One of the enduring facts of the human condition is that the earth's resources are finite and its environment fragile. It is also evident that human behavior is rarely based on an appreciation of these facts. While the outlook may be bleak, so are some of the proposed solutions. Reasonable people have suggested that, to survive, an environmentally enlightened authoritarian government must be adopted. This article suggests that such a solution is unworkable, in part because it fails to consider critical aspects of human nature. A framework is proposed for developing solutions compatible with human capabilities.  相似文献

Intellectual concern with the National Forest Management Act of 1976 has followed a course emphasizing the planning aspects of the legislation associated with the development of forest plans. Once approved, however, forest plans must be implemented. Due to the complex nature of the ecological systems of interest, and the multiple and often conflicting desires of user clientele groups, the feasibility and costs of implementing forest plans require immediate investigation. For one timber sale on the Coconino National Forest in Arizona, forest plan constraints were applied and resulting resource outputs predicted using the terrestrial ecosystem analysis and modeling system (TEAMS), a computer-based decision support system developed at the School of Forestry, Northern Arizona University, With forest plan constraints for wildlife habitat, visual diversity, riparian area protection, and soil and slope harvesting restrictions, the maximum timber harvest obtainable was reduced 58% from the maximum obtainable without plan constraints.Former Graduate Student at Northern Arizona University.  相似文献

ABSTRACT: Proper planning of water resource management programs is the essential ingredient for effective decision-making. Increasing demands on our finite water resources make it more vital that programs get off the shelf and are acted upon. There is a gap between our intentions for and OUI results from the planning process. We should examine our failures, identify causes, and learn from them. One of the primary causes is failure to identify the potentials of the implementing agencies early in the planning process. These agencies constitute a hierarchy of governmental units at national, state, regional and local levels. Each of these levels has its own interests, point of view, capabilities and constraints. A plan which is technically and functionally sound can fail as a program if these conflicting interests are not accounted for. The implementation mechanisms must be identified as an initial phase of the planning process. All levels of the governmental hierarchy must be involved throughout the planning process. The successful plan must also provide for suitable assignment of responsibilities which are accepted by the executing agency and monitored for satisfactory fulfillment. Consistency and continuity of the advocate agency are further essential elements to the success of the plan. Experience in water resource management planning has shown that these strategies will produce programs which are accepted, implemented and accomplish the goals and objectives of the planning process.  相似文献

A set of decision rules have governed the traditional politics of water development. This paper identifies these rules, describes their operation, and explains the logic behind their adoption. Personal interviews with a large number of decision makers are cited to substantiate and illustrate particular rules. There are five decision rules: local support, agreement, mutual accommodation, mutual noninterference, and fairness and equity. These guidelines are intended to insure support, lessen conflict, and protect the reputation of water development as a worthwhile federal investment. Since there are current indications that the traditional decision rules are no longer followed, the paper aims to identify why and how the rules are changing.  相似文献

ABSTRACT: A decision support system to determine reservoir releases in an uncertain environment during the dry season was developed. A key characteristic of the decision support system is its recursive procedure that processes observations to obtain the most feasible estimate. The system consists of three components: (1) a hydrologic model; (2) an optimization model, and (3) a fuzzy decision model. This methodology was applied to the operation of the Techi reservoir in central Taiwan. Three criteria (public water supply, irrigation, and hydropower) were taken into account within the operation process. Simulation results show that the decision support system can successfully assist government officials in determining operating policy for the Techi reservoir during the dry season. Also, the system is simple enough to lead to a rapid transfer of theoretical knowledge into practice.  相似文献

This study adopts self‐ and other‐centered approaches to explain how the two facets of conscientiousness (i.e., dutifulness and achievement striving) distinctly resolve knowledge sharing dilemmas among employees. It also explores how the critical social surroundings of employees (i.e., supervisor support and coworker support) neutralize or activate the effects of dutifulness and achievement striving on knowledge‐sharing behavior. Our analysis of the data collected from 150 employee–supervisor dyads corroborates that the other‐centered facet of conscientiousness (dutifulness) is positively related to knowledge‐sharing behavior, whereas the self‐centered facet (achievement striving) is negatively related to the same behavior. The analysis also affirms that the positive effect of dutifulness and the negative effect of achievement striving on knowledge sharing are strengthened when supervisor support is low and coworker support is high. This study offers theoretical and practical implications relevant to knowledge management in organizations, distinct roles of facet‐specific personalities toward knowledge sharing, and contrasting personality–situation interactions by situation strength and trait activation in shaping employee behavior.  相似文献

以顾桥煤矿坚硬顶板综采工作面工程地质条件为背景,运用理论分析、数值模拟和现场实测手段,分析了开采速度对工作面覆岩运动、围岩破坏、应力分布和液压支架承载特性的影响。研究结果表明:1个周期来压内工作面落煤引起的岩梁刚性回转下沉量是一定的,工作面作业循环时间引起的岩梁蠕变下沉量与岩梁刚性回转下沉量呈正比,加快工作面推进速度仅减少围岩体蠕变引起的岩梁下沉部分。工作面开采速度增加,覆岩塑性区发育范围减小,煤壁应力集中位置变浅、应力集中系数变小。工作面快速推进时,液压支架承载多为2次増阻和3次増阻,支架工作阻力较小;缓慢推进时,液压支架承载多为1次急增阻,载荷近似呈线性增长,支架工作阻力较大。  相似文献

Drawing on social exchange theory, we developed and tested a cross‐level model of organizational‐level predictors of job engagement. Specifically, we examined the impact of high‐performance human resource (HR) practices on employee engagement and work outcomes. Based on a sample of 605 employees, their immediate supervisors, and HR managers from 130 companies, our results indicated that high‐performance HR practices were directly related to job engagement as well as indirectly related through employees' perceived organizational support. In turn, job engagement was positively related to in‐role performance and negatively related to intent to quit. Culture was found to act as a critical contextual factor, as our results also revealed that the relationship between HR practices and perceived organizational support was stronger when collectivism was high and when power distance orientation was low. Overall, the findings shed new light on the processes and conditions through which employee work‐related outcomes are enhanced owing to high‐performance HR practices. Zirconia-magnesia supported cobalt catalysts with various Zr/Mg atomic ratios were prepared and evaluated for non-oxidative catalytic decomposition of methane to produce COx-free hydrogen and carbon nanotube. The catalytic performance of the catalysts was performed in a continuous fixed bed flow reactor at 700°C under atmospheric pressure. The fresh and spent catalysts were characterized by XRD, TPR, BET, TEM, and Raman spectroscopy. The results showed that the change in Zr/Mg ratio of the mixed oxide support has a significant effect on the catalytic performance of the active Co metal. The catalyst 30%Co/Zr0.8Mg0.2 showed the highest activity and stability within the used series of catalysts with hydrogen yield reached up to 79%. Both Co/Mg1.0 and Co/Zr1.0 showed poor stability due to strong Co-Mg interaction and aggregation of Co species on Zr support, respectively. All catalysts produced mainly MWCNTs with different diameters depending on the Zr/Mg ratio. The outer diameter increased with increasing Zr content in the catalyst due to the enlargement of the particle size of cobalt as a result of aggregation.  相似文献

为研究边墙曲率、支护参数等因素对高地应力软岩隧道变形控制的效果,以大瑞铁路营盘山隧道为工程背景,结合现场监测数据,建立有限元模型,分析不同边墙矢跨比及初期支护参数对隧道变形的影响,借此得到合理的初期支护参数。结果表明:原有支护结构中“直边墙”对于隧道水平方向变形与压力抵抗能力较弱,当边墙曲率调整至0.12后,支护结构的受力和变形情况得到明显改善;初期支护参数中锚杆参数对于隧道变形控制效果较小,增强衬砌的强度可以有效控制隧道的变形;通过围岩-支护特征曲线对优化后的支护方案进行安全评价,发现其安全性能较之前显著增强,现场应用结果也表明支护结构并未出现破坏失稳现象,隧道变形得到有效控制。研究结果对类似工程变形控制及支护方案优化提供一定的参考依据。  相似文献
