基于SPEI的云南中部区域干旱时空变化特征分析   总被引:2,自引:0,他引:2  
利用云南中部地区1961~2010年逐月降水和气温资料,采用降水距平百分率和历史旱情资料验证了标准化降水蒸散指数(Standardized Precipitation Evapotranspiration Index,SPEI)在该地区的适用性,并采用Mann-kendall突变检验、Morlet小波和经验正交函数(Empirical Orthogonal Function,EOF)等方法,分析了该地区干旱的时空演变特征,结果表明:(1)SPEI与降水距平百分率在时空上具有很好的相关性,验证了SPEI对降水变化的敏感性;(2)SPEI指数与历史旱情资料比较吻合,能够有效地反映云南中部区域的干旱特征;(3)年均SPEI呈波动下降趋势,干季SPEI降低趋势明显。年均SPEI存在着24a的主周期和9a的次周期,并于1977年发生了突变,此后开始降低,在整体上呈现出干旱化的趋势;(4)从SPEI的空间分布特征来看,其在整体上受大尺度气候系统的影响表现出一致的下降趋势,而在区域内部则表现出东南-西北(干热河谷)的反向结构差异。  相似文献

Since the United Nations Conference on Environment and Development (UNCED) [1992, Agenda 21: programme of action for sustainable development. United Nations Conference on Environment and Development (UNCED), 3-14 June 1992. Rio de Janeiro, Brazil, 294pp.], the management of information has become central to the management of forest resources. In the cases of North America and Europe, similar issues have been challenging policy makers as they determine the information suitable for monitoring progress towards sustainable forest management (SFM). Using an 'online' survey, this research explored multiple stakeholder perspectives on monitoring and information reporting for SFM in different jurisdictions. The research was based on the premise that an analysis of the variation in stakeholder observations across a range of SFM 'issue areas' could provide valuable insight into the perceived need for SFM-related monitoring and information reporting in the regions of Europe, Canada and the USA. Despite the traditional limitations associated with exploratory survey research, the results indicate a demand for more information on SFM-related issues. The results also highlight the degree to which the perceptions of a sample of stakeholders can differ between Europe, USA and Canada. While these results cannot be generalized beyond the present study, they do suggest that further studies are needed to understand stakeholder perspectives on forestry-related monitoring and information reporting in different jurisdictions.  相似文献

In Poland of the 1990s, urban demand for housing land around city agglomerations increased rapidly. The decreasing profitability of agricultural production also caused farmers to become interested in the sale of agricultural land for nonagricultural purposes, and new land legislation granted them the right to sell their land. Polish counties simultaneously received self-governing status, which allowed them to define the priorities for local development. Counties received additional responsibility for land management and quickly demonstrated strong support for land conversion, which was perceived as a factor of local development. This paper argues that decentralization and the extension of private control over land have led to a loss of rural landscapes in Poland because farmers, county governments, and rural society in general gained from the conversion of agricultural to housing land. Rapid urbanization has significantly reduced the availability of open space around cities and threatened valuable landscapes, for it has occurred in the absence of environmental safeguards. This paper reports findings from research in two counties, located in regions with diverse economic growth rates. Decentralization is particularly problematic if tax regulations and intergovernmental fiscal relations reward local authorities for urbanization but not environmental protection. ABSTRACT: Intensive cropping systems based on mechanical movement of soil have induced land degradation in most agricultural areas due to soil erosion and soil fertility losses. Thus, farmers have been increasing fertilization rates to maintain an economically competitive crop yield. This practice has resulted in water quality degradation and lake eutrophication in many agricultural watersheds. Research was conducted in the Patzcuaro watershed in central Mexico to develop appropriate technology that prevents nonpoint source pollution from fertilizers. Organic matter (OM) and nitrogen (N) losses in runoff and nitrate (NO3‐N) percolation in Andisols with corn under conventional till (CT) and no‐till (NT) treatments using variable percentages of crop residue as soil cover were investigated for steep‐slope agriculture. USLE type runoff plots were used to collect water runoff, while suction tubes with porous caps at 30, 60, and 90 cm depth were used to sample soil water solutes for NO3‐N analyses. Results indicated a significant reduction of N and OM losses in runoff as residue cover increased in the NT treatments. Inorganic N in runoff was 25 kg/ha for NT without residue cover (NT‐0) and 6 kg/ha for the NT with 100 percent residue cover (NT‐100). Organic matter losses in runoff were 157 and 24 kg/ha for the NT‐0 and NT‐100 treatments, respectively. Nitrate‐N percolation was evident in CT and NT with 100 percent residue cover (NT‐100). However, NT‐100 had higher NO3‐N concentration at the root zone, suggesting the possibility of reducing fertilization rates with the use of NT treatments.  相似文献

ABSTRACT: In the past, development of Federal water resource projects depended heavily or exclusively on Federal financing of construction costs. However, pressures on the Federal budget, environmental issues, and the notion that there are economic efficiency gains when beneficiaries of Federal water resource projects increase their cost share are causing changes. The case of the Central Arizona Project Plan 6 is a noteworthy example of the transition to more non-Federal participation in water resource development. This is because the non-Federal financing is to be provided for a project already under construction. The negotiation and terms of the Plan 6 financing agreement between the Department of the Interior and multiple interests in Arizona are used as an example of how Federal water project cost sharing is in a state of transition. The negotiation process is described, a financial analysis is provided, and the terms of the agreement and policy issues that were deliberated in the Executive Branch of the Federal Government are discussed.  相似文献

了解陇中地区干湿状况,对进一步研究植被与气候变化和农业水资源管理有重要意义。基于陇中地区1961—2015年的地面气候资料日值数据集,应用彭曼蒙特斯模型(P-M模型)、滑动t检验、Morlet小波、主成分分析和薄盘样条插值等方法,对陇中地区近55 a潜在蒸散量(ET_0)和干旱指数(AI,aridity index)的变化趋势进行了研究。结果表明:年际分布上ET_0以上升趋势为主,AI整体上升趋势不显著,表明陇中地区近55 a气候趋于干旱;年内分布上ET_0呈单峰型分布,AI则呈谷状分布;空间分布上陇中地区ET_0和AI都呈有规律的从南向北依次增加的趋势,越往北气候越干;ET_0在1975年、1983年和1997年发生了突变,AI则在1983年、1986年和2012年发生突变,ET_0和AI的序列周期不尽相同。近55 a陇中地区气候趋于干旱。  相似文献

This paper presents evidence that water restrictions in suburbanizing eastern Massachusetts towns are becoming more common, controlling for climate. We then assess the relationship between these suburban droughts and residential development. Focusing on the suburbs of Boston, seven towns independent of the Boston water supply system were selected to represent differing levels of sprawl-style growth. Water restrictions are becoming more frequent in all of the towns studied, and models demonstrate that restrictions are increasing in duration, independent of climate. Interviews suggest that residential development is playing a central role in this increasing sensitivity to suburban drought, though other factors are also important. Long-term planning and integration of land-use planning and water management emerged as two key paths for attenuating the impacts of development.  相似文献

Abstract: Marine protected areas (MPAs), including no‐take marine reserves (MRs), play an important role in the conservation of marine biodiversity. We document the status of MPAs and MRs in Latin America and the Caribbean, where little has been reported on the scope of such protection. Our survey of protected area databases, published and unpublished literature, and Internet searches yielded information from 30 countries and 12 overseas territories. At present more than 700 MPAs have been established, covering more than 300,000 km2 or 1.5% of the coastal and shelf waters. We report on the status of 3 categories of protection: MPAs (limited take throughout the area), MRs (no‐take throughout the area), and mixed‐use (a limited‐take MPA that contains an MR). The majority of protected areas in Latin America and the Caribbean are MPAs, which allow some or extensive extractive activities throughout the designated area. These 571 sites cover 51,505 km2 or 0.3% of coastal and shelf waters. There are 98 MRs covering 16,862 km2 or 0.1% of the coastal and shelf waters. Mixed‐use MPAs are the fewest in number (87), but cover the largest area (236,853 km2, 1.2%). Across Latin America and the Caribbean, many biogeographic provinces are underrepresented in these protected areas. Large coastal regions remain unprotected, in particular, the southern Pacific and southern Atlantic coasts of South America. Our analysis reveals multiple opportunities to strengthen marine conservation in Latin America and the Caribbean by improving implementation, management, and enforcement of existing MPAs; adding new MPAs and MRs strategically to enhance connectivity and sustainability of existing protection; and establishing new networks of MPAs and MRs or combinations thereof to enhance protection where little currently exists.  相似文献
