Due to growing environmental challenges, the demand for effective management through pro-environmental policy measures is increasing. The effectiveness is, however, largely determined by the degree to which the policy measures are supported by the actors affected by them. A consistent finding in the literature is that ideology (or subjective positioning on the left–right dimension) affects environmental policy support, with left-leaning individuals being more pro-environmental. A major caveat with previous research is that it seldom makes a distinction between different kinds of policies. Therefore, we are concerned with investigating how different ideological positions affect attitudes towards different forms of environmental protection. Using unique survey data, we show that ideology is related to conceptions about the fairness and effectiveness of different policy tools, which in turn steer preferences. In that sense, this paper makes the discussion on the effects of ideological position on pro-environmental policy support more nuanced.  相似文献

为了对电网遭受雷击灾害风险进行研究,以高压输电线路多个雷害影响因子为出发点对其进行归类,解决了以单因子雷击跳闸率作为高压输电线路遭受雷害评价指标的不足。采用AHP(层次分析法)-FUZZY(模糊数学理论)对电网雷害风险展开评估分级,引入某地500 k V电网工程实例,成功将该地电网雷害风险等级定为Ⅲ级中等雷害风险。为验证AHP-FUZZY法对电网雷害风险进行评估的准确性及可靠度,采用SVM(支持向量机)理论对工程实例进行分析计算,结果相关性系数R2为0.932,预测错误率为0,表明本次风险评估是可靠的,能够为电网雷害风险研究提供较大的理论与实际支撑。  相似文献

The National Flood Interoperability Experiment is a research collaboration among academia, National Oceanic and Atmospheric Administration National Weather Service, and government and commercial partners to advance the application of the National Water Model for flood forecasting. In preparation for a Summer Institute at the National Water Center in June‐July 2015, a demonstration version of a near real‐time, high spatial resolution flood forecasting model was developed for the continental United States. The river and stream network was divided into 2.7 million reaches using the National Hydrography Dataset Plus geospatial dataset and it was demonstrated that the runoff into these stream reaches and the discharge within them could be computed in 10 min at the Texas Advanced Computing Center. This study presents a conceptual framework to connect information from high‐resolution flood forecasting with real‐time observations and flood inundation mapping and planning for local flood emergency response.  相似文献

Information communication technologies (ICTs; e.g., smartphones) enable employees to work anywhere and anytime, blurring work and family boundaries. Building on this trend, this study draws from work–family border/boundary theory to examine antecedents and consequences of employees' weekly experiences of ICT demands (i.e., being accessible and contacted for work after hours via ICTs). A sample of 546 elementary teachers completed a registration survey and a weekly diary for 5 weeks. Multilevel modeling results suggest that ICT demands as a form of work intrusion in the home can constitute a source of significant weekly strain (i.e., negative rumination, negative affect, and insomnia). As border crossers, teachers' adoption of a technological boundary tactic (i.e., keeping work email alerts turned off on mobile phones) was related to lower weekly ICT demands. As important border keepers at work, school principals' work–family support was related to teachers' lower weekly ICT demands, whereas parents' after-hours boundary expectations were related to teachers' higher weekly ICT demands. Moreover, teachers' boundary control was found as a mediating mechanism by which the two border keepers influenced teachers' ICT demands−negative rumination link. That is, teachers who received fewer boundary expectations and/or more work–family support had greater boundary control, which in turn buffered the ICT demands–negative rumination relationship.  相似文献

组织管理因素与煤矿安全生产密切相关。该文从人的管理、组织机构管理、企业环境管理、现场及技术管理四个方面详细分析了煤矿组织管理中的主要影响因素,提出一种基于核校准和支持向量机(SVM)的组织管理安全评价等级预测方法,构建了影响因素形成的输入空间到评价等级空间的非线性映射,并详尽分析了组织管理的安全评价等级与各影响因素的关联关系。在此基础上,本文深入研究煤矿安全中各组织管理因素的作用规律,并探讨了相应的预防措施与控制方法。实例分析结果表明,该方法能够合理地反映煤矿企业的组织管理安全评价状况,有助于煤矿企业采取相应措施预防或减少安全事故的发生,同时,也为企业提高本质安全管理水平提供了参考,有较强的实用性。  相似文献

Abstract: Conservation of wildlife is especially challenging when the targeted species damage crops or livestock, attack humans, or take fish or game. Affected communities may retaliate and destroy wildlife or their habitats. We summarize recommendations from the literature for 13 distinct types of interventions to mitigate these human–wildlife conflicts. We classified eight types as direct (reducing the severity or frequency of encounters with wildlife) and five as indirect (raising human tolerance for encounters with wildlife) interventions. We analyzed general cause‐and‐effect relationships underlying human–wildlife conflicts to clarify the focal point of intervention for each type. To organize the recommendations on interventions we used three standard criteria for feasibility: cost‐effective design, wildlife specificity and selectivity, and sociopolitical acceptability. The literature review and the feasibility criteria were integrated as decision support tools in three multistakeholder workshops. The workshops validated and refined our criteria and helped the participants select interventions. Our approach to planning interventions is systematic, uses standard criteria, and optimizes the participation of experts, policy makers, and affected communities. We argue that conservation action generally will be more effective if the relative merits of alternative interventions are evaluated in an explicit, systematic, and participatory manner.  相似文献

For a community to manage hazards successfully, those who are responsible for planning and implementing responses to a disaster threat situation must understand the social and economic realities of populations at risk. A random sample survey of residents in the vicinity of a US Army chemical weapons storage depot in Alabama confirms that those in the lowest quartile of household income (i.e., less than US $25,000 in 1999) differ in important ways from the rest of the sample. Using economic status as a grouping variable resultedin identifying a concentration of individuals with special needs. This group differed significantly from the remainder of the sample as to demographic and attitudinal characteristics, hazard knowledge and concerns, emergency preparedness, and emergency decision-making and their likelihood of taking protective actions. Respondents in the lowest income quartile reported greater restrictions in physical abilities, fewer community contacts, a heightened concern about area hazards, and limited resources for taking preparedness and response actions.  相似文献

Abstract

Based on the formation process of the Loess Plateau, the characteristics comparison between loess and ancient soil and the located materials of spore- pollen, ancient stone artifact, history, geography and soil erosion, the analysis reveals that the present state serious soil erosion in Loess Plateau, instead of being a natural geologic course, is a consequence of destruction of vegetation, irrational land utilization and the direct destruction of soil permeability and anti-erosion ability, esp. anti-scourability. The water and soil conservation measures, with the twenty-eight-word amelioration principle as the core, are the basis for exploiting and improving water and soil resources of the Loess Plateau so as to harness the Huanghe (the Yellow River).  相似文献
