The National Forest Management Act (1976) specifies that multiresource inventories be conducted to provide baseline data for
development and, later, monitoring of national forest management plans. This mandate entails the most ambitious and complex
resource planning effort ever attempted. In this paper we evaluate the structure and use of current inventory-monitoring programs
and recommend a framework for gathering data to improve national forest planning. Current national guidelines are general
and provide only basic directions to forest-level planners. Forest inventories have traditionally concentrated on timber.
Although these inventories are often well designed, the questions we are now asking about forest resources have outgrown these
methods. Forest management is impeded by general confusion over definitions of resources and the interactions among them.
We outline a simple classification scheme that centers on identification of basic ecosystem elements that can be readily measured.
Furthermore, spatial and temporal scales must be considered in the design of inventory-monitoring programs. The concept of
ecological indicators is reviewed, and caution is advised in their use. Inventory-monitoring programs should be goal-directed
and based on as rigorous a statistical design as possible. We also review fundamental issues of variable selection, validation,
and sampling bias. We conclude by developing a flexible inventory-monitoring program that is designed to provide information
on individual characteristics of the environment, rather than being based on fixed definitions of resources. 相似文献

The Clean Air Act Amendments of 1977 designated national parks and wilderness areas larger than 1894 ha to be class I areas
for air quality management, setting more restrictive criteria than the National Ambient Air Quality Standards. Class I areas
are afforded the greatest degree of air quality protection under the Clear Air Act of 1970. In recent years, several studies
have documented air pollution effects in the Great Smoky Mountains National Park (GSMNP), the second-largest class I area
in the eastern United States. Air pollution problems of greatest concern in the GSMNP are effects of acid deposition, visibility
impairment, and tropospheric ozone. Several recent events have increased concerns about air quality management in the class
I area of the GSMNP. A forum, sponsored by the Southern Appalachian Man and the Biosphere Cooperative (SAMAB), was held in
March 1992, which involved representative. parties-at-interest and began to address strategies for better management of air
resources in the Southern Appalachians. This paper summarizes those discussions and recommendations and reports actions occurring
as a result of the forum. Another objective of this paper is to present a conceptual framework for more effective management

Legislation settling the Alaska Native Lands Claims also resulted in the establishment of ten new parks and preserves in Alaska. This settlement was the result of a long and often bitter legislative struggle between pro- and antidevelopment groups. The planning history of the Wrangell-St. Elias National Park and Preserve is used as a case example of this debate. One particular source of conflict was the curtailment of sport hunting that would result under national park classification. A preserve classification was introduced to resolve this conflict. Assessing national sustainable development strategies: Strengthening the links to operational policy
At the Earth Summit in Rio de Janeiro in 1992, it was agreed that all countries should develop a national sustainable develop‐ment strategy (NSDS) as a key component of implementing the goals of Agenda 21. Progress has been limited. Few countries have established a formal strategy, and many of the strategies that exist have been only partially implemented. This article proposes an approach that addresses the need to improve existing strategic planning mechanisms. The approach is based on a periodic assessment of existing systems, to evaluate the extent to which they incorporate NSDS principles, and identify areas to be strengthened. The article describes an assessment methodology, presents examples of its use, and discusses ways in which current approaches to NSDS may be complemented by continual review and improvement of existing planning processes. 相似文献

Habitat conservation plans (HCPs) permitted under Section 10(A) of the federal Endangered Species Act, have been increasingly
used to overcome conflicts between urban development and species conservation. This article profiles one such HCP, the Coachella
Valley (CA) Fringe-Toed Lizard Habitat Conservation Plan. The second HCP officially approved by the US Fish and Wildlife Service,
the Coachella Valley case is frequently cited as a model for resolving conservation and development conflicts. The article
begins with a discussion of the use of HCPs, and then provides a detailed discussion of Coachella Valley experience, its history,
specific provisions, and success to date. A final section examines whether Coachella Valley does in fact represent a positive
model. It is argued that the HCP has been less than fully successful and leaves unresolved a series of fundamental ethical
and policy questions concerning the protection of endangered species.

ABSTRACT: This paper presents the results of an investigation of the effects of the Maryland Critical Area Act on generation of non-point source loads of phosphorus, nitrogen, and sediment to the Rhode River estuary. The Simple Method model, the Marcus and Kearney regression model, and the CREAMS model were used to estimate annual loads under: (1) present conditions, (2) maximum land use development allowable under the Act, and (3) two sets of future land use conditions that might occur if the Act were not in place. Results indicate that the Critical Area Act can reduce the present generation of nonpoint nutrient and sediment loadings 20–30 percent from the regulated area. These reductions can occur while preserving agricultural lands and allowing limited residential and urban development. The decrease in nutrient loadings is primarily dependent upon implementation and enforcement of agricultural best management practices (BMPs). The BMPs could reduce present agricultural nutrient loadings by 90 percent to a level comparable to loadings from residential areas. The estimated effectiveness of the Critical Area Act is even greater when compared to potential future nutrient loadings if development in the area remains unregulated. Unrestricted residential and urban development could increase nutrient loadings by 200 percent to 1000 percent as compared to controlled development under Critical Area Act guidelines. The Critical Area Act primarily prevents these future increases by severely limiting woodland cutting, with lesser results obtained by requiring urban BMPs. 相似文献

A “finding of no significant impact” (FONSI) resulting from an environmental assessment (EA) was reported by the US Army in
June 1986 for the construction and utilization of a multipurpose range complex (MPRC) at the Pohakuloa Training Area, Hawaii.
There was little public response, and the US Fish and Wildlife Service and state agencies were consulted and had few comments
concerning the results of the botanical surveys used in the assessment. Construction of the $24 million project was begun
in 1988. Near the end of construction in 1989 a lawsuit was filed to halt construction because an environmental impact statement
(EIS) had not been done for the project, and the plaintiff thought that significant damage had occurred to several unusual
ecosystems. Judgment was against the plaintiff and construction continued. An appeal was filed with the 9th Circuit Court.
As MPRC construction was nearly complete, and on advice of Department of Justice lawyers, the Department of Army agreed to
settle out of court. The settlement in part called for: (1) the plaintiff to drop the appeal and allow construction to be
completed as scheduled, and (2) the Department of Army to prepare an EIS for the operation of the MPRC. A subsequent botanical
survey for the EIS discovered one endangered plant species, four category 1 candidate plant species (taxa with sufficient
data to support listing as endangered or threatened), three category 2 candidate plant species (taxa with some evidence of
vulnerability but insufficient data to support listing at this time), one category 3a species (presumably extinct taxa), and
possibly three undescribed species growing within the MPRC boundary. The MPRC case study is an excellent example of why the
National Environmental Policy Act (NEPA) must be modified to require in-depth and thorough environmental surveys. 相似文献

Consideration of biological quality has long been an important component of rating areas for conservation. Often these same
areas are highly valued by people for aesthetic reasons, creating demands for housing and recreation that may conflict with
protection plans for these habitats. Most methods of selecting land for conservation purposes use biological factors alone.
For some land areas, analysis of aesthetic qualities is also important in describing the scenic value of undisturbed land.
A method for prioritizing small islands and shoals based on both biological and visual quality factors is presented here.
The study included 169 undeveloped islands and shoals ⩽0.8 ha in the Thousand Islands Region of the St. Lawrence River, New
York. Criteria such as critical habitat for uncommon plant and animal species were considered together with visual quality
and incorporated into a rating system that ranked the islands and shoals according to their priority for conservation management
and protection from development. Biological factors were determined based on previous research and a field survey. Visual
quality was determined by visual diagnostic criteria developed from public responses to photographs of a sample of islands.
Variables such as elevation, soil depth, and type of plant community can be used to classify islands into different categories
of visual quality but are unsuccessful in classifying islands into categories of overall biological quality. 相似文献

/ This paper explores the new politics of western water policy through an examination of the Animas-La Plata water project and implementation of the Endangered Species Act. It is suggested that the focus of western water programming has shifted from the source of distributed funds, the United States Congress, to the agencies originally created to deliver federal benefits because funding for new project construction has not been forthcoming. Under this new system, members of Congress continue to excite their constituents with promises of money for new project starts, while the administrative agencies perform the myriad duties needed to keep these projects alive. The result is that political objectives have replaced operational/management objectives in administrative processes. In this case, the author demonstrates how resource managers in the Bureau of Reclamation manipulated hydrological analysis to control administrative process, why their manipulation was unfair, and perhaps illegal, and why biologists from the US Fish and Wildlife Service accepted the analysis. While ostensibly protecting all interests, the result is that none of the objectives of federal water programming are achieved. GOAL, SCOPE AND BACKGROUND: This paper uses two case studies of U.S. Department of Energy nuclear weapons complex installations to illustrate the integration of expedited site characterization (ESC) and multimedia modeling in the remedial action decision making process. CONCEPTUAL SITE MODELS, MULTIMEDIA MODELS, AND EXPEDITED SITE CHARACTERIZATION: Conceptual site models outline assumptions about contaminates and the spatial/temporal distribution of potential receptors. Multimedia models simulate contaminant transport and fate through multiple environmental media, estimate potential human exposure via specific exposure pathways, and estimate the risk of cancer and non-cancer health outcomes. ESC relies on using monitoring data to quantify the key components of an initial conceptual site model that is modified iteratively using the multimedia model. CASE STUDIES: Two case studies are presented that used the ESC approach: Los Alamos National Laboratory (LANL) and Pantex. LANL released radionuclides, metals, and organic compounds, into canyons surrounding the facility. The Pantex Plant has past waste management operations which included burning chemical wastes in unlined pits, burying wastes in unlined landfills, and discharging plant wastewaters into on-site surface waters. CONCLUSIONS: The case studies indicate that using multimedia models with the ESC approach can inform assessors about what, where, and how much site characterization data needs to be collected to reduce the uncertainty associated with risk assessment. Lowering the degree of uncertainty reduces the time and cost associated with assessing potential risk and increases the confidence that decision makers have in the assessments performed. 相似文献
