以吉林西部为研究区,建立地下水流数值模拟模型,分别应用蒙特卡罗方法和拉丁超立方方法在研究区10个县(市)开采量的可行范围内进行采样,经对比选择拉丁超立方抽样结果得到输入(开采量)—输出(水位降深)数据集,建立小波神经网络模型作为地下水流数值模拟模型的替代模型,而后对替代模型有效性作误差分析,并与多元非线性回归替代模型进行对比.结果显示,2种替代模型在功能上都能逼近地下水流数值模拟模型,但小波神经网络模型得到的水位降深均值和水位降深剩余标准差与模拟模型计算结果的相对误差分别低于多元非线性回归模型76%和45%,说明小波神经网络模型更适合作为地下水流数值模拟模型的替代模型,这为减少优化模型求解过程中直接调用模拟模型所造成的计算负荷提供了一种有效的替代方法.  相似文献

新冠肺炎疫情对公众健康造成了极大威胁。针对疫情可能造成的水污染问题,各地生态环境部门均全力加强城市和农村饮用水水源地水质监测预警工作,突出了当前形势下饮用水水源保护工作的重要性。为实现安全饮用水目标,美国在法制体系、组织结构、饮用水水源地风险评估和保护计划等方面积累了丰富的经验,为我国应对疫情、实现饮用水安全保障提供了诸多启示。美国实践经验表明,饮用水水源地保护应建立从废水排放控制到水源地风险防范的全方位、一体化管理体系;完善"从水源地到水龙头"的监测与应急体系;构建分工明确、权责清晰的制度体系;完善公众参与和信息公开,形成多方共治的良好局面。基于美国水源地保护经验,本文研究提出如下建议:加强全国饮用水水源地风险评估,严防医疗污水和城镇生活污水向水源地排放;加强水源地水质监测和预警,提升监测预警水平并制定备用水源等应急响应计划;强化地方政府对水源地的统一监管职能,明确水源地管理部门和水源地水厂的职责分工,加强组织协调和联防联控;完善公众参与和信息公开,增强公众环保意识和"主人翁"意识。  相似文献

中国与欧美寒冷地带采暖耗能的比较   总被引:2,自引:0,他引:2  
论文分别采用我国目前采暖标准和欧美国家的较高采暖标准,对我国严寒和寒冷地区8个城市的采暖耗能及相应的温室气体排放强度与欧美国家同纬度地区进行了对比。结果表明,中国季风气候的特点使严寒和寒冷地区冬季较世界同纬度地区更为寒冷而漫长,居民基本的生存采暖耗能需求高于世界同纬度地区。无论采用中国、德国、美国哪一种采暖标准,中国严寒和寒冷地区采暖强度远高于同纬度的欧美城市,有的城市要高于同纬度欧美城市1倍以上;目前中国严寒和寒冷地区的采暖标准属于维持基本生存必需的较低标准,中国要达到与欧美相同的热舒适水平必然比其他国家增加更多的采暖消耗;即使像目前这样,中国采取较低的采暖标准,而欧美国家采用较舒适的德国或美国标准,中国8个城市中有5~6个城市的采暖强度仍明显高于同纬度欧美城市。  相似文献

Safety reports are mandatory documents in member states of European Union whenever any threshold limits of amounts of either stored or processed hazardous substances are exceeded. After a short introduction to EU Seveso Directives on major-accident hazards involving dangerous substances and to the transposition and implementation by member states, with a brief comment on last 2012/18/EU Directive (also known as Seveso III directive), the paper focuses on drafting of safety reports for industrial activities involving solid explosives. Specifically, the quantitative assessment of consequences from detonation is tackled respect to the side-on overpressure and the debris production. Both direct and inverse problems are illustrated to determine respectively the overpressure value at a given distance, and the explosive amount that allows respecting the regulations. Their solution is based on either analytic or numerical techniques and being based on recent scientific publications on the matter either evaluates or zeroes nonlinear algebraic equations. The availability of these equations avoids grounding the consequences assessment on diagrams and nomograms that otherwise would lead to interpretation and usage errors besides avoiding the automatic solution of the inverse problem. The paper focuses also on details such as embankment, crater, munitions, rocket propellant, building structure, and wall material that, at different levels, play a role in the assessment of detonation consequences. A discussion on debris formation, the available literature, and the evaluation of the impact probability of fragments on both fixed and moving targets closes the paper.  相似文献

Canadian and US marine conservation law, and other related law, was analyzed to determine if it reflected ecological criteria needed to implement connectivity among marine protected areas of the northeast Pacific in the proposed trilateral Baja to Bering Sea (B2B) initiative. The analysis included both nations’ federal laws and those of California, Oregon, Washington, Alaska, and British Columbia. While legal provisions exist already to implement marine protected areas for varying reasons, there is little capacity in most laws to create connectivity among them for conservation purposes. Only California's legislation contained explicit provisions for all the criteria. Other federal, state, and provincial laws, while containing provisions for species at risk and vulnerable habitats, generally lacked explicit provisions for the vital criteria, size of area, migratory patterns, and recruitment patterns. Implementation, future management, and protection of the proposed B2B marine network would be facilitated by amendment of both Canadian and US laws. Some of the ecological criteria are already implied implicitly or vaguely, but they need to be made explicit in the amended law. The legislative model of California could serve as a template for amending the laws of other jurisdictions in the B2B venture.  相似文献

Objective: A 3-phase real-world motor vehicle crash (MVC) reconstruction method was developed to analyze injury variability as a function of precrash occupant position for 2 full-frontal Crash Injury Research and Engineering Network (CIREN) cases.

Method: Phase I: A finite element (FE) simplified vehicle model (SVM) was developed and tuned to mimic the frontal crash characteristics of the CIREN case vehicle (Camry or Cobalt) using frontal New Car Assessment Program (NCAP) crash test data. Phase II: The Toyota HUman Model for Safety (THUMS) v4.01 was positioned in 120 precrash configurations per case within the SVM. Five occupant positioning variables were varied using a Latin hypercube design of experiments: seat track position, seat back angle, D-ring height, steering column angle, and steering column telescoping position. An additional baseline simulation was performed that aimed to match the precrash occupant position documented in CIREN for each case. Phase III: FE simulations were then performed using kinematic boundary conditions from each vehicle's event data recorder (EDR). HIC15, combined thoracic index (CTI), femur forces, and strain-based injury metrics in the lung and lumbar vertebrae were evaluated to predict injury.

Results: Tuning the SVM to specific vehicle models resulted in close matches between simulated and test injury metric data, allowing the tuned SVM to be used in each case reconstruction with EDR-derived boundary conditions. Simulations with the most rearward seats and reclined seat backs had the greatest HIC15, head injury risk, CTI, and chest injury risk. Calculated injury risks for the head, chest, and femur closely correlated to the CIREN occupant injury patterns. CTI in the Camry case yielded a 54% probability of Abbreviated Injury Scale (AIS) 2+ chest injury in the baseline case simulation and ranged from 34 to 88% (mean = 61%) risk in the least and most dangerous occupant positions. The greater than 50% probability was consistent with the case occupant's AIS 2 hemomediastinum. Stress-based metrics were used to predict injury to the lower leg of the Camry case occupant. The regional-level injury metrics evaluated for the Cobalt case occupant indicated a low risk of injury; however, strain-based injury metrics better predicted pulmonary contusion. Approximately 49% of the Cobalt occupant's left lung was contused, though the baseline simulation predicted 40.5% of the lung to be injured.

Conclusions: A method to compute injury metrics and risks as functions of precrash occupant position was developed and applied to 2 CIREN MVC FE reconstructions. The reconstruction process allows for quantification of the sensitivity and uncertainty of the injury risk predictions based on occupant position to further understand important factors that lead to more severe MVC injuries.  相似文献

All U.S. federal agencies administering environmental laws purport to practice adaptive management (AM), but little is known about how they actually implement this conservation tool. A gap between the theory and practice of AM is revealed in judicial decisions reviewing agency adaptive management plans. We analyzed all U.S. federal court opinions published through 1 January 2015 to identify the agency AM practices courts found most deficient. The shortcomings included lack of clear objectives and processes, monitoring thresholds, and defined actions triggered by thresholds. This trio of agency shortcuts around critical, iterative steps characterizes what we call AM‐lite. Passive AM differs from active AM in its relative lack of management interventions through experimental strategies. In contrast, AM‐lite is a distinctive form of passive AM that fails to provide for the iterative steps necessary to learn from management. Courts have developed a sophisticated understanding of AM and often offer instructive rather than merely critical opinions. The role of the judiciary is limited by agency discretion under U.S. administrative law. But courts have overturned some agency AM‐lite practices and insisted on more rigorous analyses to ensure that the promised benefits of structured learning and fine‐tuned management have a reasonable likelihood of occurring. Nonetheless, there remains a mismatch in U.S. administrative law between the flexibility demanded by adaptive management and the legal objectives of transparency, public participation, and finality.  相似文献

Freshwater protected areas are rare even though freshwater ecosystems are among the most imperiled in the world. Conservation actions within terrestrial protected areas (TPAs) such as development or resource extraction regulations may spill over to benefit freshwater ecosystems within their boundaries. Using data from 175 lakes across Ontario, Canada, we compared common indicators of fish‐assemblage status (i.e., species richness, Shannon diversity index, catch per unit effort, and normalized‐length size spectrum slopes) to evaluate whether TPAs benefit lake fish assemblages. Nearest neighbor cluster analysis was used to generate pairs of lakes: inside versus outside, inside versus bordering, and bordering versus outside TPAs based on lake characteristics. The diversity and abundance indicators did not differ significantly across comparisons, but normalized‐length size spectrum slopes (NLSS) were significantly steeper in lakes outside parks. The latter indicated assemblage differences (greater abundances of small‐bodied species) and less‐efficient energy transfer through the trophic levels of assemblages outside parks. Although not significantly different, pollution‐ and turbidity‐tolerant species were more abundant outside parks, whereas 3 of the 4 pollution‐intolerant species were more abundant within parks. Twenty‐one percent of the difference in slopes was related to higher total dissolved solids concentrations and angling pressure. Our results support the hypothesis that TPAs benefit lake fish assemblages and suggest that NLSS slopes are informative indicators for aquatic protected area evaluations because they represent compositional and functional aspects of communities.  相似文献
