ABSTRACT. In the last decade much research has been devoted to applying the systems analysis approach to water resources problems. A popular research goal has been determination of the “best” method of operating a multipurpose reservoir. The goal of this study was to derive the economically optimum flood control diagram for a multipurpose reservoir by systems analysis. The technique employed to optimize the flood control diagram was programmed so that the optimization process could be applied to other multipurpose reservoirs. Two computer programs developed at the U.S. Army Corps of Engineers' Hydrologic Engineering Center were utilized with modifications to simulate the operation of Folsom Reservoir in central California. Economic analyses were incorporated along with an optimization technique into the reservoir operations program; and the resultant program was capable of routing a sequence of monthly reservoir inflows, computing benefits for various flood control diagrams (as dictated by the optimization procedure), and selecting the economically optimum flood control diagram. The univariate gradient technique was the optimization procedure employed. The two computer programs are on file at the Hydrologic Engineering Center in Davis, California. 相似文献

ABSTRACT: During an autumn runoff event we sampled 48 streams with predominantly forested watersheds and igneous bedrock in the Oregon Coast Range. The streams had acid neutralizing capacities (ANC) > 90 μeq/L and pH > 6.4. Streamwater Na +, Ca2 +, and Mg2 + concentrations were greater than K + concentrations. Anion concentrations generally followed the order of Cl- > NO3- > SO42-. Chloride and Na + concentrations were highest in samples collected in streams near the Pacific Ocean and decreased markedly as distance from the coast increased. Sea salt exerted no discernible influence on stream water acid-base status during the sampling period. Nitrate concentrations in the study streams were remarkably variable, ranging from below detection to 172 μeq/L. We hypothesize that forest vegetation is the primary control of spatial variability of the NO3- concentrations in Oregon Coast Range streams. We believe that symbiotic N fixation by red alder in pure or mixed stands is the primary source of N to forested watersheds in the Oregon Coast Range. 相似文献

The burden of political conflict on civilian populations has increased significantly over the last few decades. Increasingly, the provision of resources and services to these populations is coming under scrutiny; we highlight here the limited attention to gender in their provision. Women and men have different exposures to situations that affect health and access to health-care and have differential power to influence decisions regarding the provision of health services. We argue that the role of women in planning is central to the provision of effective, efficient and sensitive health-care to conflict-affected populations. 相似文献

Community-based ecosystem monitoring activities in Canada are increasing in response to a number of factors including: (i) the needs of decision-makers for timely information on local environmental changes; (ii) limited use of government monitoring data and information by decision makers; (iii) government cuts to monitoring programs; (iv) the increasingly recognized need to include stakeholders in planning and management processes; and (v) the desire of citizens to contribute to environmental protection. To date there has been no network coordination of community based monitoring in Canada. This paper reports on the establishment of the Canadian Community Monitoring Network by Environment Canada's Ecological Monitoring and Assessment Network Coordinating Office and the Canadian Nature Federation. This paper presents the technical model of an Integrated Quantitative Risk Assessment method, taking into account management as well as technical design and producing risk level measures. The basic steps of the technical model consist in developing a Master Logic Diagram (MLD) delineating the major immediate causes of Loss of Containment and associated quantitative models for assessing their frequency. Appropriate management models quantify the parameters of the technical model on the basis of the safety management system of the installation. The methodology is exemplified through its application on the risk assessment of a LPG scrubbing tower of an oil refinery. A detailed technical model simulating the response of the system to various initiating events is developed, along with a detailed model simulating the influence of the plant-specific management and organizational practices. The overall effect is quantified through the frequency of release of LPG as a result of a Loss of Containment in scrubbing towers of the refinery. 相似文献
