: Substantial reductions in municipal water use are feasible without reducing the quality of life. If conservation measures are preplanned, properly engineered, and coordinated, reductions in utility bills for water, waste water, and energy are estimated at $30+per person per year. Installation of devices to reduce water use, engineering plans to prevent malfunctioning of collecting sewers, and engineered process modifications of treatment facilities must be coordinated to achieve full benefits of water conservation. Pollutant discharges to the aquatic environment are reduced in direct proportion to the reduction in water use.  相似文献

ABSTRACT: The cost of water service to rural residents is very high compared to urban areas. This is true even after subsidization by Farmers Home Administration (FmHA) loans and grants. Capital cost data on 44 projects financed by the Ohio office of the FmHA during the period August 1968 to January 1977 are used to derive cost equations for 26 components of rural water distribution systems. These components represent 92 percent of the capital cost of the pipeline distribution systems studied. The data can be used to economically design rural water supply systems from a capital cost viewpoint. More data are needed on operation and maintenance costs as well as central and cluster well costs before totally economic system designs can be undertaken.  相似文献

ABSTRACT: The municipal water conservation options available to meet the goals of a national water conservation policy are evaluated. Water conservation with water conservation devices is shown to offer many significant advantages over education and pricing and metering as a method of accomplishing water conservation goals. ABSTRACT: Concern over the pollution of our lakes and streams has become a major issue in the United States. Sedimentation from sigricultural lands has been identified as a significant factor in water pollution. Some citizens suggest that government should force compliance with soil loss standards, while others suggest that we ask farmers to voluntarily comply. Related questions are “DO farmers think government should be involved in controlling erosion and protecting water quality?”“To what extent should government be involved?” What level of government should be involved? Federal? State? Local?“Why should pay for water quality projects?” Farmers from a small watershed in northeastern Indiana were interviewed before and after a major demonstration project. Their responses suggest that farmers feel that individual landowners should be responsible for controlling erosion and agricultural nonpoint source water pollution. However, over 60 percent of the study fanners indicated that the federal government should play an important role, in terms of both technical and financial assistance.  相似文献

Significant annual variations in population size of most species were evident with greater abundance of most species in wet years. Habitat variables, particularly vegetation structure, were also an important determinant of the abundance of most bird species and tended to mask the impacts of the land use under investigation. Several bird species had benefited from the provision of permanent water at mining and pastoral sites. Other species utilized increased nesting or feeding opportunities associated with the mining operation and increased food supply at the pastoral sites. Crested bellbirds and mixed-feeding flocks of small insectivorous birds were apparently disadvantaged by mining and hence may be useful bioindicators of mining impacts. No bird species or community parameters were identified which could serve as useful early warning bioindicators of pastoral impacts.  相似文献

节能环保产业是打赢污染防治攻坚战的重要支撑,也是推动经济发展的新兴绿色动能。本文利用瓦当设计的政策工具三分法,对当前节能环保产业政策工具进行了分类研究。当前,影响节能环保产业政策的工具主要包括管制型工具、经济型工具、信息型工具三个类型。管制型工具包括指标控制、强制性标准和监督考核等;经济型工具包括财政支持、税收优惠、价格政策、金融政策等;信息型工具包括技术推广机制、产品推广机制等。尽管我国已经初步建立了政策支持体系,但当前政策工具仍然存在一系列不足,管制型工具、经济型工具、信息型工具都有较大的改进调整空间,应当进一步形成规范、合理的管制型制度,以普惠为主而非补助为主的经济型制度,以提供信息服务为主的信息型制度,并以此促进节能环保产业健康、有序发展。  相似文献

Human agency plays a key role in the processes of biological invasions. This comprises not only the human role in the configuration of driving forces or in the perception of the impacts, but also the conceptualization of alien species themselves as an environmental problem. This paper examines different stakeholders' positions in bioinvasion processes at different scales, and it looks at their relevance for the management of invasive species. It compares two cases: the invasion process of Dreissena polymorpha in the Ebro River in Spain and the case of Hydrilla verticillata in Lake Izabal, Guatemala. Our results are structured according to impacts and to management options. The discussion focuses on the relevance of incorporating the different stakeholders' interests and values in the analysis and management of biological invasions. Although social analysis of stakeholders' positions is necessary in order to foster management actions, it also reveals conflicts on the relevant criteria and on the very definition of invasive species.  相似文献

Various approaches have been used to classify large geographical areas into smaller regions of similar water quality or extrapolate water-quality data from a few streams to other unmonitored streams. A combination of some of the strengths of existing techniques is used to develop a new approach for these purposes. In this new approach, referred to here as SPARTA (SPAtial Regression-Tree Analysis), environmental characteristics for each monitored stream are first quantified using a Geographic Information System (GIS) and then regression-tree analysis is used to determine which characteristics are most statistically important in describing the distribution of a specific water-quality constituent. GIS coverages of only the most statistically significant environmental characteristics are then used to subdivide the area of interest into relatively homogeneous environmental water-quality zones. Results from the regression-tree analysis not only define the most important environmental characteristics, but also describe how to subdivide the coverage of the specific characteristic (for example, areas with <26% or ≥26% soil clay content). The resulting regionalization scheme is customized for each water-quality constituent based on the environmental characteristics most statistically related to that constituent. SPARTA was used to delineate areas of similar phosphorus, nitrogen, and sediment concentrations (by including land-use characteristics) and areas of similar potential water quality (by excluding land-use characteristics). The SPARTA approach reduced the variability in water-quality concentrations (phosphorus, total nitrogen, Kjeldahl nitrogen, and suspended sediment) within similarly classified zones from that obtained using the US Environmental Protection Agency's nutrient ecoregions.  相似文献

Hunted wild animals (i.e., bushmeat) are a main source of protein for many rural populations in the tropics, and the unsustainable harvest of these animals puts both human food security and ecosystem functioning at risk. To understand the correlates of bushmeat consumption, we surveyed 1219 households in 121 rural villages near three newly established national parks in Gabon. Through the surveys we gathered information on bushmeat consumption, income, and material assests. In addition, we quantified land cover in a 5-km radius around the village center and distance of the village center to the nearest park boundary. Bushmeat was not a source of income for most households, but it was the primary animal protein consumed. Ninety-seven percent of households consumed bushmeat at least once during a survey period of 12 days. Income or wealth, land cover, distance of village to the nearest park boundary, and level of education of the head of the household were among the factors that significantly related to the likelihood of consuming any of the 10 most commonly consumed species of bushmeat. Household size was the predictor most strongly associated with quantities of bushmeat consumed and was negatively related to consumption. Total bushmeat consumption per adult male equivalent increased as household wealth increased and decreased as distance of villages to park boundaries increased. Bushmeat consumption at the household level was not related to unit values (i.e., price estimates for a good that typically does not have a market value; estimates derived from willingness to sell or trade the good for items of known price) of bushmeat or the price of chicken and fish as potential substitutes. The median consumption of bushmeat at the village level, however, was negatively related to village mean unit values of bushmeat across all species. Our results suggest that a lack of alternative protein sources motivated even the wealthiest among surveyed households to consume bushmeat. Providing affordable, alternative protein sources to all households would likely reduce unsustainable levels of bushmeat consumption in rural Gabon.  相似文献
