The Convention on Biological Diversity's national biodiversity strategies and action plans (NBSAPs) are major mechanisms for mainstreaming biodiversity into national policies. This article examines whether and how the NBSAPs contribute to mainstreaming biodiversity across policy sectors in Finland in order to halt biodiversity loss. We have developed an innovative analytical framework where the concept of responsibility addresses how motivations for mainstreaming can be built, and the concept of social learning outcomes addresses the extent of institutional changes for biodiversity. The Finnish NBSAP processes have been able to build diverse forms of responsibility (liability, accountability, responsiveness and care) in different policy sectors by providing new knowledge, careful process design and developing institutional linkages. Despite pro-biodiversity outcomes in the targeted policy sectors, the responsibilities do not diffuse from the environmental administration to other policy sectors to a sufficient extent. 当前中国资源环境约束日益凸显,依靠全要素生产率成为解决这些问题的共识。然而仅仅依靠全要素生产率不能转变生产方式,关键在于区分绿色与非绿色偏向。研究使用中国省际面板数据,运用面板与动态空间面板模型方法,对比分析绿色全要素生产率、绿色"软技术"、绿色"硬技术"的影响机制。研究发现:1依靠全要素生产率驱动发展需要区别绿色与非绿色偏向;2必须注重绿色全要素生产率对绿色发展的作用及其运行机制;3不同偏向的绿色全要素生产率的省际空间学习效应不同;4绿色"软技术"对绿色发展贡献不充分。这就意味着,在当前中国资源环境约束日趋收紧的背景下,要区别绿色与非绿色全要素生产率的不同作用,否则将不能促进生产方式转变,实现绿色可持续发展。推动绿色可持续发展,一方面需要重视提升绿色全要素生产率的作用,另一方面需要重视绿色管理技术等绿色"软技术"对绿色发展的贡献。提升绿色全要素生产率,既要重视研发投入、人力资本投入,又要考虑技术市场、劳动智力结构、劳动者年龄结构的影响。提升绿色"软技术"的贡献率,改善绿色技术效率变动的吸纳能力。通过绿色全要素生产率的省际空间学习效应,实现中国省际区域间绿色可持续协同发展。此外,在引进吸收国外先进绿色技术时,既要重视对绿色"硬技术"的吸收,又要重视对绿色"软技术"的再学习。总之,"打铁还需自身硬",中国要继续鼓励支持绿色"硬技术"自主研发,巩固提升绿色"硬技术"对绿色发展的贡献。 相似文献

Conventional approaches to evaluation of environmental programs have tended to limit themselves to restricted measures of
program effectiveness. This paper shows how a social learning approach can be incorporated into evaluating public environmental
programs. A social learning approach is particularly suited to complex environmental challenges which are inherently difficult
to understand, predict, and manage, thus complicating the evaluation process. The paper presents an Australian case study
of dryland salinity management where there are major knowledge barriers impeding conventional management techniques. The research
presented in this paper focused on evaluating a public demonstration program to track its impact through its design, implementation,
and monitoring phases. The paper shows that, by incorporating social learning principles and practices, program evaluation
can promote collective action, critical reflection, and increased knowledge to underpin improved environmental management. 相似文献

提出应用模糊神经网络系统,建构教练员职业适宜性的3个要素(即心理素质、驾驶技能和知识的表达阐述能力)的学习样本,分析"三要素"的8项特征参数指标——场依存性、速度估计能力、交通安全意识、简单反应、选择反应、跟踪能力、行车注意力、表达阐述能力等,使用K-均值法对实验样本进行初始分类,形成标准学习样本,使用该样本对所构建系统进行训练和调试。利用经调试训练后的系统,依据所测教练员的心理、心理参数对其职业适宜性进行评价。试验表明:建立的教练员职业适宜性仿真模型能取得很好的评价效果。 相似文献

A broad range of tools are available for integrated water resource management (IWRM). In the EU research project NeWater, a hypothesis exists that IWRM cannot be realised unless current management regimes undergo a transition toward adaptive management (AM). This includes a structured process of learning, dealing with complexity, uncertainty etc. We assume that it is no longer enough for managers and tool researchers to understand the complexity and uncertainty of the outer natural system-the environment. It is just as important, to understand what goes on in the complex and uncertain participatory processes between the water managers, different stakeholders, authorities and researchers when a specific tool and process is used for environmental management. The paper revisits a case study carried out 2001-2004 where the tool Bayesian networks (BNs) was tested for groundwater management with full stakeholder involvement. With the participation of two researchers (the authors) and two water managers previously involved in the case study, a qualitative interview was prepared and carried out in June 2006. The aim of this ex-post evaluation was to capture and explore the water managers' experience with Bayesian belief networks when used for integrated and adaptive water management and provide a narrative approach for tool enhancement. 相似文献

Ecological science contributes to solving a broad range of environmental problems. However, lack of ecological literacy in practice often limits application of this knowledge. In this paper, we highlight a critical but often overlooked demand on ecological literacy: to enable professionals of various careers to apply scientific knowledge when faced with environmental problems. Current university courses on ecology often fail to persuade students that ecological science provides important tools for environmental problem solving. We propose problem-based learning to improve the understanding of ecological science and its usefulness for real-world environmental issues that professionals in careers as diverse as engineering, public health, architecture, social sciences, or management will address. Courses should set clear learning objectives for cognitive skills they expect students to acquire. Thus, professionals in different fields will be enabled to improve environmental decision-making processes and to participate effectively in multidisciplinary work groups charged with tackling environmental issues. 相似文献

Policies such as the US Healthy Forests Restoration Act (HFRA) mandate collaboration in planning to create benefits such as social learning and shared understanding among partners. However, some question the ability of top-down policy to foster successful local collaboration. Through in-depth interviews and document analysis, this paper investigates social learning and transformative learning in three case studies of Community Wildfire Protection Planning (CWPP), a policy-mandated collaboration under HFRA. Not all CWPP groups engaged in social learning. Those that did learned most about organisational priorities and values through communicative learning. Few participants gained new skills or knowledge through instrumental learning. CWPP groups had to commit to learning, but the design of the collaborative-mandate influenced the type of learning that was most likely to occur. This research suggests a potential role for top-down policy in setting the structural context for learning at the local level, but also confirms the importance of collaborative context and process in fostering social learning. 相似文献

This paper takes a new look at the importance of context – institutional and political – in effective public engagement processes. It does so through a rare comparative opportunity to examine the effectiveness of processes of public engagement in two UK waste authorities, where the same waste company was involved as both the primary contractor for the delivery of the waste management service (including new energy-from-waste facilities) and, furthermore, the same staff delivered the public engagement. Interrogating these cases affords the opportunity to place flesh on the bones of the sometimes ‘abstract’ skeleton of context. While engagement processes support effective local governance in an era of partnerships and deliberative democracy, the paper identifies that the methods adopted cannot be played out devoid of detailed understanding and response to local context, including the strength of partnership working between the public and private sector, the degree of political support for engagement, and the extent to which a traditional institutional paternalism still dominates. 相似文献

Radium isotopes in 23 Na-Cl type groundwater sampled mainly from deep wells in Niigata Prefecture, which is the site of the largest oil- and gas-fields in Japan, were measured along with U isotopes, chemical components and hydrogen and oxygen isotope ratios to elucidate the distribution and behavior of Ra in a brackish environment underground. Also analyzed were U and Th isotopes in 38 rock samples collected from outcrops at 17 locations. Ra-226 concentrations (8.86-1637 mBq kg−1) of groundwater samples roughly correlated with total dissolved solid (TDS) concentrations and other alkaline earth contents. Their 228Ra/226Ra activity ratios (0.32-5.2) were similar to or higher than the 232Th/238U activity ratios (0.6-1.7) in the rocks. The most likely transport mechanism of Ra isotopes into groundwater was due to their α-recoil from the solid phase, probably from the water-rock interface where Th isotopes had accumulated, and adsorption/desorption reaction based on the increase in 226Ra contents with TDS. 相似文献
