以消防部队为依托的城市公共安全应急系统的硬软件建设

通过对国家"十五"科技攻关课题——"城市公共安全综合试点"历时4年的研究,杭州市以消防部队为主要处置力量,以消防指挥为主要应急体系,对该市公共安全应急系统的硬软件建设进行了探索;借助现代通讯、网络、信息、图像处理与传输、监控等先进技术,通过城市高空望网络、远程监控系统、自动报警系统、移动通讯指挥平台和灭火救援辅助决策系统、危险源辨识、风险和力量评估、综合安全规划等方面的建设,为其他城市的公共安全应急系统的硬软件建设提供了借鉴和参考,从而提高我国城市公共安全应急能力。     

Sex,age, spleen size,and kidney fat of red deer relative to infection intensities of the lungworm <Emphasis Type="Italic">Elaphostrongylus cervi</Emphasis>

We analyzed the relationships among spleen size, body condition (measured as kidney fat), and larval counts of the nematode Elaphostrongylus cervi in red deer (Cervus elaphus). The aim was to investigate the interaction between host body condition and intensity of infection with parasites. As red deer are highly polygynous, we also tested whether these relationships varied with sex and age of the hosts. Kidney fat and spleen size were positively correlated in subadults (2–3 years old) and adults (>3 years old), but not in calves (<1 year old) or yearlings (1–2 years old). Spleen size was negatively associated with nematode load in subadult females and in adult males. These two age classes are potentially the most nutritionally stressed, as subadult hinds are still growing and often engaging in rearing their first calf, and adult stags were sampled just after the rut, which is recognized as a substantial energy drain in this age–sex class, as they compete to hold females during the mating season. Body condition related negatively to parasite count only in adult males. In the context of red deer life history, these findings suggest that spleen size is dependent on body condition and that it could be affected by variation in resource partitioning among immune defense, growth, and reproductive effort in red deer. For the first time in a wild mammal, the spleen mass is shown to be positively related to body condition and negatively related to parasite infection. We conclude that elucidating whether spleen mass reflects immune defense investment or a measure of general body condition should contribute to understanding topical issues in mammal ecology.

特大突水灾害外排水应急处置的工程实践

以徐州矿务集团旗山矿特大水量酸性矿井水突水灾害应急处置的工程实践为例,分别就韩桥矿、旗山矿、白集矿在应急状态下采用的处置工程进行了论述。实践表明,按照因地制宜的原则,尽可能利用现有的塌陷区、排水渠及小河道等,以石灰中和法处理特大水量酸性矿井水,是最快速、最经济、最有效的方案。本实践为类似突水事件的环境应急处置提供了很好的借鉴,具有较大的推广应用价值。     

谈突发性环境污染事件应急处理专家组的作用

摘要：如何及时采取科学手段控制污染,减少对环境和人民生命财产的损失,与专家组的专业水平有着密切的关系。文章结合松花江硝基苯污染、化工原料桶进入江水事件,论述了在突发性环境污染事件中专家组的作用。     

地震应急照片的归集、整理与归档

地震应急工作将会产生很多珍贵的照片,对这些照片的归集、整理和存档一直缺少明确的要求。为了使地震应急,特别是地震现场应急工作的照片档案管理形成统一的管理体系,以陕西省地震局汶川地震现场工作为例,按照（GB／T11821—2002照片档案管理规范》对照片资料的要求,结合工作实践,提出地震应急照片档案管理的思路和实现的途径,以便这些地震应急珍贵图片资料能得到较好的管理与检索。     

Towards a natural disaster intervention and recovery framework

Contemporary responses to facilitate long‐term recovery from large‐scale natural disasters juxtapose between those of humanitarian agencies and governments and those of the affected community. The extent to which these mechanisms articulate is crucial to the recovery propensity of the affected communities. This research examines such action by exploring the relationship between the scale of post‐disaster response interventions, the extent of community participation in them, and their impact on community recovery, using a community wealth capital framework. The investigation was applied to a study of the longer‐term community recovery of the island of Vilufushi, Republic of Maldives, which was almost completely destroyed by the Indian Ocean tsunami of 26 December 2004. Data were analysed through the employment of a pattern match technique and a holistic recovery network analysis. The research framework, informed by the case‐study results, other long‐term recovery evaluations, and existing resilience theory, is reconfigured as a testable roadmap for future post‐disaster interventions.     

基于数值仿真-响应表面法的二沉池优化研究

以长沙市某污水处理厂二沉池为例,采用多相流混合物模型与k-ε湍流模型结合对辐流式二沉池内速度场和污泥浓度场进行了数值模拟.以出水口悬浮物浓度(SS)为响应目标,对影响二沉池沉淀效果的3个影响因素(进水口流速、颗粒污泥粒径、挡板的淹没深度)进行中心复合设计(central composite design,CCD),并经响应表面法分析得到影响出水SS的二次回归模型,确定了二沉池沉降的最佳条件:进水口流速为0.03m·s-1,颗粒污泥粒径为220.41μm,挡板的淹没深度为3.45m,采用数值仿真模拟实验得到出水口悬浮物浓度值为2.4mg·L-1,较优化之前的仿真结果一周平均值6.7mg·L-1相比,其处理效率提高了64.2%.采用数值仿真和响应表面法结合对二沉池工艺条件进行优化研究,可以加速寻优过程,是工艺优化的辅助工具.     

An E. coli SOS-EGFP biosensor for fast and sensitive detection of DNA damaging agents

An E. coli SOS-EGFP biosensor which expresses enhanced green fluorescent protein as a reporter protein under the control of recA gene promoter in SOS response was constructed for detection of DNA damage and evaluation of DNA damaging chemicals. The chemicals that may cause substantial DNA damage will trigger SOS response in the constructed bacterial biosensor, and then the reporter egfp gene under the control of recA promoter is stimulated to express as a fluorescent protein, allowing fast and sensitive fluorescence detection. Interestingly, this biosensor can be simultaneously applied for evaluation of genotoxicity and cytotoxicity. The SOS-EGFP bacterial biosensor provides a sensitive, specific and simple method for detecting known and potential DNA damaging chemicals.
