The Watershed Management Program (WMP) was put into operation in early 1985 on Santiago Island, Cape Verde, with the stated
purpose, “to develop and protect the soil and water resources of the Program-designated watersheds … to stabilize the natural
environment and increase agricultural production potential in the Program area.” The approach to soil and water conservation
in the program has been to build erosion and flood control structures (engineering approach) and plant trees (biological approach)
to decrease rill and gully erosion, trap sediment behind control structures, provide flood protection, increase infiltration,
increase fuelwood and fodder production, and increase water supplies for irrigation. There have been many successes resulting
from specific management activities, but flawed approach or implementation in a few key areas has acted to impede the program's
complete success, including lack of a scientific basis for evaluating its impact on soil and water conservation; poor design,
placement, and maintenance of some major hydraulic structures; inadequate intervention in stabilizing farmlands or education
of farmers and landowners in the need for and benefits of agroforestry; and incomplete integration of engineering and biological

A method is presented for calculating allowable use of tracked vehicles on the US Army's Pinon Canyon Maneuver Site in southeastern Colorado. The first step in this process is to determine the sheet and rill erosion rate on each soil series using the revised Universal Soil Loss Equation. Soil series are then ranked according to their trainability (e g., ranked based on how much vegetative cover can be lost without exceeding soil loss tolerance) Maximum onetime surface use, allowable surface use per year, usable hectares per year, and tracked vehicle days per year can then be calculated Examples are given to illustrate how these values can be manipulated to assist land managers and military trainers to better plan and match training missions to available land. Also, short- and long-term monitoring schemes are presented that can be used to verify or adjust estimates of allowable use. The methods presented can be converted to determine allowable use of other types of activities that disturb the vegetation and expose the soil surface to the erosive forces of wind and water (e g, recreational and off-road vehicles). 相似文献

ABSTRACT: A flood control reservoir protects valuable developments on the downstream flood plain by storing flood waters and releasing them at a rate that will reduce the downstream damage. The water surface level of the flood pool behind the dam can fluctuate considerably during the occurrence of a large magnitude flood causing the inundation of trees, low vegetation, and water based recreation facilities located in those areas of the flood pool area that are normally well above the water level. The amount of damage that will occur in the upper levels of the flood storage area will depend on the depth and duration of the inundation that occurs. This, in turn, is directly related to the operating policy for the reservoir. A dynamic programming optimization model of flood control reservoir operation is presented. This model determines the reservoir operating schedule that minimizes downstream flood damages. Various constraints are added to the model to account for the environmental impacts of long periods of flood storage. 相似文献

Ecological impacts on camp and picnic sites were examined in three National Park Service units along the Delaware and New rivers, in the eastern United States. All sites experienced pronounced impact to trees, groundcover vegetation, and soils. The nature and magnitude of impacts in these riparian forests were quite similar to those reported in wilderness areas in the mountainous western states and northern Minnesota, despite more favorable growing conditions. The relationship between amount of use and amount of impact and the importance of differences in type of use and environment were also roughly comparable. High-use sites were more heavily impacted than low-use sites, but differences were small when compared with differences in amount of use. The areal extent of impact was the major difference between sites in different environments and sites used by different clienteles. This suggests that the effectiveness of basic strategies for managing impact should not differ greatly between regions. Here, as elsewhere, actions taken to control the areal extent of impact appear to be particularly important. 相似文献

In New England, patterns of glacial deposition strongly influence wetland occurrence and function. Many wetlands are associated with permeable deposits and owe their existence to groundwater discharge. Whether developed on deposits of high or low permeability, wetlands are often associated with streams and appear to play an important role in controlling and modifying streamflow. Evidence is cited showing that some wetlands operate to lessen flood peaks, and may have the seasonal effect of increasing spring discharges and depressing low flows. Wetlands overlying permeable deposits may be associated with important aquifers where they can produce slight modifications in water quality and head distribution within the aquifer. Impacts to wetlands undoubtedly will affect these functions, but the precise nature of the effect is difficult to predict. This is especially true of incremental impacts to wetlands, which may, for example, produce a change in streamflow disproportionate to wetland area in the drainage basin, i.e., a nonlinear effect as defined by Preston and Bedford (1988). Additional research is needed before hydrologic function can be reliably correlated with physical properties of wetlands and landscapes.A model is proposed to structure future research and explore relationships between hydrologic function and physical properties of wetlands and landscapes. The model considers (1) the nature of the underlying deposits (geologic type), (2) location in the drainage basin (topographic position), (3) relationship to the principal zone of saturation (hydrologic position), and (4) hydrologic character of the organic deposit. 相似文献

Wetlands are attractive to vertebrates because of their abundant nutrient resources and habitat diversity. Because they are conspicuous, vertebrates commonly are used as indicators of changes in wetlands produced by environmental impacts. Such impacts take place at the landscape level where extensive areas are lost; at the wetland complex level where some (usually small) units of a closely spaced group of wetlands are drained or modified; or at the level of the individual wetland through modification or fragmentation that impacts its habitat value. Vertebrates utilize habitats differently according to age, sex, geographic location, and season, and habitat evaluations based on isolated observations can be biased. Current wetland evaluation systems incorporate wildlife habitat as a major feature, and the habitat evaluation procedure focuses only on habitat. Several approaches for estimating bird habitat losses are derived from population curves based on natural and experimentally induced population fluctuations. Additional research needs and experimental approaches are identified for addressing cumulative impacts on wildlife habitat values. 相似文献

The paper presents an evaluation of post-project impacts of the Barekese Dam on three riparian communities downstream about
30 years after its construction. A network diagram, which incorporated a mathematical model, was used for impact identification
and analysis. The expected environmental impacts, expressed as quantitative weighted impact scores, showed that the dam appeared
to have exerted adverse impacts on the environmental quality of the communities. The impacts in the communities, however,
increased with relative distances away from the dam and the river suggestive of cumulative impacts transmitted downstream.

Turbidity is a ubiquitous pollutant adversely affecting water quality and aquatic life in waterways globally. Anionic polyacrylamide (PAM) is widely used as an effective chemical flocculent to reduce suspended sediment (SS) and turbidity. However, no information exists on the toxicity of PAM‐flocculated sediments to imperiled, but ecologically important, freshwater mussels (Unionidae). Thus, we conducted acute (96 h) and chronic (24 day) laboratory tests with juvenile fatmucket (Lampsilis siliquoidea) and three exposure conditions (nonflocculated settled sediment, SS, and PAM‐flocculated settled sediment) over a range of turbidity levels (50, 250, 1,250, and 3,500 nephelometric turbidity units). Survival and sublethal endpoints of protein oxidation, adenosine triphosphate (ATP) production, and protein concentration were used as measures of toxicity. We found no effect of turbidity levels or exposure condition on mussel survival in acute or chronic tests. However, we found significant reductions in protein concentration, ATP production, and oxidized proteins in mussels acutely exposed to the SS condition, which required water movement to maintain sediment in suspension, indicating responses that are symptoms of physiological stress. Our results suggest anionic PAM applied to reduce SS may minimize adverse effects of short‐term turbidity exposure on juvenile freshwater mussels without eliciting additional lethal or sublethal toxicity. 相似文献

Community Renewable Energy (CRE) has been defying conventional energy systems for decades, though only recently it started to feature in academic and institutional discourses. Despite its new appeal, the literature on the impacts and factors influencing CRE projects is still scarce and builds mostly on studies in Europe and North America. In developing countries, where electricity access is low and energy poverty is prevalent, CRE can offer interesting opportunities for rural electrification and added benefits. The objective of this study is to assess the impacts of community-owned renewable energy projects and identify the internal and external drivers and barriers to their success. An exploratory case-study approach was used for collecting data, through interviews and observations, in two community micro-hydro projects in Indonesia. The results showed positive socio-economic impacts that exceed electrification benefits, and the reported success of community energy projects can be traced back to a combination of community-level as well as external factors. Yet, particularly important is the role of the intermediary organisation (Ibeka) in building communities’ ownership, enhancing (technical, entrepreneurial and managerial) capacities, transferring knowledge and technology, establishing innovative financing models and shaping policy. Such organisations are critical in bridging external and internal factors and thus represent a key element in integrating the proposed analytical frameworks. 相似文献

ABSTRACT: This paper presents an analysis of the effects of different institutional arrangements and economic environments on water markets. Characteristics of water rights transfers in the South Platte Basin of Colorado and transfers of shares of the Northern Colorado Water Conservancy District (NCWCD) are compared to show how different institutional arrangements can affect the types and size distributions of transfers. The characteristics of water rights transfers in the prosperous South Platte are then compared with water rights transfer characteristics in the economically marginal Arkansas River basin of Colorado to identify the effects of different economic environments. Finally, the economic losses from reductions in irrigated acreage resulting from water transfers are estimated for the South Platte and Arkansas and compared with purchase prices by municipalities. Transfers in the South Platte were to new uses in the same basin, while more recent transfers in the Arkansas were to out of basin users. Transfers of South Platte rights and especially NCWCD shares were small and continuous over time, while transfers in the Arkansas were dominated by a few very large transfers. The negative impacts are judged to be more severe in the Arkansas basin than in the South Platte. Purchase prices paid by municipalities substantially exceeded capitalized transitional losses in the selling areas. In the South Platte, gains and losses were in the same basin, while the Arkansas absorbed the losses, with the benefits going to the purchasing basin. 相似文献
