ABSTRACT: The 1990s have featured a rapid proliferation of “watershed initiatives” in the western United States and elsewhere. Watershed initiatives are ad hoc, voluntary associations typically featuring both governmental and non-governmental actors organized together to collaboratively seek new strategies for addressing water and related natural resource problems at physically relevant regional scales. These efforts are a response to historical and sociopolitical trends that have resulted in increasingly ineffective forums and processes of resource management decision-making, and that have subordinated the role of local stakeholders in problem-solving efforts. In most cases, watershed initiatives appear to provide a pragmatic vehicle for resource managers and stakeholders to address common concerns in a more efficient manner than is otherwise possible, and as such, deserve further application and continued support. 相似文献

Manures and fertilizers are applied to agricultural lands in excess of recommended amounts, resulting in widespread pollution of surface and ground water and contributing a substantial source of greenhouse gases associated with global warming. By developing policies that exploit the value of farm produced nutrients, input costs can be minimized. Better accounting for or crediting of farm produced nutrients is leading to economically beneficial conservation of fertilizer. In addition, hog producers who own enough land may benefit from properly managing manure nutrients. Poultry litter is valuable as fertilizer and can be marketed by independent dealers to farmers in nutrient deficit areas, with very modest assistance from the government. Dairy producers may modify their past income support programs to finance central compost facilities. Although nutrient problems were neglected in the past, recent Federal initiatives and joint initiatives with states exploit many of these and other opportunities to avoid excessive application of nutrients to the land. 相似文献

ABSTRACT: The primary objective of this study was to perform a cost‐benefit analysis of maintaining the current level of water quality in the Catawba River basin. Economic benefits were estimated using a stated preference survey method designed to value respondents' willingness to pay for a management plan to protect water quality in the Catawba basin over time. From the surveys conducted with 1,085 area residents, we calculated an annual mean willingness to pay of $139 for the management plan, or more than $75.4 million for all taxpayers in the area. Over the five‐year time horizon in which respondents were asked to pay for the management plan, this resulted in a total economic benefit of $340.1 million. The Watershed Analysis Risk Management Framework model was used to estimate the amount of management activities needed to protect the current level of water quality in the basin over time. Based on the model results, the total cost of the management plan was calculated to be $244.8 million over a ten‐year period. The resulting cost‐benefit analysis indicated that the potential benefits of this management plan would outweigh the costs by more than $95 million. 相似文献

尽管不少文献对农地转用政策的有效性进行了分析,但我国农地转用政策在农地-市地配置优化中的作用却较少受到关注。论文从外部性内化的视角出发,利用地方政府农地转用模型对土地用途管制、税费政策的作用机制和配置效应进行研究。在考虑多项政策影响的基础上,对湖北省地方政府决策函数进行拟合,并结合近年来农地外部性测算的结果实证分析了农地转用政策的合理性及其对农地转用数量的影响。实证结果表明,土地用途管制和税费政策均能显著地抑制农地转用数量,但政策的影响效果则存在差异。其中,税费政策的数量标准与外部性数量基本一致,但土地用途管制对农地转用的抑制效果已经超出了外部性内化的目标。根据这一结果,结论部分讨论了相应的政策含义及农地转用配置优化的对策建议。 相似文献

We examine the choice of policy instruments (price, quantity or a mix of the two) when two pollutants are regulated and firms' abatement costs are private information. Whether abatement efforts are complements or substitutes is key determining the choice of policies. When pollutants are complements, a mixed policy instrument with a tax on one pollutant and a quota on another is sometimes preferable even if the pollutants are identical in terms of benefits and costs of abatement. We present a model of additionality for offsets sold from agriculture to industrial sector sources regulated by cap-and-trade. We consider a potential policy where agricultural sources would not be covered by cap-and-trade requirements but would be eligible to receive offsets whenever their emissions fall below a policy-specified baseline, and would not be penalized for emissions above their baseline. Major results are: (1) The optimal baseline should be set above the average counterfactual emissions of participating farms, an unexpected result that has been missing from the literature. (2) The optimal trading ratio should be greater than one (a ton of offsets counts for less than a ton of covered emissions) even under emissions certainty. Previous research has justified such trading ratios by emissions uncertainty. (3) Emissions uncertainty does not justify a change in the baseline if the accompanying emissions model is unbiased. (4) An optimal combination of policies is to subsidize offsets and tighten the baseline relative to the no-subsidy case. 相似文献
