This paper examines the process and outcome of participatory methods for stakeholder identification. We used focus group style participatory methodology to engage local residents in identifying key sub-groups relevant to conservation in Boumba, Niger. We then conducted a quantitative pictorial recognition study to measure the diversity of local useful plant knowledge across groups. The community identified six gender and age-class groupings relevant to the study. The effect of a participant''s gender, socially-defined age class or the interaction of the two factors on the number of plants recognized varied by plant use. Medicinal plant knowledge was highest among elders. Food plant knowledge of food plants increased with age for women only. Where as the interaction of age and gender was strongest on fodder plant knowledge, where mid-aged men scored highest. We reflect on the impact that heterogeneity of local botanical knowledge has on our understanding of local natural resource use and the strengths of using a participatory approach to identifying the stakeholder groups which underlie this heterogeneity.  相似文献

A stakeholder dialogue was embedded in the ATEAM project to facilitate the development and dissemination of its European-wide vulnerability assessment of global change impacts. Participating stakeholders were primarily ecosystem managers and policy advisers interested in potential impacts on ‘Agriculture’, ‘Forestry’, ‘Water’, ‘Carbon storage’, ‘Biodiversity’ and ‘Mountain environments’ sectors. First, stakeholder dialogue approaches to integrated assessment are introduced. Methodological considerations on stakeholder selection and dialogue implementation and evaluation follow. The dialogue content and process are evaluated from the perspectives of stakeholders and scientists. Its usefulness in the research process and the relevance of outcomes for stakeholders are particularly considered. The challenging compromises required to perform innovative research, which seeks to achieve both peer scientific credibility and societal relevance, are emphasized. Effective stakeholder dialogues play a substantial role in raising the visibility and meaningfulness of vulnerability assessments as critical means to improve awareness on global change and its potential worrying impacts on society. They further provide scientists with critical information on ecosystem management and sectoral adaptive capacity. These processes of mutual learning and knowledge exchange moreover foster a better understanding of the potential and limits of global change modelling and vulnerability assessment for policy and ecosystem management.

The paper gives an account of the development and implementation of a stakeholder management framework at Ream National Park, Cambodia. Firstly, the concept of stakeholder is reviewed in management and in conservation literatures. Secondly, the context in which the stakeholder framework was implemented is described. Thirdly, a five-step methodological framework is suggested: (1) stakeholder analysis, (2) stakeholder mapping, (3) development of generic strategies and workplan, (4) presentation of the workplan to stakeholders, and (5) implementation of the workplan. This framework classifies stakeholders according to their level of influence on the project and their potential for the conservation of natural resources. In a situation characterized by conflicting claims on natural resources, park authorities were able to successfully develop specific strategies for the management of stakeholders. The conclusion discusses the implications of the Ream experience and the generalization of the framework to other protected areas.  相似文献

Environmental communication scholarship is critical to the success of sustainability science. This essay outlines three pressing areas of intersection between the two fields. First, environmental communication scholarship on public participation processes is essential for sustainability science's efforts to link knowledge with action. Second, sustainability science requires collaborations across diverse institutional and disciplinary boundaries. Environmental communication can play a vital role in reorganizing the production and application of disciplinary knowledge. Third, science communication bridges environmental communication and sustainability science and can move communication processes away from one-way transmission models toward engaged approaches. The essay draws on Maine's Sustainability Solutions Initiative to illustrate key outcomes of a large project that has integrated environmental communication into sustainability science.  相似文献

It is increasingly clear that a wide range of stakeholders should be included in the problem formulation phase of research aimed at solving environmental problems; indeed the inclusion of stakeholders at this stage has been formalized as an integral part of ecological risk assessment. In this paper, we advocate the additional inclusion of stakeholders in the refinement of research methods and protocols and in the execution of the research, rather than just at the final communication and reporting phase. We use a large study of potential radionuclide levels in marine biota around Amchitka Island as a case study. Amchitka Island, in the Aleutian Island Chain of Alaska, was the site of three underground nuclear tests (1965-1971). The overall objective of the biological component of the study was to collect a range of marine biota for radionuclide analysis that could provide data for assessing current food safety and provide a baseline for developing a plan to monitor human and ecosystem health in perpetuity. Stakeholders, including regulators (State of Alaska), resource trustees (US Fish and Wildlife Service, State of Alaska), representatives of the Aleut and Pribilof Island communities, the Department of Energy (DOE), and others, were essential for plan development. While these stakeholders were included in the initial problem formulation and approved science plan, we also included them in the refinement of protocols, selection of bioindicators, selection of a reference site, choice of methods of collection, and in the execution of the study itself. Meetings with stakeholders resulted in adding (or deleting) bioindicator species and tissues, prioritizing target species, refining sampling methods, and recruiting collection personnel. Some species were added because they were important subsistence foods for the Aleuts, and others were added because they were ecological equivalents to replace species deleted because of low population numbers. Two major refinements that changed the research thrust were (1) the inclusion of Aleut hunters and fishers on the biological expedition itself to ensure that subsistence foods and methods were represented, and (2) the addition of a fisheries biologist on a NOAA research trawler to allow sampling of commercial fishes. Although the original research design called for the collection of biota by Aleut subsistence fishermen, and by a commercial fishing boat, the research was modified with continued stakeholder input to actually include Aleuts and a fisheries biologist on the expeditions to ensure their representation. The inclusion of stakeholders during the development of protocols and the research itself improved the overall quality of the investigation, while making it more relevant to the interested and affected parties. Final responsibility for the design and execution of the research and radionuclide analysis rested with the researchers, but the process of stakeholder inclusion made the research more valuable as a source of credible information and for public policy decisions.  相似文献

Large infrastructure projects such as new roads, railways and nuclear plants have often suffered from public opposition, causing significant delays and costs. In many cases poor engagement between the supporters of construction and the public have contributed to this. Therefore, this paper proposes a novel design framework with the aim of improving public engagement at an early design stage. Following a modified quality function deployment (QFD) process, it enables incorporation of public preferences into the design process, thus helping to improve the social acceptability of large infrastructure projects and reduce costs related to opposition and delays. The application of the framework is illustrated by a case study related to design of nuclear power plants.  相似文献

Multistakeholder collaboration in the environmental realm has been increasing steadily over the past decade. This trend is responding to several stimuli, including dissatisfaction with current regulatory regimes, a liberal economic climate emphasizing global competitiveness and short-term returns, and the growing roles of the business and nongovernmental organization sectors in the environmental policy arena. This paper grows out of ethnographic research conducted between 1994 and 1998 with four environmental partnerships in Europe and the United States. The research found all of these partnerships to be marked by practices of conflict minimization and diffusion. Drawing upon illustrative data from one of these case studies, a European Union level initiative aimed at enabling sustainable development in Europe, the paper asks why this was the case, especially given the diverse political and economic interests at stake and the history of contentious relations between the sectors in other venues. Employing a theoretical perspective highlighting the sociohistoric factors involved in these processes, the paper suggests that this proclivity toward nonconfrontational behavior stems in part from two sources: a prominent cultural model that conceptualizes the partnership process as fundamentally nonconflictual in nature, and the promotion of the discourse of ecological modernization over other competing discourses. The paper explores some of the implications of this finding and concludes that environmental partnerships characterized by such nonconfrontational practices risk inadvertently encouraging the delegitimization of conflictual approaches to environmental action and engendering a retreat from radical thinking and innovative environmental solutions.  相似文献

/ The extent and use of industry-reported environmental data are increasing, warranting an in-depth analysis of this information. This paper reviews the environmental reporting guidelines issued by several business and nonprofit organizations and evaluates the environmental reports published by the Fortune 50 companies, half of which publish reports. After describing the history of environmental reporting and the content of the guidelines, a comparative evaluation is made to indicate the types of companies producing reports, the topics reported, the intended audiences, the scope and depth of the material reported, and the effectiveness of the reports as communication devices. These reports are mechanisms to enhance a firm's image, public relations, and marketing and are aimed largely at concerned individuals, affected communities, and investors. Significant differences in the content and the depth of reports are seen as firms report on topics that are perceived by the public as high risks. The most complete reports are published by industries with poor or controversial public images, e.g., the chemical and timber industries. Still, no report provided information that was sufficient for comprehensive or comparative analyses of environmental performance. Coastal management is a collective action. As such, it depends for its effective implementation on the cooperation of a multitude of stakeholders, i.e. civic organizations, economic interest groups, environmental groups, governmental agencies, scientists and other individuals. Where ‘effective implementation’ implies the achievement of targeted objectives within targeted time horizons and ‘cooperation’ connotes that stakeholders elect to pursue cooperative strategies that may yield higher gains for all stakeholders instead of competitive strategies that may maximize individual benefits. Thus, the fundamental challenge of Coastal Zone Management (CZM) is to maximize the effectiveness of this management by maximizing and sustaining stakeholder cooperation. I submit that sustainable cooperation can be maximized and nurtured for its voluntariness only by a process-oriented, cooperative CZM. The alternative, outcome-oriented, normative CZM can force, directly or indirectly, cooperation but it cannot sustain it. My purpose in this paper, is to highlight arguments supporting this view as well as the analytical challenges of cooperative ICZM. Certain points are also viewed in the light of preliminary findings of a research project designed to probe these challenges.  相似文献

Studies have shown that ecological restoration projects are more likely to gain public support if they simultaneously increase important human services that natural resources provide to people. River restoration projects have the potential to influence many of the societal functions (e.g., flood control, water quality) that rivers provide, yet most projects fail to consider this in a comprehensive manner. Most river restoration projects also fail to take into account opportunities for revitalization of large-scale river processes, focusing instead on opportunities presented at individual parcels. In an effort to avoid these pitfalls while planning restoration of the Sacramento River, we conducted a set of coordinated studies to evaluate societal impacts of alternative restoration actions over a large geographic area. Our studies were designed to identify restoration actions that offer benefits to both society and the ecosystem and to meet the information needs of agency planning teams focusing on the area. We worked with local partners and public stakeholders to design and implement studies that assessed the effects of alternative restoration actions on flooding and erosion patterns, socioeconomics, cultural resources, and public access and recreation. We found that by explicitly and scientifically melding societal and ecosystem perspectives, it was possible to identify restoration actions that simultaneously improve both ecosystem health and the services (e.g., flood protection and recreation) that the Sacramento River and its floodplain provide to people. Further, we found that by directly engaging with local stakeholders to formulate, implement, and interpret the studies, we were able to develop a high level of trust that ultimately translated into widespread support for the project.  相似文献
