Environmental tax reform could bear heavily on manufacturing sectors that are energy intensive and highly traded, in particular if their options for adapting technology are limited. However, to the extent that such sectors can pass on the cost of the environmental taxes through higher prices charged to their customers, they will not suffer a lasting drop in profitability or output. To assess pricing power in key sectors, a model of long-run price setting behaviour is specified and tested. Significant and plausible results emerged from this exercise. Of the six sectors analysed, the Basic metals sector revealed least pricing power and, hence, greatest vulnerability, and the Non-metallic minerals sector revealed most pricing power. The results indicated that the world price, proxied by the US price, was less of a constraint than the EU price, proxied by the German price. Thus, international competitiveness fears are reduced not just where there is good potential for adapting technology but also if application of environmental tax reform is EU-wide.  相似文献

This paper examines a first version of a Comprehensive Action Determination Model (CADM) of ecological behaviour that incorporates intentional, normative, situational, and habitual influences on environmentally friendly behaviour. The main assumptions of the theory of planned behaviour (TPB), the norm-activation model (NAM), the theoretical concept of habit and the ipsative theory of behaviour were integrated into a comprehensive model. The model was tested using a structural equation modelling approach on a sample of 389 students in the domain of travel mode choice and compared to established less comprehensive models (TPB, NAM and a combination of both). The results show that all compared models had a good to excellent model fit and explained a substantial amount of variation in travel mode choice. The CADM, however, explained the greatest degree of variation as compared with the other models, at 65%. Subjective and objective situational constraints were responsible for most of the variation in travel mode choice in the CADM, but intentions and habits also had a significant impact. The influence of social and personal norms was mediated by habits and intention, while habits moderated the relationship between intention and behaviour. The importance of the CADM as a framework for other domains of ecological behaviour is also discussed.  相似文献

Abstract

This paper addresses the relevance of the demand side for the achievement of sustainable transport in urban areas. The underlying thesis is that a better understanding of user habits, perceptions and attitudes with its specific dynamics is essential for a successful design of targeted transport policies. In line with this, the paper at hand is based on research that aims at improving the knowledge of urban-transport-related habits and attitudes of young adults. The results of three interview meetings that were held in Karlsruhe, Budapest, and Copenhagen with participants aged between 20 and 30 are presented. Background of the interviews is a range of studies that indicate that young people in urban areas seem to be less interested in cars than the generation before. And indeed, the interview meetings reveal that participants had a rather pragmatic attitude towards transport modes. They wished a transport system that is flexible, convenient and cheap. Despite many differences, most participants showed rather positive attitudes towards policies supporting alternatives to car-based transport. However, it will be crucial for policy shaping to what extent the observed behaviour patterns and attitudes will persist over time.  相似文献

The management of municipal waste is one of the most emotive local environmental issues in the UK at present and represents a key sustainability “battleground” as local authorities seek to reduce waste arisings and encourage the reuse and recycling of materials among households. Within the literature on household waste management, a broad range of disciplinary perspectives and practical recommendations exist and it is the aim of this paper to step back and take stock of the role of households and communities in resource consumption and waste generation patterns across the UK within recent decades. By exploring the household in this context, trends in consumption and waste generation are outlined in addition to key influencing factors such as lifestyles and well-being, demographics and environment. Finally, key lessons learnt, challenges faced going forward and approaches for developing more sustainable practices at the household, community and national levels are discussed.  相似文献

The authors analysed a proportional valve with electrical position feedback for its failure behaviour. Severalfailures were introduced into the feedback loop, especially into the 2 solenoids and the inductive positiontransducer. The behaviour of the valve for square and ramp reference signals was recorded and systematicallyanalysed. It was shown that failures could be detected by monitoring the residual signal from the equipmentunder control or the residual signal from the sensor. It was possible to achieve the safe position within twice thenormal response time of the valve by switching off the current of both solenoids. The application of these resultsfor a new generation of safe proportional valves is discussed. The use of the results of these investigationsobviates the need for redundancy of the electrical position monitoring arrangement in a safe proportionalvalve.  相似文献

One of the dimensions treated as part of a company’s safety culture or climate is workers’ attitudes towards risk and safety. In the present study these personal aspects are defined as workers’ safety culture, which is understood as a way of acting focused on life and taking care of one’s health. A questionnaire on safety culture was filled out by 200 employees of a metallurgical enterprise. Factor analysis was used to determine empirical scales of the questionnaire, whereas variance analysis was used to test hypotheses. The results confirmed the hypotheses that people who experienced accidents, dangerous situations, and—to a lesser extent—health problems had a lower level of safety culture. Nevertheless not all of the scales determined during factor analysis turned out to be significant as far as all kinds of those undesirable situations are concerned. Proposals for future studies are formulated in the conclusion.  相似文献

Animals often show a strong antipredatory response when they are exposed to their most deadly predator. In northern vole populations, the least weasel, Mustela nivalis nivalis, is probably the most important predator of voles. Because of its small size and slender body shape, the least weasel is capable of hunting voles in their burrows. However, small voles can potentially escape weasel predation by selecting holes smaller than those weasels can enter. We studied the choice of nest holes and refuges by two species of voles under simulated predation risk. In a laboratory experiment, voles were provided with four nest boxes as refuges, with individually adjusted entrance sizes. When exposed to the odour of a weasel, voles did not choose the smallest opening; they rather seemed to trade full protection for easy and immediate access by choosing the nest box with an intermediate entrance size. When outside the nest at the time when a weasel entered the arena, voles avoided the refuges with the smallest holes. In addition to using refuges on ground level, voles climbed on top of the boxes as an escape reaction, as well as exhibiting a variety of behavioural responses, such as fast running, freezing and sneaking.Communicated by P.A. Forest and land fires in Southeast Asia have many social, economic, and environmental impacts. Tropical peatland fires affect global carbon dynamics, and haze from peat fires has serious negative impacts on the regional economy and human health. To mitigate these fire-related problems, forest and land management agencies require an early warning system to assist them in implementing fire prevention and management plans before fire problems begin. Fire Danger Rating Systems (FDRS) were developed for Indonesia and Malaysia to provide early warning of the potential for serious fire and haze events. In particular, they identify time periods when fires can readily start and spread to become uncontrolled fires and time periods when smoke from smouldering fires will cause an unacceptably high level of haze. The FDRS were developed by adapting components of the Canadian Forest Fire Danger Rating System, including the Canadian Forest Fire Weather Index (FWI) System and the Canadian Forest Fire Behavior Prediction (FBP) System, to local vegetation, climate, and fire regime conditions. A smoke potential indicator was developed using the Drought Code (DC) of the FWI System. Historical air quality analysis showed that the occurrence of severe haze events increased substantially when DC was above 400. An ignition potential indicator was developed using the Fine Fuel Moisture Code (FFMC) of the FWI System. Historical hot spot analysis, grass moisture, and grass ignition studies showed that fire occurrence and the ability for grass fires to start and spread dramatically increased when FFMC > 82. The Initial Spread Index (ISI) of the FWI System was used to develop a difficulty of control indicator for grassland fires, a fuel type that can exhibit high rates of spread and fire intensity. This ISI-based indicator was developed using the grass fuel model of the FBP System, along with a standard grass fuel load and curing level estimated from previous Indonesian studies. Very high fire intensity is expected in grasslands when ISI ≥ 6. To provide early warning, the FDRS identifies classes of increasing fire danger as the FFMC, DC, and ISI approach these key threshold values. The Indonesian FDRS is now operated nationally at the Indonesian Meteorological and Geophysical Agency. The Malaysian Meteorological Service operates the Malaysian FDRS and displays regional outputs for the Association of Southeast Asian Nations. The FDRS are being used by forestry, agriculture, environment, and fire and rescue agencies to develop and implement fire prevention, detection, and suppression plans.  相似文献

The fetal behaviour of asymmetrical growth retarded fetuses was compared with that of a control group of healthy fetuses. Fetuses underwent simultaneous cardiotocographic and echographic examinations for two consecutive hours at 36–38 weeks of gestation. The distribution of gross fetal body movements, fetal breathing movements and fetal eye movements was analysed during the different fetal heart rate patterns. Furthermore, the incidence and organization of fetal behavioural states was investigated. The degree of vascular peripheral resistance was also evaluated by means of pulsed doppler ultrasonic equipmznt. Growth retarded fetuses were divided into two groups on the basis of the presence or absence of end diastolic flow in the fetal thoracic descending aorta. Growth retarded fetuses showed a delay in the integration of behavioural patterns and a lower coincidence of behavioural states. These findings are particularly evident in the fetuses with a severe increase of peripheral vascular resistance (absence of end diastolic flow in descending aorta). Thus, we suggest that a delay in central nervous system development is present in asymmetrical growth retarded fetuses and that there is a possible relationship of this delay to the degree of peripheral vascular resistance.  相似文献
