英那河水库扩建工程运营后，大坝加高，出现了水库水体富营养化和水库水温分层现象。本文运用国内外推广使用的数学模型，对水库水温分层及水库富营养化的程度进行了预测，提出了水温分层对下游用水影响对策及控制水库水体富营养化的具体措施。     

Time in a bottle: challenges to disaster studies in Latin America and the Caribbean

LA RED (Network of Social Studies on the Prevention of Disasters in Latin America) has become the most influential group analysing disasters in Latin America and the Caribbean. Its contributions have paved the way for a new way of understanding disasters, disaster risk, and their management, concerning: (i) that disasters are not natural, but socially constructed; (ii) the inherent nexus between disaster risk, development, and the environment; (iii) the significance of small‐ and medium‐sized disasters and extensive and intensive risks; (iv) disaster risk management at the local level; and (v) integrated disaster risk research and the need for forensic investigations of disasters. As a result of this unification of challenges, intellectual communities of connected individuals were formed. Nonetheless, a focus on territorial management, exposure, and vulnerability remains a challenge for academia. In addition, the labyrinths of disaster risk governance must be disentangled by other stakeholders, such as national authorities, policymakers, and practitioners.     

Salem Revisited: Updating the MTBE Controversy

In all, 20 innocent persons were executed in 1692 as a result of the hysteria attending the Salem witch trials. After the executions, the court was prohibited from "reliance on spectral and intangible evidence". No prosecutions were successful thereafter. See generally, The Salem Witch Trials 1692: A Chronology of Events , at www.salemweb.com/memorial This article provides background information regarding the emerging controversies involving methyl tert -butyl ether (MTBE) and litigation involving leaking underground storage tanks (USTs) in general. It examines (1) the administrative, legislative and litigation history of MTBE in the context of the Clear Air Act and state environmental statues; (2) the importance of applicable RCRA (Resource Conservation and Recovery Act) deadlines regarding UST compliance in these cases; (3) the question of MTBE toxicity for personal injury claims; and (4) the scope of damages available in cases filed by plaintiffs who are not physically impacted by contamination. The authors conclude that the MTBE controversy does not appear to be a legitimate public health or environmental crisis, but rather is yet another speculative product of the American legal industry.     

Natural environmental impact assessment: A rational approach

A method is presented which combines environmental indices and estimates of inputs from various land uses to aid in environmental impact assessments. Unweighted pair/group cluster analyses are used to obtain relationships between easily observable environmental indices, such as vegetation types, soils, and geology, based on their mutual recurrence. These relationships are shown by using an ordination technique which shows the nature of complex impacts on a natural system. Results are used to develop anenvironmental effects sequence diagram based on known scientific and engineering principles and observed natural relationships. The diagram may be used in conjunction with land use data to estimate the possible magnitude of impacts on the pre-existing system which may result from such land use. Several examples are developed which quantify inputs from various land uses and which compare them with environmental inputs including point source and non-point source liquid and atmospheric emmissions, land modifications, and resource consumption. Known average values are used and a separate comparison is made in describing the vast differences between the project phases of construction versus longterm operation. A hypothetical environmental impact assessment is given for a small residential development in Chambers County, Texas, U.S. of A.
