ABSTRACT

This paper analyzes the discursive struggle over the reach and containment of spectacle in environmental politics to provide (a) case study-based evidence of how, on one hand, transnationally shared environmental awareness and concern, emerging in part through spectacle, is translating into expectations of participation and demands for accountability, and (b) how this is already impacting the ways in which environmental politics is being understood and enacted locally, regionally and transnationally. Drawing on recent mediated debate over the Great Barrier Reef, it finds that while the transnational is clearly an ambition for environmental campaigners, and the perception that transnational publics are emerging is already impacting environmental politics, the potency of these publics and their capacity to meaningfully negotiate accountability is yet to be empirically confirmed. Nevertheless, measures to contain spectacle are providing a potency for a transnational public sphere, even if in reality it is still little more than a specter.  相似文献

Great Basin Land Management Planning Using Ecological Modeling   总被引:1,自引:1,他引:0  
This report describes a land management modeling effort that analyzed potential impacts of proposed actions under an updated Bureau of Land Management Resource Management Plan that will guide management for 20 years on 4.6 million hectares in the Great Basin ecoregion of the United States. State-and-transition models that included vegetation data, fire histories, and many parameters (i.e., rates of succession, fire return intervals, outcomes of management actions, and invasion rates of native and nonnative invasive species) were developed through workshops with scientific experts and range management specialists. Alternative restoration scenarios included continuation of current management, full fire suppression, wildfire use in designated fire use zones, wildfire use in resilient vegetation types only, restoration with a tenfold budget increase, no restoration treatments, and no livestock grazing. Under all the scenarios, cover of vegetation states with native perennial understory declined and was replaced by tree-invaded and weed-dominated states. The greatest differences among alternative management scenarios resulted from the use of fire as a tool to maintain native understory. Among restoration scenarios, only the scenario assuming a tenfold budget increase had a more desirable outcome than the current management scenario. Removal of livestock alone had little effect on vegetation resilience. Rather, active restoration was required. The predictive power of the model was limited by current understanding of Great Basin vegetation dynamics and data needs including statistically valid monitoring of restoration treatments, invasiveness and invasibility, and fire histories. The authors suggest that such computer models can be useful tools for systematic analysis of potential impacts in land use planning. However, for a modeling effort to be productive, the management situation must be conducive to open communication among land management agencies and partner entities, including nonprofit organizations.  相似文献

Strategies to reduce, halt, and reverse global declines in marine biodiversity are needed urgently. We reviewed, coded, and synthesized historical and contemporary marine conservation strategies of the Kitasoo/Xai'xais First Nation in British Columbia, Canada to show how their approaches work. We assessed whether the conservation actions classification system by the Conservation Measures Partnership was able to encompass this nation's conservation approaches. All first-order conservation actions aligned with the Kitasoo/Xai'xais First Nation's historical and contemporary marine conservation actions; hereditary chief management responsibility played a key role. A conservation ethic permeates Kitasoo/Xai'xais culture, and indigenous resource management and conservation existed historically and remains strong despite extreme efforts by colonizers to suppress all indigenous practices. The Kitasoo/Xai'xais's embodiment of conservation actions as part of their worldview, rather than as requiring actions separate from everyday life (the norm in nonindigenous cultures), was missing from the conservation action classification system. The Kitasoo/Xai'xais are one of many indigenous peoples working to revitalize their governance and management authorities. With the Canadian government's declared willingness to work toward reconciliation, there is an opportunity to enable First Nations to lead on marine and other conservation efforts. Global conservation efforts would also benefit from enhanced support for indigenous conservation approaches, including expanding the conservation actions classification to encompass a new category of conservation or sacredness ethic.  相似文献

Mean values of eight contaminants in Herring Gull (Larus argentatus) eggs were calculated for 15 Great Lakes sites for the 5 year period 1998–2002. The sites were ranked according to the concentrations of each of seven compounds relative to fish flesh criteria for the protection of piscivorous wildlife, and a single overall rank of contamination was calculated for each site. Based on this weighted ranking scheme, we found that sum PCBs, dioxin and DDE contributed the most (60.2, 30.5% and 8.5%, respectively) to the overall rankings. The weighted ranking scheme showed that eggs from Channel-Shelter Island (Saginaw Bay, Lake Huron), Strachan Island (St. Lawrence River) and Gull Island (northern Lake Michigan) ranked as the three most contaminated sites, while Agawa Rocks (eastern Lake Superior), Chantry Island (southern Lake Huron) and Port Colborne (eastern Lake Erie) ranked as the three least contaminated sites. Two of the three most contaminated sites are Areas of Concern; none of the three least contaminated sites are Areas of Concern.  相似文献

The radon isotope 222Rn and salinity in coastal surface water were mapped on regional scales, to improve the understanding of coastal processes and their spatial variability. Radon was measured with a surface-towed, continuously recording multi-detector setup on a moving vessel. Numerous processes and locations of land-ocean interaction along the Central Great Barrier Reef coastline were identified and interpreted based on the data collected. These included riverine fluxes, terrestrially-derived fresh submarine groundwater discharge (SGD) and the tidal pumping of seawater through mangrove forests. Based on variations in the relationship of the tracers radon and salinity, some aspects of regional freshwater inputs to the coastal zone and to estuaries could be assessed. Concurrent mapping of radon and salinity allowed an efficient qualitative assessment of land-ocean interaction on various spatial and temporal scales, indicating that such surveys on coastal scales can be a useful tool to obtain an overview of SGD locations and processes.  相似文献

Since the mid-1980s, sagebrush rangelands in the Great Basin of the United States have experienced more frequent and larger wildfires. These fires affect livestock forage, the sagebrush/grasses/forbs mosaic that is important for many wildlife species (e.g., the greater sage grouse (Centrocercus urophasianus)), post-fire flammability and fire frequency. When a sagebrush, especially a Wyoming big sagebrush (Artemisia tridentata ssp. wyomingensis (Beetle & A. Young)), dominated area largely devoid of herbaceous perennials burns, it often transitions to an annual dominated and highly flammable plant community that thereafter excludes sagebrush and native perennials. Considerable effort is devoted to revegetating rangeland following fire, but to date there has been very little analysis of the factors that lead to the success of this revegetation. This paper utilizes a revegetation monitoring dataset to examine the densities of three key types of vegetation, specifically nonnative seeded grasses, nonnative seeded forbs, and native Wyoming big sagebrush, at several points in time following seeding. We find that unlike forbs, increasing the seeding rates for grasses does not appear to increase their density (at least for the sites and seeding rates we examined). Also, seeding Wyoming big sagebrush increases its density with time since fire. Seeding of grasses and forbs is less successful at locations that were dominated primarily by annual grasses (cheatgrass (Bromus tectorum L.)), and devoid of shrubs, prior to wildfire. This supports the hypothesis of a "closing window of opportunity" for seeding at locations that burned sagebrush for the first time in recent history.  相似文献

Conflicts between industrial development and environmental conservation can be particularly acute when such development occurs in the vicinity of World Heritage sites. A key example is the Great Barrier Reef World Heritage Area (GBRWHA) in northeastern Australia, where a 2012 review by the World Heritage Council found that rapid port development inshore of the coral reef posed significant risks to local marine ecosystems. Such instances pose pressing challenges for decision‐makers seeking to manage World Heritage sites for multiple values and needs, including those of key stakeholder groups, such as local communities. There is increasingly a societal expectation that public decision‐making takes into account local views and priorities, and that companies seek a ‘social license to operate’. This research explored local community attitudes toward port development associated with the export of liquefied natural gas (LNG) and coal through the GBRWHA. Using data drawn from a survey and interviews, the research examined how a range of geographical factors, including proximity to gas infrastructure and the perceived impacts and risks of development to the local community, economy and environment shape community perceptions of the industry. Findings suggest that local attitudes toward gas and coal terminal development inshore of the GBRWHA are shaped predominantly by community perceptions of environmental impacts and risks associated with such infrastructure, in contrast to a broader public narrative that focuses largely on economic benefits. A complex combination of other factors, including social impacts, personal environmental values, community trust in industry, and equity in decision‐making and distribution of the risks and benefits of industrial development also contribute. Placed in a broader, global context, the findings have important implications for public decision‐making processes in Australia and elsewhere as they suggest that, for local communities, the perceived impacts of gas development on the environment may overshadow the benefits of industry.  相似文献

Many bird populations have recently changed their migratory behavior in response to alterations of the environment. We collected data over 16 years on male Great Bustards (Otis tarda), a species showing a partial migratory pattern (sedentary and migratory birds coexisting in the same breeding groups). We conducted population counts and radio tracked 180 individuals to examine differences in survival rates between migratory and sedentary individuals and evaluate possible effects of these differences on the migratory pattern of the population. Overall, 65% of individuals migrated and 35% did not. The average distance between breeding and postbreeding areas of migrant individuals was 89.9 km, and the longest average movement of sedentary males was 3.8 km. Breeding group and migration distance had no effect on survival. However, mortality of migrants was 2.4 to 3.5 times higher than mortality of sedentary birds. For marked males, collision with power lines was the main cause of death from unnatural causes (37.6% of all deaths), and migratory birds died in collisions with power lines more frequently than sedentary birds (21.3% vs 6.3%). The percentage of sedentary individuals increased from 17% in 1997 to 45% in 2012. These results were consistent with data collected from radio‐tracked individuals: The proportion of migratory individuals decreased from 86% in 1997–1999 to 44% in 2006–2010. The observed decrease in the migratory tendency was not related to climatic changes (temperatures did not change over the study period) or improvements in habitat quality (dry cereal farmland area decreased in the main study area). Our findings suggest that human‐induced mortality during migration may be an important factor shaping the migration patterns of species inhabiting humanized landscapes.  相似文献

Marine product collecting permits are useful management tools for providing information on usage patterns. Unfortunately, usage parameters based on permit issuance are invariably inaccurate because of permit noncompliance. Since noncompliance is a prosecutable offense, any attempt to estimate the rate of noncompliance by direct survey techniques is met with misleading and evasive responses. It has been shown elsewhere that randomized response designs reduce survey response bias to incriminating questions by ensuring respondent anonymity. With the use of the randomized response survey technique, estimates of permit noncompliance were determined for the Capricornia Section of the Great Barrier Reef Marine Park. Noncompliance with the requirement to obtain the prescribed permit was found to be low whereas, once a permit was obtained, noncompliance with specific permit conditions was considered high. Reasons for the high rate of noncompliance with specific conditions are presented, and it is recommended that marine park managers should not unreservedly base management decisions on usage data derived simply from permit issuance.  相似文献

ABSTRACT: Water level fluctuations of the Great Lakes often have created regional controversies among the states and Canadian provinces that share this vast resource. Even though the 100-year range of their water levels is only four to five feet, episodes of high and low Great Lakes water levels have been a recurring problem throughout the twentieth century. The possibility of increased diversion and consumptive use has exacerbated the existing conflicts over how to manage this water resource. A research project evaluated the effects of interbasin diversion on the Great Lakes system and on the industries that depend on the maintenance of historical water levels, namely hydropower and commercial navigation. The simulation approach employed in this research and some of the important findings are presented. The approach is similar to that used in recent government studies of Great Lakes water level regulation. Several significant modifications were made specifically addressing the diversion issue. Aggregate annual impacts to hydropower and shipping resulting from a diversion of 10,000 cubic feet per second were found to vary from 60 to 100 million dollars. Increases in impacts as a function of diversion rate are nonlinear for the navigation industry.  相似文献
