Variation in the legal status and management of wolves (Canis lupus) across EU Member States provides a good opportunity to test the effectiveness of different practices to reduce livestock losses. This opportunity for testing is particularly useful for lethal interventions, as they are among the most controversial actions within the large carnivore management toolbox. We aimed to test a conservation compromise adopted in Slovakia, based on a public wolf-hunting scheme and annual hunting quotas between 2014 and 2019, and partially justified to reduce livestock losses. We assessed whether this hunting scheme influenced livestock depredation levels (at the district level). Wolves in the area fed mainly on wild ungulates (98.9% of consumed biomass). While domestic sheep comprised only 0.5% of the diet, they were dominant among the reported livestock killed by wolves (91.1%). Using two different approaches, we did not observe a relationship between the number of killed wolves and livestock losses. Alternatively, a negative relationship between wild prey biomass and livestock losses was found. Since 2021, public wolf hunting has not been conducted in Slovakia, and there is no merit in the previous justification for this conservation compromise to reduce livestock losses. 相似文献

Abstract: The ethical, legal, and social significance of the U.S. Endangered Species Act of 1973 (ESA) is widely appreciated. Much of the significance of the act arises from the legal definitions that the act provides for the terms threatened species and endangered species. The meanings of these terms are important because they give legal meaning to the concept of a recovered species. Unfortunately, the meanings of these terms are often misapprehended and rarely subjected to formal analysis. We analyzed the legal meaning of recovered species and illustrate key points with details from "recovery" efforts for the gray wolf ( Canis lupus ). We focused on interpreting the phrase "significant portion of its range," which is part of the legal definition of endangered species. We argue that recovery and endangerment entail a fundamentally normative dimension (i.e., specifying conditions of endangerment) and a fundamentally scientific dimension (i.e., determining whether a species meets the conditions of endangerment). Specifying conditions for endangerment is largely normative because it judges risks of extinction to be either acceptable or unacceptable. Like many other laws that specify what is unacceptable, the ESA largely specifies the conditions that constitute unacceptable extinction risk. The ESA specifies unacceptable risks of extinction by defining endangered species in terms of the portion of a species' range over which a species is "in danger of extinction." Our analysis indicated that (1) legal recovery entails much more than the scientific notion of population viability, (2) most efforts to recover endangered species are grossly inadequate, and (3) many unlisted species meet the legal definition of an endangered or threatened species. 相似文献

In view of the extensive information available on wolf ecology and habitat suitability, and on the fragmentation of wolf populations
by motorways and similar infrastructures, a key factor in their conservation, the aim of the present study was to model the
directional connectivity of wolf populations in the region of Galicia in northwest Spain, and to quantify anthropogenic effects
on wolf dispersal patterns. To this end, we map the probability of wolf movement by means of known relationships between wolf
movement and anthropogenic, vegetation and topographic factors. The relative importance of each factor was quantified by sensitivity
analyses. Three types of cost surface were constructed: (a) isotropic surfaces, (b) anisotropic cost surfaces taking into
account terrain slope effects in the movement, and (c) surfaces obtained by combining the isotropic and anisotropic surfaces.
The results obtained by approaches (a) and (c) indicate that one of the region’s motorways (the AP-9) probably acts as a significant
barrier to wolf movement, possibly isolating two subpopulations, while the remaining motorways probably do not have major
effects on dispersal. Estimation of lowest-cost routes for wolf displacement allowed identification of areas critical for
connectivity, in which it would be of interest to perform detailed studies with more precise input data on motorway course
and the location of drainage channels and underpasses, etc. (these being the factors identified by sensitivity analysis to
be those with the most marked effects on the cost surfaces). The visualization of connectivity enabled by this approach will
allow wolf management and conservation efforts to be focused on critical areas: such efforts might include measures aimed
to encourage wolf dispersal through areas in which conflict with human activity is minimized, thus contributing positively
to the management of a socially conflictive species. Finally, evaluation of the different cost surfaces suggests that it would
be of interest to introduce two modifications to the anisotropic algorithm, to allow the user to weigh the importance of the
different input factors, and to allow the inclusion of more than one anisotropic factor in the model. 相似文献

Abstract: Given the conflict with human interests that in many cases results in the extirpation of large carnivores, acceptance of their reintroduction is a considerable challenge. By the 1980s Mexican wolves (Canis lupus) were extinct in the wild. In 1998 a population was reintroduced in the Blue Range Mountains of New Mexico (U.S.A.). Efforts to reintroduce the species in Mexico have been ongoing since the late 1980s. Four teams working independently identified 6 areas in northern Mexico in the historic range of Mexican wolves, where reintroductions could potentially be successful. Each team used different methods and criteria to identify the areas, which makes it difficult to prioritize among these areas. Therefore, members of the different teams worked together to devise criteria for use in identifying priority areas. They identified areas with high, intermediate, and low potential levels of conflict between wolves and humans. Areas with low potential conflict had larger buffers (i.e., distance from human settlement to areas suitable for wolves) around human settlements than high‐ and intermediate‐conflict areas and thus were thought most appropriate for the first reintroduction. High‐conflict areas contained habitat associated with wolf presence, but were closer to human activity. The first reintroduction of Mexican wolves to Mexico occurred in October 2011 in one of the identified low‐conflict areas. The identification of suitable areas for reintroduction represents a crucial step in the process toward the restoration of large carnivores. Choice of the first reintroduction area can determine whether the reintroduction is successful or fails. A failure may preclude future reintroduction efforts in a region or country. 相似文献

Despite increasing support for conservation globally, controversy over specific conservation policies persists among diverse stakeholders. Investigating the links between morals in relation to conservation can help increase understanding about why humans support or oppose policy, especially related to human–wildlife conflict or human conflict over wildlife. Yet the moral dimension of human–wildlife conflict has mostly gone unconsidered and unmeasured; thus, policy and programmatic efforts to reduce controversy may be missing a key part of the equation. We conducted a web‐based survey (n = 1239 respondents) in Michigan (U.S.A.) to investigate cognitive and emotional influences on the value–behavior relationship. Respondents were identified by their interest and involvement in Michigan wolf management. The survey consisted of questions about values, emotions, cognitions, and behaviors relative to wolves in Michigan. We used path analysis to explore whether emotions and cognitions mediated the relationship between value and behavior. Most respondents attributed intrinsic value to wolves (n = 734) and all life (n = 773) and engaged in behaviors that benefited wolf populations and ecosystems regardless of stakeholder group (e.g., environmentalist, farmer). Attributing intrinsic value to wolves was positively related to favorable emotions toward wolves and cognitive assessments that hunting and trapping of wolves is unacceptable. Despite similarities in attribution of intrinsic value, groups differed in emotions and cognitions about wolf hunting. These differences provide a useful way to predict stakeholder behavior. Our findings may inform interventions aimed at increasing support for wolf management policies and positive interactions among stakeholders and wildlife. Leveraging agreement over intrinsic value may foster cooperation among stakeholders and garner support for controversial conservation policy. 相似文献

Wolves (Canis lupus) are currently showing a remarkable comeback in the highly fragmented cultural landscapes of Germany. We here show that wolf numbers increased exponentially between 2000 and 2015 with an annual increase of about 36%. We demonstrate that the first territories in each newly colonized region were established over long distances from the nearest known reproducing pack on active military training areas (MTAs). We show that MTAs, rather than protected areas, served as stepping-stones for the recolonization of Germany facilitating subsequent spreading of wolf territories in the surrounding landscape. We did not find any significant difference between MTAs and protected areas with regard to habitat. One possible reason for the importance of MTAs may be their lower anthropogenic mortality rates compared to protected and other areas. To our knowledge, this is the first documented case where MTAs facilitate the recolonization of an endangered species across large areas. 相似文献

The ranges of wolves (Canis lupus) and bears (Ursus arctos) across Europe have expanded recently, and it is important to assess public attitudes toward this expansion because responses toward these species vary widely. General attitudes toward an object are good predictors of broad behavioral patterns; thus, attitudes toward wolves and bears can be used as indicators to assess the social foundation for future conservation efforts. However, most attitude surveys toward bears and wolves are limited in scope, both temporally and spatially, and provide only a snapshot of attitudes. To extend the results of individual surveys over a much larger temporal and geographical range so as to identify transnational patterns and changes in attitudes toward bears and wolves over time, we conducted a meta‐analysis. Our analysis included 105 quantitative surveys conducted in 24 countries from 1976 to 2012. Across Europe, people's attitudes were more positive toward bears than wolves. Attitudes toward bears became more positive over time, but attitudes toward wolves seemed to become less favorable the longer people coexisted with them. Younger and more educated people had more positive attitudes toward wolves and bears than people who had experienced damage from these species, and farmers and hunters had less positive attitudes toward wolves than the general public. For bears attitudes among social groups did not differ. To inform conservation of large carnivores, we recommend that standardized longitudinal surveys be established to monitor changes in attitudes over time relative to carnivore population development. Our results emphasize the need for interdisciplinary research in this field and more advanced explanatory models capable of capturing individual and societal responses to changes in large carnivore policy and management. 相似文献

Concerns over red wolf (Canis rufus) extinction caused by hybridization with coyotes (C. latrans) led to the capture and removal of remnant wild wolves from southwestern Louisiana and southeastern Texas, United States, during the 1970s. Here we show that despite decades of unmitigated hybridization, and declaration of endangered red wolves as functionally extinct in the wild, red wolf mitochondrial or nuclear DNA ancestry persists in ∼55% of contemporary wild canids sampled in southwestern Louisiana. Surprisingly, one individual had 78–100% red wolf ancestry, which is within the range for 75% red wolf, red wolf backcross, or putative red wolf, depending on estimation method. Our findings bolster support for designation of red wolves as a distinct species, demonstrate a critical need for the United States Government to consider adopting an existing but unimplemented hybrid policy, and suggest that immediate reassessment of canid management and taxonomic designation in southwestern Louisiana may be warranted. 相似文献

Abstract: Hybridization and introgression are significant causes of endangerment in many taxa and are considered the greatest biological threats to the reintroduced population of red wolves ( Canis rufus ) in North Carolina (U.S.A.). Little is known, however, about these processes in red wolves and coyotes ( C. latrans ). We used individual-based simulations to examine the process of hybridization and introgression between these species. Under the range of circumstances we considered, red wolves in colonizing and established populations were quickly extirpated, persisted near the carrying capacity, or had intermediate outcomes. Sensitivity analyses suggested that the probabilities of quasi extinction and persistence of red wolves near the carrying capacity were most affected by the strength of two reproductive barriers: red wolf challenges and assortative mating between red wolves and coyotes. Because model parameters for these barriers may be difficult to estimate, we also sought to identify other predictors of red wolf population fate. The proportion of pure red wolves in the population was a strong predictor of the future probabilities of red wolf quasi extinction and persistence. Finally, we examined whether sterilization can be effective in minimizing introgression while allowing the reintroduced red wolf population to grow. Our results suggest sterilization can be an effective short-term strategy to reduce the likelihood of extirpation in colonizing populations of red wolves. Whether red wolf numbers are increased by sterilization depends on the level of sterilization effort and the acting reproductive barriers. Our results provide an outline of the conditions likely required for successful reestablishment and long-term maintenance of populations of wild red wolves in the presence of coyotes. Our modeling approach may prove generally useful in providing insight into situations involving complex species interactions when data are few. 相似文献

Abstract: Successful nonlethal management of livestock predation is important for conserving rare or endangered carnivores. In the northwestern United States, wolves ( Canis lupus ) have been translocated away from livestock to mitigate conflicts while promoting wolf restoration. We assessed predation on livestock, pack establishment, survival, and homing behavior of 88 translocated wolves with radiotelemetry to determine the effectiveness of translocation in our region and consider how it may be improved. More than one-quarter of translocated wolves preyed on livestock after release. Most translocated wolves (67%) never established or joined a pack, although eight new packs resulted from translocations. Translocated wolves had lower annual survival (0.60) than other radio-collared wolves (0.73), with government removal the primary source of mortality. In northwestern Montana, where most wolves have settled in human-populated areas with livestock, survival of translocated wolves was lowest (0.41) and more wolves proportionally failed to establish packs (83%) after release. Annual survival of translocated wolves was highest in central Idaho (0.71) and more wolves proportionally established packs (44%) there than in the other two recovery areas. Translocated wolves showed a strong homing tendency; most of those that failed to home still showed directional movement toward capture sites. Wolves that successfully returned to capture sites were more likely to be adults, hard (immediately) rather than soft (temporarily held in enclosure) released, and translocated shorter distances than other wolves that did not return home. Success of translocations varied and was most affected by the area in which wolves were released. We suggest managers translocating wolves or other large carnivores consider soft releasing individuals (in family groups, if social) when feasible because this may decrease homing behavior and increase release-site fidelity. 相似文献
