Understanding nature as an outcome of organising discourses generated through relative experiences of our surroundings has been the groundwork of a political ecology that deals with the distribution of environmental justice among people with different degrees of power. In this paper, we examine how the environmental legislation and the tourism industry have constructed the term Caiçara as a way to categorise the inhabitants of the Atlantic Forest Coast of Brazil, in ways that meet their goals, but in turn occludes the discourse of the Caiçara themselves. Ethnographic research conducted in Ponta Negra, a small coastal community located at the heart of the Juatinga Ecological Reserve (Paraty, Rio de Janeiro State), as well as a review of key legislation, management plans and tourism materials form the empirical basis of this research. First, we offer a critical examination of the historical origin of the term Caiçara. We then compare contradictory ideas of Caiçara produced by Brazilian environmental legislation and the tourism industry. While the environmental legislation has characterised the Caiçara as fallen angels who are no longer conservation allies, the tourism industry has profited by selling them as ecologically noble savages who still live in harmony with the environment. Our analysis shows how Ponta Negra people have become objects of powerful discourses of nature that hinder the recognition of their collective rights and weaken their position to negotiate for their own desires and aspirations related to their identity and livelihoods.  相似文献

This study estimated a series of indicators to assess the energy security of supply and global and local environmental impacts under different mitigation scenarios through 2050 in Brazil, designed with the integrated optimization energy system model MESSAGE‐BRAZIL. The assessment of interactions between environmental impacts and energy security dimensions was complemented through the application of life cycle assessment (LCA) methodology. Overall results imply energy security establishes more synergies than trade‐offs in increasingly stringent mitigation scenarios, especially patent within the sustainability dimension, which increases energy security and provides additional benefits regarding climate change mitigation and air pollution emissions. It is still necessary to extend analysis to other energy sectors in addition to the power supply sector and to promote a better understanding of repercussions of energy scenario expansion in energy security.  相似文献

The aim of this research is to verify the relationship between the maturity levels of environmental management and the adoption of green supply chain management (GSCM) practices by electro-electronic companies in Brazil. In this work a two-phase research was conducted, with one quantitative and the other qualitative. The quantitative phase aimed to test whether a relationship between the maturity levels of environmental management and GSCM exists, while the qualitative phase tried to detail the characteristics of this relationship. The quantitative phase was conducted through a survey with 100 Brazilian electro-electronic companies and the collected data were processed using Structural Equation Modeling. For the qualitative phase, a multiple case study was conducted with three companies located in Brazil. The results indicate that: (1) The main hypothesis was confirmed and considered statistically valid, indicating that, indeed, the maturity level of environmental management influences the adoption of GSCM practices; (2) a coevolution tends to occur between the environmental maturity and the GSCM practices; that is, the more developed is the company's environmental management, more complex GSCM practices are adopted; and (3) the GSCM internal practices tend to present a greater relative adoption than the external practices; these external practices of GSCM tend to be adopted when the company is inserted in a higher environmental stage and/or operates under a scenario of stronger normative environmental pressure. By the way, this is the first research mixing survey and case studies on GSCM in Brazil.  相似文献

This article discusses the importance of social networks as survival strategies, testing the impact of segregation on the structure and organisation of personal networks of low-income individuals. It presents preliminary results of an ongoing study on personal networks of individuals living in situations of poverty in São Paulo. We analyse the characteristics of 89 personal networks of poor individuals living in three urban locations, characterised by different social contents and different contexts of segregation. The results indicate a considerable heterogeneity of networks (in terms of size, diversity of sociability spheres, among other dimensions) and a strong localism, which is commonly found in the three different urban contexts. At the same time, the analysis suggests a low impact of segregation and a more complex relationship between networks and space than previously described by the international literature.  相似文献

This paper discusses the misuses of estuaries in Northeast of Brazil and the social contrasts there found. The several kinds of impacts promoted by capitalist enterprises in one side and by traditional population, who uses estuary areas at another side, are in complete disagreement with the ethic of sustainable development. Our intention is to demonstrate how these aspects occur in the River Paraíba do Norte estuary, in the State of Paraíba. Observing the conditions of infrastructure besides the multiple ways to handle along with the extension of the estuary, we could recognize 59 focus of conflict between the incorrect use and sustainable mode. Most of the uses concern to traditional artisan fishing, slums and recreational marinas, reflecting the great social contrast between rich and poor people settled in area studied. Ecological and social implications of these conflicting uses are discussed and measures to improve the situation are suggested.  相似文献

Objective: A zero tolerance alcohol restriction law was adopted in Brazil in 2008. In order to assess the effectiveness of this intervention, the present study compares specific mortality in 2 time series: 1980–2007 and 2008–2013.

Methods: Data on mortality and population were gathered from official Brazilian Ministry of Health information systems. Segmented regression analyses were carried out separately for 3 major Brazilian capitals: Belo Horizonte, Rio de Janeiro, and São Paulo.

Results: In 2 cities (Belo Horizonte and Rio de Janeiro) there were no significant changes in mortality rate trends in 2 periods, 1980 to 2007 and 2008 to 2013, where the observed rates did not differ significantly from predicted rates. In São Paulo, a decreasing trend until 2007 unexpectedly assumed higher levels after implementation of the law.

Conclusion: There is no evidence of reduced traffic-related mortality in the 3 major Brazilian capitals 5.5 years after the zero tolerance drinking and driving law was adopted.  相似文献

Current studies indicate a need to integrate environmental management with manufacturing strategy, including topics like cross-functional integration, environmental impact, and waste reduction. Nevertheless, such studies are relatively rare, existing still a need for research in specific regional contexts. At the same time, the results found are not unanimous. Due to these gaps, the objective of this article is to analyze if environmental management can be considered a new competitive priority for manufacturing enterprises located in Brazil. A cross-sectional survey was conducted with Brazilian companies certified by ISO 14001. Sixty-five valid questionnaires were analyzed through Structural Equation Modelling (SEM). The first conclusion is that environmental management presents a preventive approach in the sample analyzed, focused on eco-efficiency, what potentially do not to create a competitive advantage. This preventive approach inhibits environmental management from being regarded as a new competitive manufacturing priority, in the full sense as defined by the literature. Another important result is that environmental management, although following a preventive focus, may influence positively the four manufacturing priorities: cost, quality, flexibility and delivery.  相似文献

Brazil’s Cuiabá-Santarém (BR-163) Highway provides a valuable example of ways in which decision-making procedures for infrastructure projects in tropical forest areas need to be reformulated in order to guarantee that environmental concerns are properly weighed. BR-163, which is slated to be paved as an export corridor for soybeans via the Amazon River, traverses an area that is largely outside of Brazilian government control. A climate of generalized lawlessness and impunity prevails, and matters related to environment and to land tenure are especially unregulated. Deforestation and illegal logging have accelerated in anticipation of highway paving. Paving would further speed forest loss in the area, as well as stimulate migration of land thieves (grileiros) to other frontiers. An argument is made that the highway should not be reconstructed and paved until after a state of law has been established and it has been independently certified that sufficient governance prevails to secure protected areas and enforce environmental legislation. A waiting period is needed after this is achieved before proceeding with the highway paving. Above all, the logical sequence of steps must be followed, whereby environmental costs are assessed, reported, and weighed prior to making de facto decisions on implementation of infrastructure projects. Deviation from this logical sequence is a common occurrence in many parts of the world, especially in tropical areas.  相似文献

Brazil’s Samuel Dam, which formed a 540-km2 reservoir in the state of Rondônia in 1988, provides lessons for development decisions throughout Amazonia and in other tropical areas. The decision to build the dam was heavily influenced by its role in the political strategies of key decision makers. Samuel illustrates both impacts and benefits of electricity supply and the dilemmas facing decision makers regarding the various options for planned electricity generation. Environmental costs included flooding forest and stimulating illegal logging activity throughout western Amazonia because of an exception opened for Samuel in Brazil’s prohibition of export of raw logs. Samuel emitted substantially more greenhouse gases than would have been emitted by generating the same amount of electricity from oil. Contamination of fish in the reservoir resulted from methylation of mercury present in the soil. Social costs of the dam included resettlement of 238 families of farmers; impacts on indigenous people were indirect. Mitigating measures included faunal rescue and creation of a forest reserve. The lessons of Samuel include the need to consider a full range of alternatives prior to making decisions in practice and the importance of adhering to the logical sequence of decision making, where information is gathered and compared prior to the decision. It also shows the need to maintain flexibility when the costs and benefits of different alternatives change significantly over the course of the project’s planning and execution, as occurred at Samuel.  相似文献

ABSTRACT

In the climate and land use fields, policy mixes are complex in terms of the levels of governance, actors, and roles. They consist of policy instruments that target different actors and address multiple goals across several policy sectors and levels. The analysis of these complex arrangements extends beyond purely technical efficiency criteria, as several sources of tension between instruments may be identified, such as conflicting interests, goals, and approaches to implementation. The proliferation of governance networks complicates the understanding of actors’ interactions, the types of authority influencing the outcomes of policy mixes, and importance of different levels of governance. This article provides a framework to address these analytical challenges, particularly the interconnected networks of policy actors and policy instruments. It draws on polycentric governance literature to analyse how power matters in policy networks. This includes identifying distinct types of power, actors’ position, and variables that explain patterns of conflict, competition, convergence, and divergence in policy choices and outcomes. The framework is applied to the climate and land use policies implemented in the state of Mato Grosso, Brazil. Several methods were used to clarify these variables and to characterise policy mixes being implemented in the region, including social network analysis.  相似文献
