At the Earth Summit in Rio de Janeiro in 1992, it was agreed that all countries should develop a national sustainable develop‐ment strategy (NSDS) as a key component of implementing the goals of Agenda 21. Progress has been limited. Few countries have established a formal strategy, and many of the strategies that exist have been only partially implemented. This article proposes an approach that addresses the need to improve existing strategic planning mechanisms. The approach is based on a periodic assessment of existing systems, to evaluate the extent to which they incorporate NSDS principles, and identify areas to be strengthened. The article describes an assessment methodology, presents examples of its use, and discusses ways in which current approaches to NSDS may be complemented by continual review and improvement of existing planning processes.  相似文献

The pattern of innovation in the global minerals industry is changing as the industry becomes increasingly globalised. In this paper, we look at the structure of innovation in the industry and the drivers of change. We first consider the broad international trends and then examine these more closely with special reference to the Australian industry. Issues addressed include the apparent decline in corporate research and development spending, changing patterns in research collaboration and outsourcing, and the uptake of information and communication technologies in the industry. We also look at the potential implications of these trends for step-change technological developments and at the role of technological innovation in the future development of the industry.  相似文献

Impact scoping is the process of identifying important issues of a proposal and focusing the environmental impact assessment (EIA) on the high-priority issues. Although impact scoping in one form or another has been inherent to EIA for some time, documentation of its development and discussion of refinements to impact scoping processes have not been forthcoming. This article traces the development of impact scoping through time and highlights the need for such processes in EIA. A focused environmental assessment (FEA) approach to impact scoping that is suitable for implementation in an EIA is presented here and advantages of its use are delineated. FEA is a three-staged process that encourages impact scoping through progressive steps including impact identification, assessment and management planning. FEA combines a suite of EIA methods including: issues matrices, impact hypotheses, valued ecosystem components, and stakeholder participation sessions to effectively integrate impact scoping with EIA.  相似文献

A survey of land degradation was undertaken in New South Wales, Australia during 1987–1988. The aims of the survey were to assess the location, extent, and severity of ten forms of degradation and to present the data in map and statistical form. Sample points were located on a regular grid. The method was designed so that data could be acquired from aerial photographs, expert local knowledge, and limited field checking. Individual statewide maps were prepared for each form of degradation. Map data were shown in pixel form. Sheet and rill erosion and soil structure decline were confined mostly to lands used for cropping. Gully erosion was commonly found across the state, while mass movement was confined to steeper lands. There were three severe areas of dryland salinity; irrigation salinity was mapped in parts of the southern irrigation lands. Induced soil acidity was severe in some cropping and pasture lands. Absence of tree regrowth was a noticeable feature of lands used for cropping. The survey enabled community awareness of the problems of land degradation to be increased, in addition to assisting regional land managers in resource allocation. The survey also provided the basis for the future location of sites that could be used to monitor the trends in the status of land degradation.  相似文献

Environmental regulations governing industrial activities in tundra environments stem largely from the expected ecological effects of the activities. One of the major ecological effects of industrial activities is the surface subsidence associated with thermokarst, which can result in changes in primary and secondary production. The primary production changes associated with thermokarst are strongly governed by three ecosystem properties—soil temperature, water regime, and nutrient availability. Most disturbances set in motion a more-or-less predictable sequence of landscape change related to these properties: soil warming, thermokarst, surface flooding, accelerated organic matter decomposition, and increased nutrient availability. The warmed soil and the enhanced nutrient availability typically lead to increased annual primary production, increased dominance by graminoids, and reduced plant species diversity. These vegetational changes may in turn potentially enhance secondary production, but in general these second-level responses have yet to be quantified. More information is needed about the food-chain effects of tundra landscape disturbances before regulators can make well-informed predictions of impacts or plan useful habitat rehabilitation.  相似文献

Indicators are a key component of resource management, but selecting them can be difficult and controversial. This study explores different methods for selecting impact indicators for management of trail conditions by comparing photo survey methods (PSM) with written survey methods (WSM). A total of 661 subjects participated in interviews conducted within Mudeung- Mountain Provincial Park in Kwang-ju, Korea. PSM explained variation in acceptability better than WSM. Six major photo components (in order of importance: area of large rocks on trail, area of wood steps, area of bare roots, area of bare soil, area of small stones, and area of stone steps) explained 84.7% of the variation in acceptability of trail management conditions. Trail erosion patterns in Great Smoky Mountains National Park   总被引:3,自引:0,他引:3  
All the maintained trails in Great Smoky Mountains National Park were surveyed for width, depth, and a variety of types of erosion. Trail erosion is related to a number of environmental variables, including vegetation type, elevation, trail slope, and section of the park. Open grass balds and spruce-fir forest are the most erosion-sensitive plant communities, and the xeric oak and pine types are the least sensitive. Trails in virgin or mature forest tend to be in poorer condition than those in successional areas. The most important physical factor is the slope of the trail.Trails in the Tennessee district are in slightly poorer condition, on the average, than those in the North Carolina district, but the Appalachian Trail is more eroded than either. A poor section of the park may have ten times the erosion of a good section. On an allpark basis, water erosion is the most important problem, with 15% of the trail surface affected.A comparison of visitation patterns with trail condition indicates that redistribution of use would help to mitigate some erosion problems. Because trail condition is correlated to physical environmental factors, however, some sites will require intensive maintenance, even if visitation is low.The data from this survey have already been used in environmental analysis of proposed developments within the park and can be applied to long-range planning for the park trail system as a whole.  相似文献

Since the presentation of the Leopold Report (Leopold et al. 1963) to the United States Secretary of the Interior, recommendations in the document for managing natural park resources on the ecosystem level have been included in the management policies of the National Park Service. In many instances, however, management programs have continued to focus on individual resource problems, without apparent concern for the ecological consequences on ecosystems. Without knowledge of the interrelationships of ecosystem components, solving one problem may result in other resource problems. Graphic approaches are presented as potential tools to view these complex interrelationships relative to the needs of the resource manager. Interpreting the dynamics of aquatic systems is emphasized.  相似文献

The evaluation of vulnerability of process equipment to explosion is a central issue in the analysis of industrial risks. In this work, we have developed a simplified model, however based on fundamental equations, which includes structural and fluid–dynamic parameters for the target (the industrial equipment) and for the impacting pressure wave (shock waves) or object (fragment, debris) produced by different type of chemical explosions.The validity of methodology has been assessed by case histories. Several insights on the dynamic of structural interaction of the explosion with the target have been obtained, with specific reference to escalation effects.The model derives from the well-known Johnson's number, often adopted in impact engineering.  相似文献
