黄河中上游能源化工区大气污染跨界环境影响分析   总被引:1,自引:0,他引:1  
对黄河中上游能源化工区近地面和边界层顶气象流场及该区域大气污染长距离输送产生的跨界环境影响趋势特征进行了分析。结果表明,该区域近地面和边界层顶的流场总体上为西北向东南流动,大气污染物长距离输送可能影响的区域主要为华中地区;区域冷空气的活动对其大气污染物的清除起重要作用;通过CALPUFF模型的模拟结果表明,该区域SO2的影响程度和范围明显大于NO2,在区域内部存在污染物浓度较高的区域,但未对区外造成显著跨界环境影响。  相似文献

Pressure-retarded osmosis (PRO) is a method for converting salinity gradients to power by allowing water to flow through a semi-permeable membrane against an applied hydraulic pressure. PRO already has a long history, starting from the middle of the last century, and has rapidly improved in recent years. In this paper, we present a historical development of PRO since its inception: the development of this renewable energy process has gone through several stages, depending on technological developments, worldwide energy demands, and environmental concerns. The technological progress of the process is also studied, as well as its cost viability and environmental impact. Finally, some ideas to further develop the PRO process and mitigate its detrimental effects are discussed.  相似文献

This research work draws an insight into the experimental investigations on a series hydraulic/electric synergy system—a green transportation system. An experimental test rig of the system with all necessary sensors and instrumentation has been developed to study the energy saving through hydraulic regenerative braking. The effect of various system parameters, such as braking time, maximum accumulator pressure, pre-charge pressure of hydro-pneumatic accumulator, volumetric displacement of the hydraulic master pump, and hydraulic regeneration pump on the quantum of regeneration energy, was analyzed. In addition, an AMESim model of the real-time experimental test rig has been developed and validated with experimental results. A set of five different experimental designs (parameter variations) of the system is defined with the available standard component sizes. The best design is selected of the available experimental designs based on the maximum hydraulic regeneration energy and regeneration efficiency. It was observed that the selected design has an energy efficiency of 13.3% and a regeneration efficiency of 43.8%. An accumulator-centric control strategy for energy management is developed and implemented on the experimental test rig configured with the selected design. The effectiveness of the control strategy is tested through experiments and simulation on the developed test rig.  相似文献

This paper analyses how 10 localities in the USA and England, recognised as leaders in clean energy and climate action, have used collaborative approaches to develop local climate change plans and energy conservation, efficiency, and renewable energy initiatives. It examines these planning and policy-making processes in the context of Margerum's [2008. A typology of collaboration efforts in environmental management. Environmental Management, 41 (4), 487–500] typology of “action”, “organizational”, and “policy-level” collaborations, as well as Gray's [1989. Collaborating: finding common ground for multiparty problems. San Francisco: Jossey-Bass] classification of collaboration in the “problem-setting”, “direction-setting”, and “implementation” phases. We conducted interviews with local elected officials, municipal staff, energy professionals, and citizen volunteers in each community, supplemented with an analysis of their adopted energy, climate change, and land-use plans. We find that despite the different government structures and political contexts between the two countries, there was a surprising amount of commonality in how the case study localities used collaborative planning to develop local climate plans and clean energy initiatives. These processes were most often initiated by local elected officials and/or high-level staff members, and then carried out in collaboration with local third-sector organisations and other community stakeholders. In the USA, collaboration was strongest at the policy level and in the direction-setting phase, with the distinguishing feature that citizen advisory boards or stakeholder working groups often took a more active role in shaping local plans and policies. The English localities had some of those same types of collaborations, but were more likely to also employ action collaboration, in the implementation phase, in which third-sector organisations coordinated with the locality to directly provide clean energy services.  相似文献

采用Na BH4还原法将羟基乙叉二膦酸(HEDP)镀铜废液中的Cu~(2+)制备成纳米铜粉,并采用聚丙烯酰胺(PAM)对还原反应后的废液进行絮凝处理。研究了n(Cu~(2+))∶n(Na BH4)、还原反应温度、还原反应时间及PAM添加量对废液中剩余Cu~(2+)质量浓度的影响,并对回收的纳米铜粉进行了XRD和TEM表征。实验结果表明:当n(Cu~(2+))∶n(Na BH4)=4∶6、还原反应温度为50℃、还原反应时间为2 h时,废液中剩余Cu~(2+)质量浓度降低至1.1 mg/L,Cu~(2+)还原率达99.99%;可获得粒径为20~45 nm的近球型、高纯度、由多晶组成的纳米铜粉;当PAM添加量为10 mg/L时,废液中剩余Cu~(2+)质量浓度降至0.35 mg/L以下,达到GB 21900—2008《电镀污染物排放标准》(小于0.5 mg/L)的要求。  相似文献

This paper considers liberal and nationalist economic policy approaches to the ownership and development of Australian energy resources (oil, gas, coal and uranium). In the two decades prior to 1983, Australia pursued economic policies in relation to its energy resources which could broadly be described as ‘nationalist’. Governments of the day intervened in development decisions in an effort to enhance the ‘national interest’. From 1983, along with the deregulation of the Australian economy as a whole, policy relating to energy resources was liberalised. Development of energy reserves henceforth occurred according to the dictates of the market. This paper argues that recent Australian energy policy initiatives reflect an increase in nationalist influences and a retreat from the liberalisation agenda that dominated energy policy making in the 1980s and 1990s. Three examples are discussed where policy has been influenced by a nationalist framework: (1) the domestic gas reservation policy in Western Australia; (2) Australian government efforts to promote a ‘value adding’ nuclear processing industry and (3) Australian Labor Party policy giving preferential financial incentives for gas to liquids projects. The re-emergence of nationalism in Australia is occurring either because policy makers now favour it as a path to energy security or in some cases because they believe that appeals to nationalism will generate political support.  相似文献

中国是世界上国际河流最多的国家之一,在国际河流的开发利用方面采取了一定的措施并取得了一定的成绩,但是在国际河流的可持续开发利用中仍存在不少问题,需要完善相关的国际与国内法律制度并采取其他有效的措施予以解决。从中国国际河流的概况出发,阐述对其进行可持续的开发利用在促进中国经济发展、加强民族团结以及保障国防安全等方面的重大意义,进而分析中国国际河流在可持续开发利用中存在的问题,包括立法缺失、保障措施缺位、管理机构缺乏等,最后从完善可持续开发利用的前提要素、确立可持续开发利用的基本原则、完善可持续开发利用的立法以及积极参与可持续开发利用的国际合作等方面提出解决上述问题的对策思考,以促进和保障我国国际河流可持续开发利用的实现.  相似文献

Like all rapidly developing countries, the government of Iran (GOI) has to integrate environment priorities into its energy sector. In order to integrate environmental concerns into energy sector, an Energy-Environment Review (EER) may be considered as the mainstreaming tool capable of examining the interface between energy and the environment. The results of the EER should be interpreted, in the light of the objective of the 4th Five Year Development Plan in Iran, to achieve fast and sustainable growth and accelerate the transition to a market economy. In particular, the suggested actions will promote economic efficiency use of energy resources through a proper allocation of scarce resources, including environmental resources, so as to achieve economic efficiency and environmental and social protection. This paper comprises: (A) an analysis of the current situation with regards to energy production and consumption; (B) an evaluation of the growth prospects with regard to energy production and consumption; (C) the identification of environmental issues induced by the generation and use of energy and estimation of the associated costs of damages; (D) the evaluation of the extent of contribution to the climate-change phenomenon through emission of greenhouse gases; (E) the evaluation of the proposed mitigation measures for the previously identified environmental problems; and (F) conclusions and recommendations. The EER-Iran assessed the total health damage from air pollution in 2001 at about 56  ×  1012 Rials (US $ seven billion); equivalent to 8.4% of nominal GDP. In the absence of the price reform and control policies, the EER-Iran estimated that the damage in Iran in the money of 2001, will grow to 155  ×  1012 Rials (US $ nine billion) by 2019. This is equivalent to 10.9% of nominal GDP, i.e., a large percentage of a larger GDP. Of this total, 107  ×  1012 Rials (US $ 8.4 billion) come from transport sector. The damage cost to the global environment from the flaring of natural gas, assessed on the basis of a carbon price of US $ 10/ton CO2, is found to be approximately US $ 600 million per year.
