that, unlike previous similar studies that tended to focus on intra‐crop diversity, it incorporates the mutual interdependencies across crops within a farm by focusing on inter‐crop diversity. Hence the study adds to the growing empirical literature, particularly in Africa, that tests empirical relationships between productivity, risk and crop diversity. An important policy implication for a diversity rich country such as Ethiopia is that agro‐biodiversity can be used to improve agricultural productivity while promoting in situ conservation. 相似文献

With environmental change set to affect the developing world in significant ways, examination of the process of adaptation is increasingly being brought to the fore. Common to all forms of adaptation in rural livelihoods will be a process of change in resource use and the resource rights that will either facilitate or subvert adaptation. This paper looks at Darfur and the repercussions from the multi‐year drought and land degradation that led to forms of adaptation that involved change in relationships between groups over land resources. The analysis looks at how changes in land resource rights relationships have been dealt with historically, as adaptation developed. Approaches involving highly flexible customary institutions were used to effectively manage the change in land resource rights relationships inherent in adaptation, and considerable opportunity existed for positive interaction between customary and statutory law. Initial success at adaptation was followed by interventions by the Sudanese government to manage these relationships for specific objectives that worked against adaptation. This resulted in competition, animosity, confrontation and the subsequent collapse of the institutions, legitimacy, and trust necessary for successful management of land resource rights change. These national policies debilitated the adaptation opportunities and instead led to profoundly negative repercussions in relationships about land in Darfur, eventually becoming a primary driver in the current war. Tropical forests are vulnerable to climate-change representing a risk for indigenous peoples and forest-dependent communities. Mechanisms to conserve the forest, such as REDD+, could assist in the mitigation of climate change, reduce vulnerability, and enable people to adapt. Ninety-eight interviews were conducted in three countries containing the Congo Basin forest, Cameroon, CAR, and DRC, to investigate perceptions of decision-makers within, and responses of the institutions of the state, private sector, and civil society to the challenges of climate change. Results indicate that while decision-makers’ awareness of climate change is high, direct institutional action is at an early stage. Adaptive capacity is currently low, but it could be enhanced with further development of institutional linkages and increased coordination of multilevel responses across all institutions and with local people. It is important to build networks with forest-dependent stakeholders at the local level, who can contribute knowledge that will build overall institutional adaptive capacity. 相似文献

A key characteristic of global organic agriculture governance through standards is the coexistence of regulatory fragmentation and regional integration. To reduce barriers to organic trade, especially for market participants from developing countries, international and transnational entrepreneurs increasingly promote the setting of organic agriculture standards (OAS) in different world regions, for example, in East Africa, the Pacific, or Asia. Although scholars from different disciplines have done a lot of research on the role of standards in global governance, we still know little about why and how regional standard-setting processes evolve. Applying findings from regime analysis, entrepreneurship, and political authority, the article introduces the concept of authority pooling. It argues that legal, moral, and technical authority sources interact in a blurred functional division of labour between the public and the private sector in standard-setting. The article presents results from a within-case study of the development of the East African Organic Products Standard using the process-tracing method. It detects the underlying causal mechanism by which international and transnational entrepreneurs pooled different authority sources and, thus, significantly influenced political actors in East Africa to set the first regional OAS in the developing world. 相似文献

This article deals with the use of the procurement or purchasing power of governments to protect the environment. The focus is on South Africa and the aim is to show that South African organs of state can use procurement as an environmental policy tool to contribute to sustainable development as they have commendably done so to address past discriminatory policies and practices. It is argued that such use does not fall outside the current legislative framework governing procurement and suggestions are made as to how environmental considerations could be incorporated throughout the procurement process, namely the preparatory stage; the drawing up of tender or technical specifications; ensuring the capability or responsibility of contractors; the use of criteria to compare different tenders; and ensuring that eventual performance under a contract is environmentally sound. 相似文献

There is currently a lack of access to affordable sanitation in urban areas of Sub-Saharan Africa. This study evaluated the potential for resource recovery from innovative faecal sludge treatment processes to generate a profit that could help sustain the sanitation service chain. A total of 242 interviews were conducted in Accra, Ghana; Dakar, Senegal; and Kampala, Uganda to compare markets in different cultural and regional contexts. Products identified to have potential market value include dry sludge as a fuel for combustion, biogas from anaerobic digestion, protein derived from sludge processing as animal feed, sludge as a component in building materials, and sludge as a soil conditioner. The market demand and potential revenue varied from city to city based on factors such as sludge characteristics, existing markets, local and regional industrial sectors, subsidies, and locally available materials. Use as a soil conditioner, which has been the most common end use of treated sludge, was not as profitable as other end uses. These findings should help policy and decision makers of sanitation service provision to design financially viable management systems based on resource recovery options. 相似文献
