ABSTRACT: South Florida and the Everglades have been under intensive development since 1850 by Federal and State governments who encouraged and financed extensive drainage and hydraulic changes, primarily for agricultural settlement. Agricultural development of the sugar industry in the northern Everglades adjacent to Lake Okeechobee rapidly progressed only after the 1900s. Political and resource management conflicts have arisen because policies which once favored development are now being reversed by policies and regulation efforts to restore and conserve natural ecosystems. Currently, the environmental and ecological impacts of agricultural land use adjacent to natural wtlands of the Everglades are being assessed. The objectives of this paper are: (1) to outline the historical development of south Florida and the sugar industry, (2) to relate this history to political and management policy changes occurring as it pertains to ecosystem restoration and the multiuser competition for water/land resources, and (3) to propose how integrated resource management might be utilized for a sustainable Everglades and south Florida. This paper outlines the historical paradox of urban settlement, land development, and agricultural production, with efforts in the recent decade to acquire, manage, and preserve land and water resources for natural areas conservation. Only though the use of integrated resource management will the defined resource conflicts be mediated.  相似文献

Old growth mangroves in existing protected areas store more carbon than restored forests or plantations. Carbon storage in such forests has economic value independent of additionality, offering opportunities for policy makers to ensure their maintenance, and inclusion in climate change mitigation strategies. Mangrove forests of the Everglades National Park (ENP), South Florida, though protected, face external stressors such as hydrological alterations because of flooding control structures and agriculture impacts and saltwater intrusion as a result of increasing sea level rise. Moreover, decreased funding of Everglades’ restoration activities following the recent economic crisis (beginning 2008) threatens the restoration of the Greater Everglades including mangrove dominated coastal regions. We evaluate several economic and ecological challenges confronting the economic valuation of total (vegetation plus soil) organic carbon (TOC) storage in the ENP mangroves. Estimated TOC storage for this forested wetland ranges from 70 to 537 Mg C/ha and is higher than values reported for tropical, boreal, and temperate forests. We calculate the average abatement cost of C specific for ENP mangroves to value the TOC from $2–$3.4 billion; estimated unit area values are $13,859/ha–$23,728/ha. The valuation of the stored/legacy carbon is based on the: 1) ecogeomorphic attributes, 2) regional socio-economic milieu, and 3) status of the ENP mangroves as a protected area. The assessment of C storage estimates and its economic value can change public perception about how this regulating ecosystem service of ENP mangrove wetlands (144,447 ha) supports human well-being and numerous economic activities. This perception, in turn, can contribute to future policy changes such that the ENP mangroves, the largest mangrove area in the continental USA, can be included as a potential alternative in climate change mitigation strategies.  相似文献

We have developed and applied a process-based model, the Wetland Ecosystem Model (WEM), to evaluate the effects of a prescribed fire on the phosphorus (P) dynamics and cattail (Typha domingensis) growth in a P-enriched area in the Florida Everglades. The WEM couples major ecosystem processes including carbon (C), nitrogen (N) and P biogeochemical cycles, plant growth, hydrology, and fire disturbance. The model is used to assess the effects of a prescribed fire on P dynamics and cattail growth through dynamic interaction among four modules: fire, water chemistry, soil, and vegetation. The simulation results are in agreement with observed data including cattail above- and belowground biomass and dead mass, P concentration in surface-water, pore-water, and soil, and soil and water temperature. Cattail aboveground biomass reached the unburned level one year after burn; belowground biomass recovered to unburned level one and half years after the fire, however, dead mass did not completely reach unburned level two years after fires. The fire increased water and soil temperatures in the short term, while indirectly increasing the sensitivity of water and soil temperature post-fire response to air temperature by altering the energy exchange between air and water through a canopy gap created by fire. The fire also altered the P dynamics in surface-water and pore-water. A post-fire P pulse that lasted for less than one month was observed in surface-water. A similar P pulse, but in a small magnitude and a longer duration, was also observed in the pore-water total phosphorus (TP), and then came back to normal level after approximately three months. No significant changes in soil TP was observed during the study period. Meanwhile, no significant changes in water nutrients were observed downstream of the study plot. This finding indicated that the P-enriched wetlands in Everglades act as a buffer in regulating the P concentration in surface-water. Our study showed that the distance of fire effects on a 300 m × 300 m plot was less than 300 m downstream. Sensitivity analysis identified that the air temperature and hydrological conditions are two important driving factors which may alter the cattail community dynamics in response to prescribed fires. Similar to the filed studies, this study provided evidences that fire played an important role in managing plant growth and P dynamics in the Florida Everglades.  相似文献

Bioassessment is used worldwide to monitor aquatic health but is infrequently used with risk-assessment objectives, such as supporting the development of defensible, numerical water-quality criteria. To this end, we present a generalized approach for detecting potential ecological thresholds using assemblage-level attributes and a multimetric index (Index of Biological Integrity—IBI) as endpoints in response to numerical changes in water quality. To illustrate the approach, we used existing macroinvertebrate and surface-water total phosphorus (TP) datasets from an observed P gradient and a P-dosing experiment in wetlands of the south Florida coastal plain nutrient ecoregion. Ten assemblage attributes were identified as potential metrics using the observational data, and five were validated in the experiment. These five core metrics were subjected individually and as an aggregated Nutrient–IBI to nonparametric changepoint analysis (nCPA) to estimate cumulative probabilities of a threshold response to TP. Threshold responses were evident for all metrics and the IBI, and were repeatable through time. Results from the observed gradient indicated that a threshold was 50% probable between 12.6 and 19.4 g/L TP for individual metrics and 14.8 g/L TP for the IBI. Results from the P-dosing experiment revealed 50% probability of a response between 11.2 and 13.0 g/L TP for the metrics and 12.3 g/L TP for the IBI. Uncertainty analysis indicated a low (typically 5%) probability that an IBI threshold occurred at 10 g/L TP, while there was 95% certainty that the threshold was 17 g/L TP. The weight-of-evidence produced from these analyses implies that a TP concentration > 12–15 g/L is likely to cause degradation of macroinvertebrate assemblage structure and function, a reflection of biological integrity, in the study area. This finding may assist in the development of a numerical water-quality criterion for TP in this ecoregion, and illustrates the utility of bioassessment to environmental decision-making.  相似文献

We analyzed Hg species distribution patterns among ecosystem compartments in the Everglades at the landscape level in order to explore the implications of Hg distribution for Hg bioaccumulation and to investigate major biogeochemical processes that are pertinent to the observed Hg distribution patterns. At an Everglade-wide scale, THg concentrations were significantly increased in the following order: periphytonEverglades. Mosquitofish THg positively correlated with periphyton MeHg and DOC-normalized water MeHg. The relative THg and MeHg distribution patterns among ecosystem compartments favor Hg bioaccumulation in the Everglades.  相似文献
