As part of the program monitoring the ecosystem health of Moreton Bay, Queensland, Australia, we developed a means for assessing
ecosystem health that allows quantitative evaluation and spatial representations of the assessments. The management objectives
for achieving ecosystem health were grouped into ecosystem objectives, water quality objectives, and human health objectives.
For the first two groups, aspects of the ecosystem (e.g., trophic status) were identified, and an indicator was chosen for
each aspect. Reference values for each indicator were derived from management objectives and compared with the mapped survey
values. Subregions for which the indicator statistic was equal to or better than the assigned reference value are referred
to as “compliant zones.” High-resolution surface maps were created from spatial predictions on a fine hexagonal grid for each
of the indicators. Eight reporting subregions were established based on the depth and predicted residence times of the water.
Within each reporting subregion, the proportion that was compliant was calculated. These results then were averaged to create
an integrated ecosystem health index. The ratings by a team of ecosystem experts and the calculated ecosystem health indices
had good correspondence, providing assurance that the approach was internally consistent, and that the management objectives
covered the relevant biologic issues for the region. This method of calculating and mapping ecosystem health, relating it
directly to management objectives, may have widespread applicability for ecosystem assessment. 相似文献

AbstractObjective: The objective of this article is to describe the characteristics of fatal crashes with bicyclists on Swedish roads in rural and urban areas and to investigate the potential of bicycle helmets and different vehicle and road infrastructure interventions to prevent them. The study has a comprehensive approach to provide road authorities and vehicle manufacturers with recommendations for future priorities.Methods: The Swedish Transport Administration’s (STA) in-depth database of fatal crashes was used for case-by-case analysis of fatal cycling accidents (2006–2016) on rural (n?=?82) and urban (n?=?102) roads. The database consists of information from the police, medical journals, autopsy reports, accident analyses performed by STA, and witness statements. The potential of helmet use and various vehicle and road infrastructure safety interventions was determined retrospectively for each case by analyzing the chain of events leading to the fatality. The potential of vehicle safety countermeasures was analyzed based on prognoses on their implementation rates in the Swedish vehicle fleet.Results: The most common accident scenario on rural roads was that the bicyclist was struck while cycling along the side of the road. On urban roads, the majority of accidents occurred in intersections. Most accidents involved a passenger car, but heavy trucks were also common, especially in urban areas. Most accidents occurred in daylight conditions (73%). Almost half (46%) of nonhelmeted bicyclists would have survived with a helmet. It was assessed that nearly 60% of the fatal accidents could be addressed by advanced vehicle safety technologies, especially autonomous emergency braking with the ability to detect bicyclists. With regard to interventions in the road infrastructure, separated paths for bicyclists and bicycle crossings with speed calming measures were found to have the greatest safety potential. Results indicated that 91% of fatally injured bicyclists could potentially be saved with known techniques. However, it will take a long time for such technologies to be widespread.Conclusions: The majority of fatally injured bicyclists studied could potentially be saved with known techniques. A speedy implementation of important vehicle safety systems is recommended. Decision rules are the agreed-upon points at which specific management interventions are initiated. For marine mammal management under the U.S. Marine Mammal Protection Act (MMPA), decision rules are usually based on either a numeric population or biological-removal approach. However, for walrus and other ice-associated pinnipeds, the inability to reliably assess population numbers or biological removals highlights a significant gap in the MMPA, particularly when the Arctic environment is rapidly changing. We describe the MMPA's ecosystem-based management goals, and why managers have bypassed these goals in favor of an approach that depends upon numerical population assessment. We then revisit the statute's primary goals in light of current knowledge about the Pacific walrus ecosystem and new developments in environmental governance. We argue that to monitor and respond to changes in the walrus ecosystem, decision rules should be based on scientific criteria that depend less on the currently-impractical goal of accurately enumerating population size and trends, or removals from that population. Rather, managers should base decisions on ecological needs and observed ecological changes. To implement this approach would require an amendment to the MMPA that supports filling the gap in management with achievable decision rules. 国际、国内很多组织都对可持续性评价方法进行过研究分析,但大多是特定的案例研究.目前国内外对可持续发展评价方法没有一个全面系统的分析比较,使得不同地区比较起来很困难.本文对各种评价方法如环境可持续性指数法、生态足迹法、能值分析法和指标综合评价法的来源、理论和应用作了介绍.得出各方法适用范围:可持续性指数法适合于国家间的综合评价;生态足迹和能值分析法适合于各种范围,包括国家、区域、地区和小系统;指标体系综合评价法对于小范围更合适.同时对各种方法的优势和缺陷进行了分析讨论,得出:可持续性指数法信息量大,但是计算复杂;生态足迹法计算过程简单,但是缺失一些可持续性信息;能值分析法考虑问题全面,但是其原理涉及热力学知识,很难被一些学者认同;指标体系评价法变通性较大,可随着评价系统的变化而进行调整,但是主观性较强.通过分析指出不同方法适用范围并指出每种分析方法的优势和不足,为以后选择合适的分析方法评价对象的可持续性提供依据. 相似文献

The Chesapeake Bay benthic index of biotic integrity (B-IBI) was developed to assess benthic community health and environmental quality in Chesapeake Bay. The B-IBI provides Chesapeake Bay monitoring programs with a uniform tool with which to characterize bay-wide benthic community condition and assess the health of the Bay. A probability-based design permits unbiased annual estimates of areal degradation within the Chesapeake Bay and its tributaries with quantifiable precision. However, of greatest interest to managers is the identification of problem areas most in need of restoration. Here we apply the B-IBI to benthic data collected in the Bay since 1994 to assess benthic community degradation by Chesapeake Bay Program segment and water depth. We used a new B-IBI classification system that improves the reliability of the estimates of degradation. Estimates were produced for 67 Chesapeake Bay Program segments. Greatest degradation was found in areas that are known to experience hypoxia or show toxic contamination, such as the mesohaline portion of the Potomac River, the Patapsco River, and the Maryland mainstem. Logistic regression models revealed increased probability of degraded benthos with depth for the lower Potomac River, Patapsco River, Nanticoke River, lower York River, and the Maryland mainstem. Our assessment of degradation by segment and water depth provided greater resolution of relative condition than previously available, and helped define the extent of degradation in Chesapeake Bay. 相似文献

Santiago, Chile has the distinction of having among the worst urban air pollution problems in Latin America. As part of an atmospheric pollution reduction plan, the Santiago Regional Metropolitan government defined an environmental policy goal of using urban forests to remove particulate matter less than 10 microm (PM(10)) in the Gran Santiago area. We used cost effectiveness, or the process of establishing costs and selecting least cost alternatives for obtaining a defined policy goal of PM(10) removal, to analyze this policy goal. For this study, we quantified PM(10) removal by Santiago's urban forests based on socioeconomic strata and using field and real-time pollution and climate data via a dry deposition urban forest effects model. Municipal urban forest management costs were estimated using management cost surveys and Chilean Ministry of Planning and Cooperation documents. Results indicate that managing municipal urban forests (trees, shrubs, and grass whose management is under the jurisdiction of Santiago's 36 municipalities) to remove PM(10) was a cost-effective policy for abating PM(10) based on criteria set by the World Bank. In addition, we compared the cost effectiveness of managing municipal urban forests and street trees to other control policies (e.g. alternative fuels) to abate PM(10) in Santiago and determined that municipal urban forest management efficiency was similar to these other air quality improvement measures. 相似文献
