A pedagogic problem in forestry and landscape management is to visualize future landscape effects of forest growth and current management activities in the forest. This paper presents a method for forecasting digital image projections of forest landscape dynamics. Static nonlinear regression functions estimate the digital numbers in a Landsat Thematic Mapper image. Regressors used are forest stand variables. By estimating the future forest stand data, based on intermediate treatment and growth, future satellite digital images are created. In a case study example, the future landscape of a forest block in the province of Västernorrland, Sweden, is projected to demonstrate the application of this visualization technique. 相似文献

The California Environmental Quality Act (CEQA) has evolved from a mini-NEPA, first enacted in 1970, into a procedural act
that affects the approval process of all large developments in California. In 1990, California local governments produced
over 1600 environmental impact reports and 30,000 initial studies under CEQA. Because of its widespread use, CEQA has periodically
drawn the attention of the state legislature, most recently in 1993, when over 60 CEQA reform bills were introduced. This
paper describes the CEQA process and evaluates its success at meeting its explicit and implicit goals. The research includes
a statewide survey of CEQA practice, sent to the planning departments of all 513 local governments in California in 1991.
Survey respondents agreed that CEQA helps in evaluating environmental impacts, reducing impacts, informing the public, and
coordinating public agency review. It is effective in reducing the environmental impacts of individual projects, but is not
as effective in improving environmental quality on an areawide scale. This research concludes that CEQA has led to positive
outcomes and is not as deeply flawed as many of its critics claim. Still, CEQA as currently designed may not be the optimal

More than 50,000 tons of hazardous waste are imported and exported worldwide each year. Over 50% of hazardous waste is exported to Southeast Asia, of which leather waste is the major component. The exportation quantities of hazardous waste to Organization of Economic Cooperation and Development (OECD) countries are decreasing while they are on the increase to non-OECD countries. Some of these wastes are intended for recycling purposes but the usage of some others is not stipulated. The hazardous waste importation quantity kept fairly steady from 1997 to 2000, of which ash or residues containing copper or copper compounds were the major component. Under existing regulations and measures, the transboundary movement of hazardous waste cannot be effectively controlled and monitored. In order to ensure environmentally sound hazardous waste management, EPA-Taiwan revised the Waste Disposal Act in 2001 and cooperated with the Industrial Development Bureau (IDB) to promote industrial waste reduction and recycling projects. Recycling operations have become one of the primary strategies for waste management, worldwide. Especially, recycling operations are viewed as among the most effective techniques for reducing the amount of municipal solid waste disposed at landfill sites. Botswana's environmental policy on recycling stipulates, among others, that all waste management authorities should provide information on the classification and quantities of controlled waste targeted for recycling. This paper, therefore, examines the extent to which recycling operations in Botswana have either been conducted in compliance with or in violation of some major environmental requirements as enunciated on statutory guidelines. Compatibility between environmental policies on recycling and actual practice is evaluated focusing on two companies (Dumatau trading and Botswana Tissue) involved in recycling operation. Data from the two companies is complemented by one collected from the Gaborone landfill site. Finally, this study discusses on the role played by various stakeholders in policy formulation and implementation with particular emphasis being placed on a select number of non-governmental organisations (NGO). 相似文献

Conservation decision makers commonly use project‐scoring metrics that are inconsistent with theory on optimal ranking of projects. As a result, there may often be a loss of environmental benefits. We estimated the magnitudes of these losses for various metrics that deviate from theory in ways that are common in practice. These metrics included cases where relevant variables were omitted from the benefits metric, project costs were omitted, and benefits were calculated using a faulty functional form. We estimated distributions of parameters from 129 environmental projects from Australia, New Zealand, and Italy for which detailed analyses had been completed previously. The cost of using poor prioritization metrics (in terms of lost environmental values) was often high—up to 80% in the scenarios we examined. The cost in percentage terms was greater when the budget was smaller. The most costly errors were omitting information about environmental values (up to 31% loss of environmental values), omitting project costs (up to 35% loss), omitting the effectiveness of management actions (up to 9% loss), and using a weighted‐additive decision metric for variables that should be multiplied (up to 23% loss). The latter 3 are errors that occur commonly in real‐world decision metrics, in combination often reducing potential benefits from conservation investments by 30–50%. Uncertainty about parameter values also reduced the benefits from investments in conservation projects but often not by as much as faulty prioritization metrics. 相似文献

Web-based Public Participation Geographic Information Systems (PPGIS) are increasingly used for surveying place values and informing municipal planning in contexts of urban densification. However, research is lagging behind the rapid deployment of PPGIS applications. Some of the main opportunities and challenges for the uptake and implementation of web-based PPGIS are derived from a literature review and two case studies dealing with municipal planning for urban densification in the Stockholm region, Sweden. A simple clustering analysis identified three interconnected themes that together determine the performance of PPGIS: (i) tool design and affordances; (ii) organisational capacity; and (iii) governance. The results of the case studies augment existing literature regarding the connections between the different socio-technical dimensions for the design, implementation and evaluation of PPGIS applications in municipal planning. A cyborg approach to PPGIS is then proposed to improve the theoretical basis for addressing these dimensions together. 相似文献

Formic acid was used for the nitrate reduction as a reductant in the presence of Pd:Cu/γ-alumina catalysts. The surface characteristics of the bimetallic catalyst synthesized by wet impregnation were investigated by SEM, TEM-EDS. The metals were not distributed homogeneously on the surface of catalyst, although the total contents of both metals in particles agreed well with the theoretical values. Formic acid decomposition on the catalyst surface, its influence on solution pH and nitrate removal efficacy was investigated. The best removal of nitrate (50 ppm) was obtained under the condition of 0.75 g/L catalyst with Pd:Cu ratio (4:1) and two fold excess of formic acid. Formic acid decay patterns resembled those of nitrate removal, showing a linear relationship between kf (formic acid decay) and k (nitrate removal). Negligible amount of ammonia was detected, and no nitrite was detected, possibly due to buffering effect of bicarbonate that is in situ produced by the decomposition of formic acid, and due to the sustained release of H2 gas. 相似文献

河口反硝化是削减入海河流氮污染的重要途径,为探明地处亚热带的九龙江河口混合区的反硝化作用,于2010年7月开展13个站位的面上调查,利用N2:Ar法和膜进样质谱分析仪(MIMS)直接测定反硝化产物溶解N2浓度,用吹扫捕集-气相色谱法测定溶解N2O浓度,并估算二者净增量和水气交换通量.结果表明,溶解N2和N2O净增量有明显的区域变化,从淡水端向海域减少,N2净增量为-9.9~66.8μmol.L-1,N2O净增量为4.3~31.5 nmol.L-1;N2O饱和度为170%~562%,平均352%;N2水气通量为-2.9~53.2 mmol.(m2.d)-1,N2 O水气通量为5.2~23.9μmol.(m2.d)-1,N2 O通量占总通量的0.03%~1.2%(平均0.25%).温度和营养盐(氮、磷)是影响九龙江河口区反硝化作用的重要因子;淡水端(盐度〈0.5)反硝化作用及其空间分布主要受硝酸盐含量控制,海水端溶解N2与N2O的增加主要来自淡水端的输送,并受盐度梯度(混合作用)影响. 相似文献
