Area of habitat (AOH) is defined as the “habitat available to a species, that is, habitat within its range” and is calculated by subtracting areas of unsuitable land cover and elevation from the range. The International Union for the Conservation of Nature (IUCN) Habitats Classification Scheme provides information on species habitat associations, and typically unvalidated expert opinion is used to match habitat to land-cover classes, which generates a source of uncertainty in AOH maps. We developed a data-driven method to translate IUCN habitat classes to land cover based on point locality data for 6986 species of terrestrial mammals, birds, amphibians, and reptiles. We extracted the land-cover class at each point locality and matched it to the IUCN habitat class or classes assigned to each species occurring there. Then, we modeled each land-cover class as a function of IUCN habitat with (SSG, using) logistic regression models. The resulting odds ratios were used to assess the strength of the association between each habitat and land-cover class. We then compared the performance of our data-driven model with those from a published translation table based on expert knowledge. We calculated the association between habitat classes and land-cover classes as a continuous variable, but to map AOH as binary presence or absence, it was necessary to apply a threshold of association. This threshold can be chosen by the user according to the required balance between omission and commission errors. Some habitats (e.g., forest and desert) were assigned to land-cover classes with more confidence than others (e.g., wetlands and artificial). The data-driven translation model and expert knowledge performed equally well, but the model provided greater standardization, objectivity, and repeatability. Furthermore, our approach allowed greater flexibility in the use of the results and uncertainty to be quantified. ABSTRACT: In the last 30 years, the National Resource Conservation Service's TR‐55 and TR‐20 models have seen a dramatic increase in use for stormwater management purposes. This paper reviews some of the data that were originally used to develop these models and tests how well the models estimate annual series peak runoff rates for the same watersheds using longer historical data record lengths. The paper also explores differences between TR‐55 and TR‐20 peak runoff rate estimates and time of concentration methods. It was found that of the 37 watersheds tested, 25 were either over‐ or under‐predicting the actual historical watershed runoff rates by more than 30 percent. The results of this study indicate that these NRCS models should not be used to model small wooded watersheds less than 20 acres. This would be especially true if the watershed consisted of an area without a clearly defined outlet channel. This study also supports the need for regulators to allow educated hydrologists to alter pre‐packaged model parameters or results more easily than is currently permitted. 相似文献

A cost-effectiveness analysis was performed to evaluate the competitiveness of seminatural Free Water Surface (FWS) wetlands
compared to traditional wastewater-treatment plants. Six scenarios of the service costs of three FWS wetlands and three different
wastewater-treatment plants based on active sludge processes were compared. The six scenarios were all equally effective in
their wastewater-treatment capacity. The service costs were estimated using real accounting data from an experimental wetland
and by means of a market survey. Some assumptions had to be made to perform the analysis. A reference wastewater situation
was established to solve the problem of the different levels of dilution that characterize the inflow water of the different
systems; the land purchase cost was excluded from the analysis, considering the use of public land as shared social services,
and an equal life span for both seminatural and traditional wastewater-treatment plants was set. The results suggest that
seminatural systems are competitive with traditional biotechnological systems, with an average service cost improvement of
2.1-fold to 8-fold, according to the specific solution and discount rate. The main improvement factor was the lower maintenance
cost of the seminatural systems, due to the self-regulating, low artificial energy inputs and the absence of waste to be disposed.
In this work, only the waste-treatment capacity of wetlands was considered as a parameter for the economic competitiveness
analysis. Other goods/services and environmental benefits provided by FWS wetlands were not considered.

Abstract: Conservation biology has provided wildlife managers with a wealth of concepts and tools for use in conservation planning; among them is the surrogate species concept. Over the past 20 years, a growing body of empirical literature has demonstrated the limited effectiveness of surrogates as management tools, unless it is first established that the target species and surrogate will respond similarly to a given set of environmental conditions. Wildlife managers and policy makers have adopted the surrogate species concept, reflecting the limited information available on most species at risk of extirpation or extinction and constraints on resources available to support conservation efforts. We examined the use of surrogate species, in the form of cross‐taxon response‐indicator species (that is, one species from which data are used to guide management planning for another, distinct species) in the Sacramento‐San Joaquin Delta, California (U.S.A.). In that system there has been increasing reliance on surrogates in conservation planning for species listed under federal or state endangered species acts, although the agencies applying the surrogate species concept did not first validate that the surrogate and target species respond similarly to relevant environmental conditions. During the same period, conservation biologists demonstrated that the surrogate concept is generally unsupported by ecological theory and empirical evidence. Recently developed validation procedures may allow for the productive use of surrogates in conservation planning, but, used without validation, the surrogate species concept is not a reliable planning tool. 相似文献

The U.S. Endangered Species Act (ESA) requires that the “best available scientific and commercial data” be used to protect imperiled species from extinction and preserve biodiversity. However, it does not provide specific guidance on how to apply this mandate. Scientific data can be uncertain and controversial, particularly regarding species delineation and hybridization issues. The U.S. Fish and Wildlife Service (FWS) had an evolving hybrid policy to guide protection decisions for individuals of hybrid origin. Currently, this policy is in limbo because it resulted in several controversial conservation decisions in the past. Biologists from FWS must interpret and apply the best available science to their recommendations and likely use considerable discretion in making recommendations for what species to list, how to define those species, and how to recover them. We used semistructured interviews to collect data on FWS biologists’ use of discretion to make recommendations for listed species with hybridization issues. These biologists had a large amount of discretion to determine the best available science and how to interpret it but generally deferred to the scientific consensus on the taxonomic status of an organism. Respondents viewed hybridization primarily as a problem in the context of the ESA, although biologists who had experience with hybridization issues were more likely to describe it in more nuanced terms. Many interviewees expressed a desire to continue the current case‐by‐case approach for handling hybridization issues, but some wanted more guidance on procedures (i.e., a “flexible” hybrid policy). Field‐level information can provide critical insight into which policies are working (or not working) and why. The FWS biologists’ we interviewed had a high level of discretion, which greatly influenced ESA implementation, particularly in the context of hybridization. 相似文献

Increasing recognition of the human dimensions of natural resource management issues, and of social and ecological sustainability and resilience as being inter-related, highlights the importance of applying social science to natural resource management decision-making. Moreover, a number of laws and regulations require natural resource management agencies to consider the “best available science” (BAS) when making decisions, including social science. Yet rarely do these laws and regulations define or identify standards for BAS, and those who have tried to fill the gap have done so from the standpoint of best available natural science. This paper proposes evaluative criteria for best available social science (BASS), explaining why a broader set of criteria than those used for natural science is needed. Although the natural and social sciences share many of the same evaluative criteria for BAS, they also exhibit some differences, especially where qualitative social science is concerned. Thus we argue that the evaluative criteria for BAS should expand to include those associated with diverse social science disciplines, particularly the qualitative social sciences. We provide one example from the USA of how a federal agency − the U.S. Forest Service − has attempted to incorporate BASS in responding to its BAS mandate associated with the national forest planning process, drawing on different types of scientific information and in light of these criteria. Greater attention to including BASS in natural resource management decision-making can contribute to better, more equitable, and more defensible management decisions and policies. 相似文献

Water samples from streams and springs in the Great Smoky Mountains National Park were analyzed for fecal coliform, fecal streptococcus, and total coliform bacteria. Levels of bacteria were found to be highly variable but related to elevation, time of year, type of water source, and water level of the streams. Visitors did not seem to be major contributors to bacterial contamination. Levels of fecal coliform and total coliform in most water samples were unsuitable for drinking without treatment. Tennessee state standards for body contact recreation (swimming and wading) were exceeded in a few samples but none from streams suitable for swimming. As a result of these findings, park managers increased efforts to inform visitors of the need to treat drinking water and removed improvements at backcountry springs which tended to give the springs the image of safe, maintained water sources. 相似文献

Theory into Practice: Implementing Ecosystem Management Objectives in the USDA Forest Service 总被引:5,自引:1,他引:5
In the United States and around the world, scientists and practitioners have debated the definition and merits of ecosystem management as a new approach to natural resource management. While these debates continue, a growing number of organizations formally have adopted ecosystem management. However, adoption does not necessarily lead to successful implementation, and theories are not always put into practice. In this article, we examine how a leading natural resource agency, the United States Department of Agriculture Forest Service, has translated ecosystem management theory into concrete policy objectives and how successfully these objectives are perceived to be implemented throughout the national forest system. Through document analysis, interviews, and survey responses from 345 Forest Service managers (district rangers, forest supervisors, and regional foresters), we find that the agency has incorporated numerous ecosystem management components into its objectives. Agency managers perceive that the greatest attainment of such objectives is related to collaborative stewardship and integration of scientific information, areas in which the organization has considerable prior experience. The objectives perceived to be least attained are adaptive management and integration of social and economic information, areas requiring substantial new resources and a knowledge base not traditionally emphasized by natural resource managers.
