This paper presents a cost allocation method that applies the cooperative game theory and the Separable Costs Remaining Benefit method to a project that involves two local governments in water quality management in South Korea. The total project cost was estimated by using a parametric estimation method for reduction loads in accordance with the Total Pollution Load Management system. As a result, the cost allocation ratios between the City of Gwangju and Jeonnam Province are suggested to be 69.85% and 30.15% of the total project cost. The final cost allocation confirms the benefits to both governments and illustrates the cooperative game theory.  相似文献

In Procellariiformes, the parents guard the chick after it has attained homeothermy. This strategy may reduce the probability that a small chick is taken by predators, but is costly as only one parent can forage at a time. The decision to leave the chick may therefore be a compromise between the chick's vulnerability to predators, the body condition of the parent on the nest and whether the foraging parent returns in time. We studied how the number of days that parents guarded the chick was related to the body mass of the parent at the nest and the time the foraging parent spent at sea in the Antarctic petrel Thalassoica antarctica. We also examined how the body mass of the parent on the nest and the duration of the foraging trips influenced the chicks' body condition at the end of the guarding period. When the foraging parent did not return to the nest in time to relieve its mate, the number of days the parent on the nest kept guarding the chick was positively related to its body mass on arrival in the colony. The number of days the foraging parent spent at sea was positively related to the body mass of its mate, but those that returned in time had a shorter stay at sea relative to their mate's body mass than those that did not return before their mate had left. Apparently, both the body mass of the parent at the nest and the ability of the foraging parent to adjust its stay at sea to the mate's body mass is important for the number of days the parents guard the chick and also the chick's body condition at this point. The inability to return to the nest before the mate has left may be the result of needing a minimum amount of time at sea to find food, or because some parents having low foraging success and therefore prolong their stay at sea. Laboratory experiments investigated the benefits and costs of aggregation formation in the whirligig beetles, Gyrinus marinus and G. substriatus (Coleoptera: Gyrinidae). Different sized groups of whirligigs were exposed to fish predators, and capture rate per group and per individual were estimated. Attack rate per group increased with group size, suggesting that these aggregations behave as selfish herds. In another series of experiments in which whirligigs were exposed to top- and side-attacking predators, large groups were found to detect predators when they were further away than small groups. Video analysis of these groups showed that beetles tended to increase their swimming speed after exposure to a predator but did not show an increased tendency to circle. In natural aggregations, filmed in the field, swimming speed was found to be related to group size. Body condition of field collected beetles, as estimated from the regression of body mass on body length, was not found to be related to group size, implying that large groups do not suffer reduced condition. The paper examines how the concept of ‘excessive costs’ has been interpreted in the implementation of industrial pollution control in the UK. Since 1984, industrial air pollution regulation in the EU has been guided by the framework concept of Best Available Technology Not Entailing Excessive Costs (BATNEEC). With the introduction of the Integrated Pollution Prevention and Control (IPPC) Directive in 1996, this has been replaced by the concept of Best Available Techniques (BAT). Despite the absence of the NEEC qualification, IPPC BAT includes excessive costs in its definition of ‘available’. Both concepts require interpretation and both devolve potentially controversial decisions to the level of the individual site regulator. A central issue in interpreting ‘excessive costs’ is the relative importance of environmental cost–benefit analysis versus the ability of a sector to ‘afford’ environmental improvements. Also important is how such concepts can be operationalized by regulators who lack resources and depend upon industry for information. The paper provides a historical account of how these issues have been dealt with in the UK and argues that the key difficulties are far from being resolved. Biomass fuels are used by the majority of resource poor households in low-income countries. Though biomass fuels, such as dung-briquette and firewood are apparently cheaper than the modern fuels indoor pollution from burning biomass fuels incurs high health costs. But, the health costs of these conventional fuels, mostly being indirect, are poorly understood. To address this gap, this study develops probit regression models using survey data generated through interviews from households using either dung-briquette or biogas as the primary source of fuel for cooking. The study investigates factors affecting the use of dung-briquette, assesses its impact on human health, and estimates the associated household health costs. Analysis suggests significant effects of dung-briquette on asthma and eye diseases. Despite of the perception of it being a cheap fuel, the annual health cost per household due to burning dung-briquette (US16.94) is 61.3 (US 16.94) is 61.3% higher than the annual cost of biogas (US 10.38), an alternative cleaner fuel for rural households. For reducing the use of dung-briquette and its indirect health costs, the study recommends three interventions: (1) educate women and aboriginal people, in particular, and make them aware of the benefits of switching to biogas; (2) facilitate tree planting in communal as well as private lands; and (3) create rural employment and income generation opportunities.  相似文献

Shortly after the implementation of a marine protected area (MPA) in Lyme Bay in 2008, inside which scallop dredging and bottom trawling is prohibited, a socio-economic impact assessment was initiated. This article presents the initial findings from this study. The aim was to understand the costs and benefits to fishermen and fish merchants of establishing the MPA. These were assessed using a combination of primary and secondary data. The results indicate that the impacts of the closure differ according to the gear type and the fishing location used by the fishermen. Static gear fishermen who fish inside the closed area have seen changes in terms of increased fishing effort, mostly because they have been able to increase the number of crab and whelk pots they deploy. The effects of the closure on static gear fishermen who fish outside the closed area has been reported in terms of increased conflicts with towed gear fishermen who now fish regularly in their traditional grounds. Fishermen using towed gear on the other hand have been impacted through displacement effects as they have been forced to look for other fishing grounds outside the closed area. Most fish merchants and processors initially claimed that they were heavily impacted by the closure but when they were interviewed 1 year after the closure they suggested a more stable picture. Preliminary analyses of landings data indicate that the introduction of the MPA has so far had minimal impacts on the average incomes and financial profits of fishermen and fish merchants. This conclusion, however, reflects a short-term view as the impacts of the closure of Lyme Bay are likely to be felt for a long time to come.  相似文献

The long outermost tail feathers of barn swallows Hirundo rustica have white spots that are larger in males than in females and in adults than in juveniles. Spot size increases with age among adults and is positively correlated with tail length. We tested the functional significance of these white spots by randomly assigning males to either of three groups during spring: (1) subjected to a considerable reduction in the size of all spots using a black permanent pen; (2) subjected to a small reduction in the size of all spots; or (3) a control group with no reduction. Experimental treatment significantly affected the total number of offspring produced per season: breeding tended to be delayed and second broods were less frequent after a considerable reduction in the size of the males' tail feather spots. White parts of feathers lacking melanin were more often found to be the site of feather breakage than the melanised parts of similar width. Furthermore, white tail spots were the preferred feeding site of feather-eating Mallophaga and, since long-tailed males have fewer Mallophaga than short-tailed males, long-tailed males may pay a lower cost for their large white tail spots than short-tailed males. Hence, the cost of increased risk of feather breakage at white tail spots and the non-random distribution of feather lice among individuals will render tail spots a reliable signal of phenotypic quality. Summary Optimality approaches have been used to investigate the adaptiveness of human subsistence strategies mainly in hunter-gatherer societies. However the static optimality models used are not suitable for investigating the long-term costs and benefits of decisions, especially in societies where wealth is accumulated and hence resources gained in one year have an influence on future years. Here I use dynamic optimality modelling to investigate the adaptiveness of a subsistence strategy in the Gabbra, a nomadic pastoralist group. I show that herders forego short-term gain in favour of long-term household survival. This is done by herders sometimes manipulating the life histories of their sheep. In herds where the breeding rate has been slowed, by restricting ewes access to males, females have greater longevity, but fewer offspring per year, than in unmanipulated herds. Models maximising offtake from the herd predict that herd breeding-rate should never be slowed. Models maximising short-term household survival predict herd-breeding rate should always be slowed. Models of long-term household survival predict that herd-breeding rate should be slowed only by relatively wealthy households. This is the behaviour observed. Poor and wealthy house-holds adopt different behaviours, yet all are following optimal strategies for their own level of wealth, that maximise their long-term survival. This paper examines whether the impact of environmental regulations differs by the size of the business. We consider the net effect of statutory, enforcement, and compliance asymmetries by estimating the relationship between plant size and pollution abatement expenditures, using establishment-level data on U.S. manufacturers from the Census Bureau's Pollution Abatement Costs and Expenditures (PACE) survey and from its Annual Survey of Manufactures and Census of Manufactures. We model establishments' pollution abatement operating costs (PAOC) per unit of economic activity as a function of establishment size, industry, state, and year. Our results show that PAOC intensity increases with establishment and firm size.  相似文献
