In recent years, controversy has grown around decisions related to mountaintop removal mining of coal in Central Appalachia, USA. While this mining method can be particularly efficient, it necessitates removal and relocation of huge volumes of earth—permanently altering the natural landform and potentially impacting local environments and communities. Current decision-making systems and regulatory frameworks have been largely ineffective at incorporating the values and concerns of stakeholders. This is due, in part, to contradicting policies, a legacy of distrust, and problems related to scale. Further, the lack of good civic science related to mountaintop mining and meaningful routes for public involvement have also hampered effective decision-making. We propose that the fundamental concepts of public ecology may provide a progressive approach to resolving these complex issues, and examine the challenges that must be met along the way.  相似文献

The scale, duration and intensity of conflicts over mineral resources vary greatly. However, they always involve, in varying proportions, the triad stakeholder model—corporation, state, community—each element of which is internally heterogeneous. Increasingly, new players are entering the scene: international non-governmental organizations (NGOs), environmental grassroots groups, indigenous transnational networks, international aid and development agencies. Nevertheless, conflicts and arrangements around access to and control over mineral resources can take the apparent form of dyadic relationships between companies and local communities, resulting in negotiated company-community agreements, often called “Impact and Benefit Agreements” (IBAs). In our analysis, local agreements on mineral resource governance are seen as building blocks in the production of mining policy “from below”, even though they seem at first sight to exclude the state. This paper argues that these agreements, and the negotiations surrounding them, inform debates around mining through both “horizontal diffusion” (influence on other localities facing similar situations) and “vertical diffusion” (influence on policy design and implementation at upper political and administrative levels). This diffusion may occur in a “positive” sense, effecting further change in line with the intent of the original agreement, or in a “negative” one, actually making substantive change less likely, whether at a community or policy level. We build this argument through two case studies from New Caledonia, in the south-west Pacific, where mining has long been a key issue, especially in the current context of “negotiated decolonization” launched by the 1998 Nouméa Accord.  相似文献

In 1997, Brazil changed the regulatory framework of its oil and gas sector. After this change, a restrict subset of localities started to receive large amounts of oil rents. The goal of this paper is to evaluate whether such rents distributed under this law contributed to improving some social indicators relative to the national average in the eligible municipalities. We used a “difference-in-differences” measurement to compare changes in selected social indicators within affected Municipalities in the last two decades, taking the unaffected districts as control group. The Municipal data on social indicators were collected from three National Censuses, conducted in 1991, 2000 and 2010. Results show that royalties had a positive and statistically significant impact on household’s access to electric wiring, piped water and waste collection, as well as in the decrease of illiteracy rate. This means the eligible districts were able to improve some of their social indicators in the long-run.  相似文献

We revisit the Tragedy of the Commons in a dynamic overlapping generations economy populated of shepherds who decide how many sheep they let graze on a common parcel of land, while relying on different forms of rationality (Nash players and Kantian players). We examine the dynamics of moral behaviors and land congestion when the prevalence of different types evolves over time following a vertical/oblique socialization process à la Bisin and Verdier (2001). We study the impact of a quota and of a tax on the congestion of land, and we show that introducing a quota may, in some cases, reduce the proportion of Kantians, and worsen the Tragedy of the Commons with respect to the laissez-faire. Ignoring the dynamics of moral traits may lead governments to implement policies that make the Tragedy worse than at the laissez-faire, even though such policies would work well for a fixed population composition.  相似文献

In regions where snowfall historically has been a defining seasonal characteristic of the landscape, warming winters have reduced the depth, duration, and extent of snowpack. However, most management and conservation has focused on how aboveground wildlife will be affected by altered snow conditions, even though the majority of species that persist through the winter do so under the snowpack in a thermally stable refugium: the subnivium. Shortened winters, forest management practices, and winter recreation can alter subnivium conditions by increasing snow compaction and compromising thermal stability at the soil–snow interface. To help slow the loss of the subnivium in the face of rapidly changing winter conditions, we suggest managers adopt regional conservation plans for identifying threatened snow‐covered environments; measure and predict the effects land cover and habitat management has on local subnivium conditions; and control the timing and distribution of activities that disturb and compact snow cover (e.g., silvicultural practices, snow recreation, and road and trail maintenance). As a case study, we developed a spatially explicit model of subnivium presence in a working landscape of the Chequamegon National Forest, Wisconsin. We identified landscapes where winter recreation and management practices could threaten potentially important areas for subnivium persistence. Similar modeling approaches could inform management decisions related to subnivium conservation. Current climate projections predict that snow seasons will change rapidly in many regions, and as result, we advocate for the immediate recognition, conservation, and management of the subnivium and its dependent species.  相似文献

以MIL-53(Al)和铁盐为原料,采用浸渍-焙烧的方法,制备了Fe_2O_3/MIL-53(Al)类芬顿催化剂.通过扫描电子显微镜(SEM)、射透射电子显微镜(TEM)、X射线衍射仪(XRD)、傅里叶变换红外光谱仪(FTIR)及X射线光电子能谱仪(XPS),对Fe_2O_3/MIL-53(Al)、MIL-53(Al)及Fe_2O_3 3种材料的理化性质进行了表征.以亚甲基蓝为相关材料催化类芬顿反应氧化性能的指示剂,考察了Fe_2O_3/MIL-53(Al)、MIL-53(Al)及Fe_2O_3 3种材料催化类芬顿反应的活性.探讨了Fe_2O_3/MIL-53(Al)催化活性强化的相关作用机制.研究结果表明,Fe_2O_3/MIL-53(Al)的物化结构特征是以赤铁矿为主的纳米Fe_2O_3颗粒均匀、离散地分布在MIL-53(Al)之上,纳米Fe_2O_3颗粒尺寸大多集中在1~5 nm.与未负载纳米Fe_2O_3相比,其分散性和颗粒尺寸都展现出潜在优越性.Fe_2O_3/MIL-53(Al)材料催化类芬顿反应降解水溶液中亚甲基蓝的效果是未负载纳米Fe_2O_3的4.8倍(以反应速率常数计),且TOC去除率亦有明显优势.自由基猝灭实验结果表明Fe_2O_3/MIL-53(Al)催化类芬顿降解污染物的主要活性氧类物质为羟基自由基.MIL-53(Al)孔结构发达、孔分布均匀及孔尺寸较小且均一等结构特征,导致负载其中的Fe_2O_3具有孔道负载量大、颗粒分布离散且均匀、颗粒粒径小且均一等特点,从而强化了纳米Fe_2O_3催化类芬顿反应氧化降解水中污染物的性能.  相似文献

In this paper, we extend the debate on the resource curse by focusing on a new mechanism. Theoretically, resource abundance may have a negative influence on financial development by impacting trade openness, the demand for financial reforms, social capital accumulation and productive investments. Using provincial panel data of China, the empirical analysis confirms such a negative link between mineral resource abundance and financial development. The resource-rich regions tend to have a slower pace of financial development than resource-poor ones. Since the positive relationship between financial development and long-run growth is also confirmed by the analysis, our findings suggest that financial development constitutes an important mechanism through which resource abundance can impact economic performance.  相似文献

It is well recognized that for the producing companies hedging the commodity price using financial products like forwards or futures has become an important part of the company's production process. But apart from the direct impacts of hedging on the production and hedging costs the use of financial products affects the financing of the company: hedging the volatile commodity prices leads to a reduction of the risk premium the company has to pay for its debt capital, since hedging contributes to more confidence of the investors in the redemption of the debt. In this paper we therefore analyze this dependency of hedging and financing and derive optimal hedging extents for companies in different market situations based on a long-term model. By hedging the commodity price, companies can realize a surplus in profits. Thereby, the optimal hedging extent for a monopolist is often up to 100%, whereas for companies in a polypolistic market the optimum is always less than 100%. These results are illustrated by examples for a producing company.  相似文献

For industries in which where market prices of certain inputs are not available, measuring the degree of market power by using the markup over the marginal market cost may be inappropriate. With regard to the Korean iron and steel manufacturing industry, which is subject to environmental regulations, the calculation of the price of abatement capital is hindered by a lack of relevant data. To increase the reliability of market power markups, this paper estimates the restricted cost function in which abatement capital is assumed to be quasi-fixed at an optimal level and the supply relation. The degree of market power for the industry, measured as the ratio of the estimated market power markup to the supply price, was estimated to be 0.54 on average between 1982 and 2001. The results indicate that ignoring environmental regulations can overstate the degree of market power by approximately 12%.  相似文献

More than 10% of the labor force that works in Antofagasta lives in other regions, commuting on average more than 800 km in a shift system that allows working several days in a row followed by several days off. The mining industry is the main contractor of such workers and the impact of the process spreads through the rest of the Chilean territory.Using an input-output approach, this paper shows that a significant amount of resources generated by the mining industries in the Region of Antofagasta goes to other regions in wages earned by commuters who have decided to work in this region but live in another. The commuting process seems to be driven by centripetal forces that support centralization, thus arguing for regional policies to promote the attractiveness of the peripheral regions.  相似文献
