/ This paper explores the new politics of western water policy through an examination of the Animas-La Plata water project and implementation of the Endangered Species Act. It is suggested that the focus of western water programming has shifted from the source of distributed funds, the United States Congress, to the agencies originally created to deliver federal benefits because funding for new project construction has not been forthcoming. Under this new system, members of Congress continue to excite their constituents with promises of money for new project starts, while the administrative agencies perform the myriad duties needed to keep these projects alive. The result is that political objectives have replaced operational/management objectives in administrative processes. In this case, the author demonstrates how resource managers in the Bureau of Reclamation manipulated hydrological analysis to control administrative process, why their manipulation was unfair, and perhaps illegal, and why biologists from the US Fish and Wildlife Service accepted the analysis. While ostensibly protecting all interests, the result is that none of the objectives of federal water programming are achieved. Regional Representativeness of Swedish Reference Lakes   总被引:1,自引:1,他引:0  
/ Recent focus has been placed on ecoregion delineations for providing an appropriate framework for monitoring and assessment of region-specific attainable water/habitat quality. Using an ecoregion approach to stratify variance, this study was conducted to determine whether earlier (subjectively) selected Swedish reference lakes may be considered as regionally representative reference sites when compared with a randomly selected lake population. Predictive modeling by discriminant function analysis with lakes classified by ecoregion and lake surface area and six physicochemical variables showed that the greater majority of reference lakes may be considered as regionally representative. The highest proportion of lake "misclassifications" occurred in the boreonemoral ecoregion, a relatively diverse ecoregion of southern Sweden. This apparent bias may be in part be due to the criteria used in selecting regional reference lakes. In the earlier selection of reference lakes emphasis was placed on lakes not being adversely affected by land usage or pollutant discharges, consequently forest lakes were often overrepresented and sites in agricultural areas underrepresented in the selected reference sites. As a complement to predictive modeling, PCA ordination showed the placement of reference lakes within the random lake population and indicated where reference sites might be missing along potentially important ecological gradients. / The last 20 years have seen the successful application of environmental dispute resolution processes, where people voluntarily negotiate toward mutually acceptable solutions, to many environmental disputes. The effects of contextual influences, such as the number of parties and presence of deadlines, on outcomes are known and frequently described. Less well documented and understood are the interaction processes themselves. This paper draws on two case studies to develop a conceptual framework describing these processes. Disputes associated with management planning for the Bob Marshall Wilderness Complex in the United States and Fitzgerald River National Park in Australia provided the cases. The conceptual framework derived had eight sequential stages: (1) joint definition of problems, (2) uncertainty about what to do, (3) agreement on group procedures, (4) realization of interdependence, (5) enthusiasm about collective possibilities, (6) commitment to working together, (7) consolidation of the group, and (8) implementation of a resolution. The framework provides new insights for managers of public wildlands, especially the need for varying but ongoing managerial involvement in dispute resolution processes. High levels of involvement and influence are essential at the beginning in problem definition and group procedure design and at the end in implementing resolutions. Conversely, agency members must be willing to exert less influence, while still being involved and committed to collective purposes, during the middle stages. Also apparent from the conceptual framework is the importance of developing shared understandings and of allowing sufficient time for understanding to develop, if successful resolution is to be achieved. In the agriculture of the future, there is a compelling place for agroecologically-based practices alongside practices based on the best available chemical, genetic, and engineering components. This paper explores this issue in the context of the development and spread of a conservation farming system based on natural vegetative contour buffer strips in smallholder production systems in southeast Asia. Farmers adapted contour hedgerow farming practices into a simpler, buffer-strip system as a labor-saving measure to conserve soil and sustain yields on steeply sloping cropland in Claveria, Mindanao, Philippines. Permanent-ridge tillage systems were also adapted to smallholder farming systems by researchers. Natural vegetative buffer strips resulted in gradually increasing yields, with an estimated benefit of 0.5t/ha/crop. They were seen to increase land values, facilitate investment in more intensive and profitable cropping systems, and expand the land base for food crop agriculture. They induced an institutional innovation of farmer-led Landcare organizations, which have spread this and other agroforestry practices to thousands of households in the southern Philippines.  相似文献

We describe a 4-year-old female child with severe global mental retardation, myoclonic epilepsy, proximal hypotonia and dysmorphisms, whose prenatal diagnosis following amniocentesis revealed a constitutional female karyotype carrying a t(1;15)(q10;p11) familial reciprocal translocation. Post-natal high-resolution karyotype, Fluorescence in situ hybridization (FISH) screening for subtelomeric rearrangements, VNTR search for UPD15 in the blood and fibroblast, and WCP1 and 15 in the mother, failed to provide an explanation for the complex clinical phenotype of the proband. Since the pachytene configuration of the translocated chromosomes defines a high probability of 3:1 segregation, an extensive workup was undertaken to look for a possibly cryptic mosaicism. Four percent of the cells with trisomy 15 was found in the peripheral blood lymphocytes examined by classical cytogenetic technique and interphase FISH analysis. The clinical features associated with cryptic trisomy 15 mosaicism and the problems concerning prenatal diagnosis and genetic counselling for carriers of translocations at high risk of 3:1 segregation are discussed. / An integrated management plan to create favorable nesting habitat for the world-endangered Dalmatian pelicans, was tested at Kerkini irrigation reservoir, a Ramsar wetland. The lake is the major wintering site of Dalmatian pelicans in Europe, where the species lives year-round without breeding. The rise of water level at the reservoir during spring (exceeding 5 m) has an impact on the whole system, including several birds, which lose their nesting habitat. Although the integrity of the wetland demands ecological restoration with changes in its hydrologic regime, local socioeconomic conditions allow only habitat level interventions. During the planning phase of the management plan, both the ecological and social context of the interventions were considered. Monitoring of all pelican habitats and populations provided the scientific basis, while a socioecological survey on knowledge/attitudes of local fishermen toward wetland identified conflicts with specific resources and planned management. To gain public support, a broad information/education program was implemented. The education program for fishermen was based on the findings of the socioecological survey. The in situ management involved experimental construction of floating rafts, platforms over water, dredged-spoil islands, and platforms at various sites of the wetland. Monitoring of the managed habitats showed that most waterbirds used them for resting and roosting. Common terns nested on the rafts, cormorants on the platforms, and Dalmatian pelicans on the man-made island. Under the prevailing hydrologic and weather conditions, islands seem to be the most suitable habitat for pelican nesting. It is concluded that wildlife habitat management should integrate the ecological component, related to the needs of the species and ecosystem, with the social one, expressed by cooperation and involvement of the local community.KEY WORDS: Integrated management; Pelican; Nesting habitat; Habitat management; Reservoir-wetland; Public participation, Greece  相似文献

A retrospective study of the effects of the Tumaco earthquake of 1979 shows a smaller number of deaths and injuries than in earthquakes of similar magnitude that have occurred elsewhere, which is probably related to the type of building. Most of the deaths were caused by a tsunami. Proportionally the mortality was higher in the 0 to 4 age group. Among the injured, most of the lesions were minor. Morbidity was higher in the over 45 years age group, and lower among the "under-fives." There was an evident need for a simple "disaster medical record card." Coordination among the different relief agencies could have been better.  相似文献
