In 1996, in recognition of concerns about humanitarian response efforts, non- governmental organisations (NGOs) launched the Sphere Project, the first collaborative initiative to produce globally applicable minimum standards for humanitarian response. The aims of the Sphere Project are to improve the effectiveness of humanitarian efforts and to enhance the accountability of the humanitarian system, primarily to those people who have a right to protection and assistance in disasters, as well as to agency members and donors.
This paper discusses the purpose of the Sphere Project, the unique process that brought it about and the major concerns that have been raised about its practical application. Finally, the paper considers the implications of this for improving the impact of humanitarian response and for future initiatives given the process that Sphere has begun. It argues that improved accountability does not start and stop with NGOs. They are just one element of a wider humanitarian response effort and more needs to be done to improve the system as a whole.  相似文献

The study attempted to document beneficiaries’ perceptions on the contributions of Women NGOs (WNGOs) to the socio-economic empowerment of rural women in Akwa Ibom State, Nigeria. The specific objectives of the study included: an assessment of WNGOs contributions to improvements’ in beneficiaries’ socio-economic activities and constraints affecting beneficiaries’ participation in WNGOs activities. An attempt was also made to determine the existence of a significant relationship between the pre and post-participation income of WNGOs beneficiaries. A sample size of 240 respondents from 48 Local Women Groups (LWGs), which are affiliated to three active WNGOs in four states of the Niger Delta were utilized for the study. Findings revealed that WNGOs cater for a broad spectrum of rural women. WNGOs were revealed to affect beneficiaries’ socio-economic statuses through increased income generation, health awareness and acquisition of food processing skills. Constraints affecting beneficiaries’ participation in WNGOs activities include: inadequate credit facilities, and poor utilization of credit advances, resulting in poor loan repayment levels. A direct relationship was also revealed to exist between increased beneficiary exposures to WNGOs credit facilities and increased beneficiary income. It is believed that WNGOs are capable of more effective inputs into human and community development activities. Recommendations are proffered in this respect. The World Bank has shifted its accountability over the past two decades away from borrowing countries towards external groups, such as advocacy non-governmental organizations (NGOs). One conduit for this external accountability is the environmental impact assessment (EM) process. EIA has both theoretical and practical challenges when applied in developing countries, but is bound by Bank guidelines designed in developed countries. Using the Bujagali Falls Hydropower Project, Uganda as a case study, this paper will demonstrate that the increase in external accountability at the World Bank via EIA has a negative effect on governments and civil society in the South and on global governance.  相似文献

The need to involve refugees in their own reproductive health (RH) services has long been recognised, but there is a lack of published examples describing how this can be achieved collaboratively between refugee initiatives, UNHCR, bilateral development organisations and international relief agencies. This paper outlines the work, outputs and lessons learnt of the Reproductive Health Group (RHG), an organisation of Liberian and Sierra Leonean refugee midwives and laywomen providing RH services to fellow refugees in Guinea's Forest Region between 1996 and 2000. Working as part of the Guinean health system, RHG midwives and community facilitators helped make the RH services in their region the most effective in Guinea at the time. Looking at RHG's achievements, the challenges it faced and partly overcame, it is argued that refugee organisations can plan and implement RH services for refugees where UNHCR and its international partners ensure that they receive funding and technical assistance.  相似文献

In Australia, redressing past injustices and recognising Indigenous peoples' spiritual and cultural connections to land have resulted in the return of significant amounts of land to Indigenous people. Parallel to this, in attempts to address declining biodiversity, innovative and neo-liberal approaches to conservation under a new paradigm have been promoted. The role and influence of the non-state sector are increasing, and Indigenous peoples’ involvement in conservation is also growing. This paper reviews the history of conservation and Indigenous social justice policy in Australia. It describes how the social justice agenda has been the primary motivator of returning land to Indigenous Australians, and historically has been the driver and catalyst for Indigenous peoples' involvement in conservation, whilst the conservation agenda has increased conservation on private lands and the role and influence of the non-state conservation sector. The paper reveals how the trajectories of conservation and Indigenous social justice have become intrinsically linked with the emergence of new paradigms, providing opportunities for a propitious niche. Yet it also shows how the two trajectories have manifested themselves with a paradox of disparity; achievements secured under an Indigenous social justice agenda are being enjoyed by conservation under the new paradigm, whilst Indigenous social justice is increasingly becoming dependent on a conservation agenda.  相似文献

Following international interventions in Bosnia-Herzegovina(1) and Iraq, non-governmental organisations (NGOs) have played a central role in delivering humanitarian relief, encouraging participation in new systems of government, and advocating on behalf of marginalised groups. Although intervening agencies have framed such autonomous organisations as unquestionably virtuous, scholars have increasingly questioned the agency of NGOs, pointing to the constraining effects of funding and regulatory mechanisms. This paper contributes to this body of work by offering a detailed examination of legislation requiring NGOs to register with nascent state institutions. Drawing on case study material from Bosnia and Iraq, it argues that NGO registration should not be dismissed as a technical or legal matter, but that it should be embraced as a significant political practice embedded in relations of power. Registration legislation has increased the transparency of NGO funding origins and institutional practices, yet it has simultaneously acted as a barrier to smaller organisations and led to the transmission of international objectives through civil society entities.  相似文献

This paper examines the role played by a network of 12 local non-governmental organisations (NGOs)--the East Coast Development Forum (ECDF)-in the response to the Indian Ocean tsunami ('Asian tsunami') of 26 December 2004, which devastated the east coast of India. It examines how the ECDF sought to meet the needs of affected people through a direct relief programme, a rehabilitation programme focused on the restoration of livelihoods, and through advocacy to press for changes to government programmes to make them inclusive and to ensure that they satisfy the priority needs of the people most affected. The paper concludes that it was the trust and capacity built up through past network activities of the fisher, dalit, and tribal communities that enabled the ECDF to launch an effective response to the tsunami. A lesson to emerge is that the use of similar existing networks could be employed in other disaster responses around the world.  相似文献

In the 'chronically vulnerable areas ' (CVAs) of East Africa a smooth linear transition away from emergency programming towards rehabilitation and long-term development is difficult, if not impossible. This makes uncritical application of the 'relief-to-development ' continuum to programming unhelpful at best, and perhaps counter-productive. This paper is the result of CARE's efforts to review its own programmes – and those of some of its sister agencies – in chronically vulnerable areas in the East Africa region, to derive important lessons learned and to identify areas where improvements are needed. The paper focuses on strategic considerations and decision-making in relation to entry, programme design and strategies for transition and exit.  相似文献

非政府组织是公民社会建设的基本推动力量,由于组织目标公益性,非政府组织相对政府先天具有道义优势,但现有研究少有对其公益目标实现的定量研究。生态与环境保护是非政府组织的传统优势领域,该文在国内首次对非政府组织的区域环境规制水平影响开展了定量研究。利用系统广义矩模型和空间计量模型,基于网络数据搜集、整理形成的分地区非政府组织数据库,对2002-2013年我国省际层面非政府组织组织数量对区域环境规制水平的影响进行了实证检验。研究证实:在省际之间,区域环境规制强度存在显著的空间正相关性,表现为相邻省份同高或同低;在省份内部,环境规制强度存在显著的时间惯性。还定量证实非政府组织可以有效改善区域的环境规制水平,非政府组织组织数量1%的增长在1%统计显著水平可以提升0.5%的环境规制强度。控制变量方面,以财政分权度衡量的地方政府经济发展意愿会显著降低区域环境规制水平;以进出口总额占地区生产总值比重衡量的区域开放度则会显著提升区域环境规制水平,"污染天堂"假说在中国缺乏事实依据,参与国际贸易会显著降低中国的环境污染;单位产出能耗会显著降低区域环境规制水平,且弹性系数大于2。该研究结论是稳健的,不同定义关键变量的回归结果方向一致。该研究从经验上证实非政府组织的发育确实推动了区域环境规制的进步。  相似文献

Gaps and Mismatches between Global Conservation Priorities and Spending   总被引:1,自引:0,他引:1  
Abstract:  Several international conservation organizations have recently produced global priority maps to guide conservation activities and spending in their own and other conservation organizations. Surprisingly, it is not possible to directly evaluate the relationship between priorities and spending within a given organization because none of the organizations with global priority models tracks how they spend their money relative to their priorities. We were able, however, to evaluate the spending patterns of five other large biodiversity conservation organizations without their own published global priority models and investigate the potential influence of priority models on this spending. On average, countries with priority areas received greater conservation investment; global prioritization systems, however, explained between only 2 and 32% of the US$1.5 billion spent in 2002, depending on whether the United States was removed from analyses and whether conservation spending was adjusted by the per capita gross domestic product within each country. We also found little overlap in the spending patterns of the five conservation organizations evaluated, suggesting that informal coordination or segregation of effort may be occurring. Our results also highlight a number of potential gaps and mismatches in how limited conservation funds are spent and provide the first audit of global conservation spending patterns. More explicit presentation of conservation priorities by organizations currently without priority models and better tracking of spending by those with published priorities are clearly needed to help make future conservation activities as efficient as possible.  相似文献
