Resource managers require objective methodologies to optimize decisions related to forest road deactivation and other aspects of road management, especially in steep terrain, where road-related slope failures inflict extensive environmental damage. Decision analysis represents a systematic framework that clearly identifies real options and critical decision points. This framework links current decisions with expected future outcomes and provides advantages such as a common currency to systematically explore the liability consequences of limited budget expenditures to road deactivation and other road-related activities. Furthermore, the decision framework prevents the analysis from becoming hopelessly entangled by the vast number of possibilities generated by the alternative occurrences, magnitudes, and consequences of landslide/debris flow events and provides the information required for the first step of an adaptive management process. Here, a structured analysis of potential environmental risks for a road deactivation project in coastal British Columbia, Canada is presented. The application of decision analysis generates a ranking of the expected benefits of proposed deactivation activities on various road sections. The ranking distinguishes between road sections that offer high expected benefit from those that offer moderate to low expected benefit. Seventeen of 171, 100–m road segments accounted for 18% of the cumulative cost and 98% of the cumulative expected net benefits from road deactivation. Furthermore, the cost of deactivating a section of road is related to the expected benefit from such deactivation, thus providing the basis for more effective resource allocation and budgeting decisions.  相似文献

Sources and sinks of carbon associated with forests depend strongly on the management regime and spatial patterns in potential productivity. Satellite remote sensing can provide spatially explicit information on land cover, stand-age class, and harvesting. Carbon-cycle process models coupled to regional climate databases can provide information on potential rates of production and related rates of decomposition. The integration of remote sensing and modeling thus produces spatially explicit information on carbon storage and flux. This integrated approach was employed to compare carbon flux for the period 1992–1997 over two 165-km2 areas in western Oregon. The Coast Range study area was predominately private land managed for timber production, whereas the West Cascades study area was predominantly public land that was less productive but experienced little harvesting in the 1990s. In the Coast Range area, 17% of the land base was harvested between 1991 and 2000. Much of the area was in relatively young, productive-age classes that simulations indicate are a carbon sink. Mean annual harvest removals from the Coast Range were greater than mean annual net ecosystem production. On the West Cascades study area, a relatively small proportion (< 1%) of the land was harvested and the area as a whole was accumulating carbon. Geographically explicit analysis tools are needed to assess forest health indicators that are measured over large regions. Spatial scan statistics can be used to detect spatial or spatiotemporal clusters of forests representing hotspots of extreme indicator values. This paper demonstrates the approach through analyses of forest fragmentation indicators in the southeastern United States and insect and pathogen indicators in the Pacific Northwest United States. The scan statistic detected four spatial clusters of fragmented forest including a hotspot in the Piedmont and Coastal Plain region. Three recurring clusters of insect and pathogen occurrence were found in the Pacific Northwest. Spatial scan statistics are a powerful new tool that can be used to identify potential forest health problems.  相似文献

Recreational activities can have major impacts on vegetation and wildlife in frequently visited forests. We assessed forest perception and knowledge (state, functions, and species diversity) among hikers and mountain bikers in a frequently visited, seminatural suburban recreation forest (Muttenz) and in a more distantly situated, naturally grown excursion forest (Wasserfallen) in northwestern Switzerland. In all, 239 hikers and 126 mountain bikers were interviewed. Mountain bikers in both forests and hikers in the more intensely used recreation forest at Muttenz assessed the state of the forest less optimistically and showed a higher awareness of the negative impact of recreational activities on the flora and fauna than hikers at Wasserfallen. Furthermore, mountain bikers seemed aware of the social conflicts caused by their activity, since they appreciated neutral or positive encounters with other forest visitors. In contrast, 57% of hikers at Muttenz reported on negative experiences with other forest visitors, particularly with mountain bikers. In general, the interviewees ecological and biological forest knowledge (forest type and function, species diversity) was rather high. A large proportion was aware of the pros and cons of different forest conditions for plants and animals, and could name or recognize at least some plant and/or animal species typical for the visited forest. The forest knowledge was neither influenced by the type of recreational activity carried out nor by any aspect of forest visit behavior (frequency and duration of forest visits, means of transportation and travel distance to forest). However, the interviewees forest knowledge was influenced by their age and educational level.  相似文献

Visual Aesthetic Quality of Northern Ontario's Forested Shorelines   总被引:1,自引:0,他引:1  
Only a few empirical studies on forest aesthetics have adopted a water-based perspective for observers and have investigated the perceived visual quality of forested shorelines. In forested environments with many lakes, such as the boreal forest in the Canadian Shield, individuals have greater exposure to forests from water-based rather than in-stand vantage points. This study employed the psychophysical research direction to explore the relationships between scenic beauty and biophysical characteristics of the forested shorelines in the boreal forests. Two model forms were tested. One model related the variation of shoreline forest aesthetic evaluations of near-vista views (140 m offshore) to a set of forest mensuration data. Tree size, tree mortality, conifer shrubs, tree density, amount of hardwood, and slope explained 60.2% of the variance in scenic beauty between the study sites. A second model was calibrated to test the relationship between an already existing ecosystem vegetation classification system and the aesthetic evaluations of the same forested shorelines. When the ecosystem classification was simplified to eight groups, the model explained 48.5% of variance. These models suggest that the psychophysical approach to studying aesthetics can be applied successfully to near-vista evaluations of scenic beauty. The finding that a forest ecosystem classification system is highly related to scenic beauty suggests that, at least in the boreal forest, managers can reasonably estimate the scenic beauty of forested shoreline environments from an ecosystem classification, with little need for intensive data on these sites.  相似文献

Recent legislation to initiate vegetation management in the Central Sierra hydrologic region of California includes a focus on corresponding changes in water yield. This served as the impetus for developing a combined geographic information system (GIS) and simulation assessment framework. Using the existing vegetation density condition, together with proposed rules for thinning to reduce fire risk, a set of simulation model inputs were generated for examining the impact of the thinning scenario on water yield. The approach allows results to be expressed as the mean and standard deviation of change in water yield for each 1-km2 map cell that is thinned. Values for groups of cells are aggregated for typical watershed units using area-weighted averaging. Wet, dry, and average precipitation years were simulated over a large region. Where snow plays an important role in hydrologic processes, the simulated change in water yield was less than 0.5% of expected annual runoff for a typical watershed. Such small changes would be undetectable in the field using conventional stream flow analysis. These results suggest that use of water yield increases to help justify forest-thinning activities or offset their cost will be difficult.  相似文献

What Is a Good Public Participation Process? Five Perspectives from the Public   总被引:12,自引:1,他引:11  
It is now widely accepted that members of the public should be involved in environmental decision-making. This has inspired many to search for principles that characterize good public participation processes. In this paper we report on a study that identifies discourses about what defines a good process. Our case study was a forest planning process in northern New England and New York. We employed Q methodology to learn how participants characterize a good process differently, by selecting, defining, and privileging different principles. Five discourses, or perspectives, about good process emerged from our study. One perspective emphasizes that a good process acquires and maintains popular legitimacy. A second sees a good process as one that facilitates an ideological discussion. A third focuses on the fairness of the process. A fourth perspective conceptualizes participatory processes as a power struggle—in this instance a power play between local landowning interests and outsiders. A fifth perspective highlights the need for leadership and compromise. Dramatic differences among these views suggest an important challenge for those responsible for designing and carrying out public participation processes. Conflicts may emerge about process designs because people disagree about what is good in specific contexts.  相似文献

Benefits-based management seeks to provide recreation benefits for recreation participants by managing the physical environments in which recreation occurs. This study investigates the relationship between benefits desired by visitors and the physical, social, and managerial characteristics of settings that facilitate realization of recreation benefits. Data such as perceived benefits from recreation experiences, setting attributes that significantly influenced perceived benefits, and sociodemographic variables were collected from 376 visitors to Sorak-san National Park in the eastern part of the Korean peninsula. Cluster analysis was used to group visitors' desired benefits into 12 domains: relationship with nature/scenery, escaping pressure, learning about nature, family togetherness, introspection, exploration, autonomy/achievement, being with friends, leading others, skills/learning, risk taking, and meeting/observing new people. Multiple regression was used to link benefit domains with the characteristics of settings. The social attribute of recreation settings was linked to eight of the ten benefit domains. There were two statistically strong multiple regression correlations: (1) between domain of “relationship with nature /scenery” and the attributes “forest/water,”“attractive nature,” and “facility/maintenance” and (2) between the domain of “escaping pressure” and the attributes “attractive nature” and “social.” The results of this study are useful to managers in their efforts to provide recreation opportunities for visitors to achieve beneficial outcomes.  相似文献

Fire occurrences and their sources were monitored in Emas National Park, Brazil (17°49′–18°28′S; 52°39′–53°10′W) from June 1995 to May 1999. The extent of burned area and weather conditions were registered. Forty-five fires were recorded and mapped on a GIS during this study. Four fires occurred in the dry winter season (June–August; 7,942 ha burned), all caused by humans; 10 fires occurred in the seasonally transitional months (May and September) (33,386 ha burned); 31 fires occurred in the wet season, of which 30 were caused by lightning inside the park (29,326 ha burned), and one started outside the park (866 ha burned). Wet season lightning fires started in the open vegetation (wet field or grassy savanna) at a flat plateau, an area that showed significantly higher fire incidence. On average, winter fires burned larger areas and spread more quickly, compared to lightning fires, and fire suppression was necessary to extinguish them. Most lightning fires were patchy and extinguished primarily by rain. Lightning fires in the wet season, previously considered unimportant episodes, were shown to be very frequent and probably represent the natural fire pattern in the region. Lightning fires should be regarded as ecologically beneficial, as they create natural barriers to the spread of winter fires. The present fire management in the park is based on the burning of preventive firebreaks in the dry season and exclusion of any other fire. This policy does not take advantage of the beneficial effects of the natural fire regime and may in fact reduce biodiversity. The results presented here stress the need for reevaluating present policies and management procedures concerning fire in cerrado conservation areas.  相似文献

Numerous analyses of the possible impacts of future climatic changes on tree species composition have been published for both lowland and high-elevation forests. Most of these studies were based on the application of forest "gap" models, and the vast majority of them considered only changes in the average of climatic parameters over time. In this study, we use a unique data set on reconstructed past climatic variations to analyse forest dynamics simulated by the forest gap model ForClim. This analysis forms the basis for a systematic exploration of the ecological effects of changing means vs. changing variability of climate on central European forests. A reconstruction of historical climate covering the last 470 years in the Swiss lowlands (ClimIndex) is extrapolated to a transect across the alpine (cold) treeline and used to simulate the influence of climate variations on the time scale of decades on forest biomass and tree species composition at both sites. While the simulation at the low-elevation site shows little sensitivity to climate variations, the results from upper subalpine forests suggest that two major dieback events would have occurred at elevations above the current but below the climatic tree line, induced by clusters of exceptionally cold summers. The results are in agreement with available dendrochronological data and with documentary evidence on massive negative impacts on flora and fauna at high elevations during these periods. We conclude that ForClim is capable of capturing the effects on tree population dynamics of climate variability at these sites as reconstructed from the ClimIndex record. A factorial design is used to address the sensitivity of ForClim to changes of the long-term averages vs. changes of the variability of monthly temperature and precipitation data. To this end, the simulated tree species composition of near-natural forests is examined along a climate gradient in Europe. The results indicate that there are three types of forest response: (1) little sensitivity to both kinds of change, (2) strong sensitivity to changes in the means, but little sensitivity to changing variability, and (3) strong sensitivity to changing variability at least in parts of the examined climate space. Half of the cases investigated fall under the third category, suggesting that emphasis should be placed on also assessing the sensitivity of ecosystems to future changes in climate variability rather than on changes of average values alone.
