The servicising approach in vineyard protection is considered a valid alternative to achieve decoupling between the economic and environmental performance of viticulture. In this paper, a policy package is designed to promote the uptake of a servicised model of vineyard protection in an area of smallholding viticulture. In doing so, a specific methodology based on a step by step protocol has been followed that aims to come up with a package that is effective, implementable and socially as well as politically acceptable. The paper concludes on the importance of combining several policy instruments in a policy package to realise the political objective. The proposed viable policy package includes incentives that support the companies’ shift towards offering crop protection solutions, further development of IPM solutions and instruments that encourage farmers to reduce the use of pesticides and collectively hire crop protection services. 相似文献

海岛是海洋生态系统的重要组成部分,保护海岛生态环境是推进海洋生态文明建设、保护海洋生态环境的重要方面。海岛居民是保护海岛生态环境的主体之一,研究海岛居民环境友好行为的影响因素,引导和鼓励海岛居民主动采取环境友好行为是改善海岛生态环境的有效途径。本研究在梳理国内外相关文献的基础上,对海岛居民环境友好行为的概念、类型及影响因素进行理论分析,建立包含生态管理行为、消费行为、说服行为、公民行为四个环境友好行为变量,环境态度、环境保护知识、环境经历、社会政策、行为约束五个影响因素变量在内的理论模型。结合海岛生态环境和海岛居民的特点,设计海岛居民版环境友好行为测量量表,并在长岛县进行问卷调查,运用描述性统计分析、结构方程模型分析探究海岛居民环境友好行为的影响因素及影响因素间的内在关系。研究发现:①海岛居民环境友好行为总体水平差异较大,难度较低的环境友好行为实施较好,而难度较高的实施较差;影响因素变量中,环境态度积极,环境经历丰富,环境保护知识掌握较好,相关社会政策较为不利,行为约束偏中性。②环境态度、环境经历、社会政策对海岛居民环境友好行为具有显著正向影响。③环境保护知识对环境态度具有显著正向影响,但对海岛居民环境友好行为无显著影响,存在“知易行难”现象。行为约束对海岛居民环境友好行为无显著影响。④环境经历不仅直接影响海岛居民环境友好行为,而且通过环境态度对海岛居民环境友好行为施加间接影响。基于研究结论,提出了改善海岛居民环境友好行为的对策建议。 相似文献

Conservation policy sits at the nexus of natural science and politics. On the one hand, conservation scientists strive to maintain scientific credibility by emphasizing that their research findings are the result of disinterested observations of reality. On the other hand, conservation scientists are committed to conservation even if they do not advocate a particular policy. The professional conservation literature offers guidance on negotiating the relationship between scientific objectivity and political advocacy without damaging conservation science's credibility. The value of this guidance, however, may be restricted by limited recognition of credibility's multidimensionality and emergent nature: it emerges through perceptions of expertise, goodwill, and trustworthiness. We used content analysis of the literature to determine how credibility is framed in conservation science as it relates to apparent contradictions between science and advocacy. Credibility typically was framed as a static entity lacking dimensionality. Authors identified expertise or trustworthiness as important, but rarely mentioned goodwill. They usually did not identify expertise, goodwill, or trustworthiness as dimensions of credibility or recognize interactions among these 3 dimensions of credibility. This oversimplification may limit the ability of conservation scientists to contribute to biodiversity conservation. Accounting for the emergent quality and multidimensionality of credibility should enable conservation scientists to advance biodiversity conservation more effectively. 相似文献

Ornamental horticulture has been identified as an important threat to plant biodiversity and is a major pathway for plant invasions worldwide. In this context, the family Cactaceae is particularly challenging because it is considered the fifth most threatened large taxonomic group in the world; several species are among the most widespread and damaging invasive species; and Cactaceae is one of the most popular horticultural plant groups. Based on the Convention on International Trade in Endangered Species of Wild Flora and Fauna and the 11 largest online auction sites selling cacti, we documented the international cactus trade. To provide an in‐depth look at the dynamics of the industry, we surveyed the businesses involved in the cactus trade in South Africa (a hotspot of cactus trade and invasions). We purchased seeds of every available species and used DNA barcoding to identify species to the genus level. Although <20% of this trade involved threatened species and <3% involved known invasive species, many species were identified by a common name. However, only 0.02% of the globally traded cacti were collected from wild populations. Despite a large commercial network, all South African imports (of which 15% and 1.5% were of species listed as threatened and invasive, respectively) came from the same source. With DNA barcoding, we identified 24% of the species to genus level. Based on our results, we believe that if trade restrictions are placed on the small proportion of cacti that are invasive and there is no major increase in harvesting of native populations, then the commercial trade in cactus poses a negligible environmental threat. However, there are currently no effective methods for easily identifying which cacti are traded, and both the illicit harvesting of cacti from the wild and the informal trade in invasive taxa pose on‐going conservation challenges. 相似文献

International trade in exotic pets is an important and increasing driver of biodiversity loss and often compromises the standards required for good animal welfare. We systematically reviewed the scientific and gray literature and used the United Nations Environment Programme ‐ World Conservation Monitoring Centre (UNEP‐WCMC) Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) trade database to establish temporal and geographical trade patterns of live exotic birds, mammals, and reptiles and to describe trends in research, taxonomic representation, and level of threat and legal protection of species traded. Birds were the most species‐rich and abundant class reported in trade; reptiles were second most abundant but unusually the most studied in this context; and mammals were least abundant in trade. Mammalian and reptilian species traded as pets were more likely to be threatened than expected by random. There have been a substantial number of Appendix I listed captive‐bred mammals and birds and wild‐caught birds and reptiles reported in trade to CITES. We identified the Middle East's emerging role as a driver of demand for exotic pets of all taxa alongside the well‐established and increasing role of South America and Southeast Asia in the market. Europe, North America, and the Middle East featured most heavily in trade reports to CITES, whereas trade involving South America and Southeast Asia were given most emphasis in the literature. For effective monitoring of and appropriate response to the international exotic pet trade, it is imperative that the reliability and detail of CITES trade reports improve and that scientific research be directed toward those taxa and locations that are most vulnerable. Conservation organizations have increasingly raised concerns about escalating rates of illegal hunting and trade in wildlife. Previous studies have concluded that people hunt illegally because they are financially poor or lack alternative livelihood strategies. However, there has been little attempt to develop a richer understanding of the motivations behind contemporary illegal wildlife hunting. As a first step, we reviewed the academic and policy literatures on poaching and illegal wildlife use and considered the meanings of poverty and the relative importance of structure and individual agency. We placed motivations for illegal wildlife hunting within the context of the complex history of how wildlife laws were initially designed and enforced to indicate how hunting practices by specific communities were criminalized. We also considered the nature of poverty and the reasons for economic deprivation in particular communities to indicate how particular understandings of poverty as material deprivation ultimately shape approaches to illegal wildlife hunting. Biodiversity offsets aim to counterbalance the residual impacts of development on species and ecosystems. Guidance documents explicitly recommend that biodiversity offset actions be located close to the location of impact because of higher potential for similar ecological conditions, but allowing greater spatial flexibility has been proposed. We examined the circumstances under which offsets distant from the impact location could be more likely to achieve no net loss or provide better ecological outcomes than offsets close to the impact area. We applied a graphical model for migratory shorebirds in the East Asian–Australasian Flyway as a case study to explore the problems that arise when incorporating spatial flexibility into offset planning. Spatially flexible offsets may alleviate impacts more effectively than local offsets; however, the risks involved can be substantial. For our case study, there were inadequate data to make robust conclusions about the effectiveness and equivalence of distant habitat-based offsets for migratory shorebirds. Decisions around offset placement should be driven by the potential to achieve equivalent ecological outcomes; however, when considering more distant offsets, there is a need to evaluate the likely increased risks alongside the potential benefits. Although spatially flexible offsets have the potential to provide more cost-effective biodiversity outcomes and more cobenefits, our case study showed the difficulty of demonstrating these benefits in practice and the potential risks that need to be considered to ensure effective offset placement. 相似文献

‘Bringing the state back in’ to research on comparative, inter-, and trans-national environmental politics and policy will contribute to better understanding of the limits and prospects of contemporary approaches to environmental politics and the overall evolution of contemporary states once environmental issues become central. The rationale for the state as an analytical perspective in environmental policy and politics is explained, and an empirically oriented concept of the environmental state is introduced, along with a tentative sketch of its evolution in historical perspective. A research agenda on the environmental state is mapped out, centring around variation and convergence in environmental states across space and time; the political/economic dynamics of contemporary environmental states; and inter-linkages among environmental problems, the constitution of political communities, and the functioning of the public power. Intensification of existing urban areas is currently a major item on the policy agenda of the Ontario and Canadian governments. As part of the urban intensification drive, brownfield sites have become major candidates for redevelopment. Governments at all levels have initiated policies and programmes to encourage their remediation and redevelopment. This paper reports the findings of a qualitative exploration of brownfield redevelopment in London, Canada. Through in-depth interviews (n?=?17) with key stakeholders involved in brownfield redevelopment, the study explores the level of participation in brownfield redevelopment, barriers to brownfield redevelopment in the city, and perceptions about financial incentives in the city's Brownfield Community Improvement Plan. The study found that despite the availability of financial incentives, the overall private sector participation in brownfield redevelopment is low due to barriers such as competition from greenfield, risk, cost, negative public perception of brownfields, and complex remediation processes. The paper provides policy suggestions that may contribute to a more active participation in brownfield redevelopment in the city. 相似文献
