ABSTRACT: This study was undertaken to investigate the cost effectiveness of selected arsenic avoidance methods. Annual costs of reverse osmosis (RO), activated alumina (AA), bottled water, and rented and purchased water coolers for various household sizes in Maine were compared. Relative ranking of systems shows that RO ($411 annually) is the most cost effective, followed by AA ($518) and one‐gallon jugs of water ($321 to $1,285), respectively, for households larger than one person. One‐gallon jugs ($321) followed by 2.5‐gallon jugs ($358) of water were found to be the most cost effective for households of one person or for households with arsenic III concentrations of 0.02 to 0.06 mg/L and arsenic V concentrations of 0.08 to 1.0 mg/L. Point‐of‐entry systems and water coolers were not found to be cost effective under any of the study's conditions. The research reported here will help states make more definitive treatment recommendations to households regarding the cost effectiveness of alternative treatment systems to reduce arsenic concentrations below 0.01 mg/L. While arsenic removal technologies are improving, which enhances removal rates and reduces costs, the major insights from this analysis appear to be reinforced by technological improvements.  相似文献

Three main issues are discussed: the demands for additional water stemming from population dispersion; supply alternatives to large-scale interbasin transfers; and the displacement of agriculture from nonprofit regions. It is concluded that population dispersion is unlikely to increase aggregate water demands; that large additional supplies are available from other sources at lesser costs; and that a very likely consequence of large-scale transfers will be the displacement of agriculture in other parts of the country.  相似文献

We use a travel cost model to test the effects of wild and prescribed fire on visitation by hikers and mountain bikers in New Mexico. Our results indicate that net benefits for mountain bikers is $150 per trip and that they take an average of 6.2 trips per year. Hikers take 2.8 trips per year with individual net benefits per trip of $130. Both hikers' and mountain bikers' demand functions react adversely to prescribed burning. Net benefits for both groups fall as areas recover from prescribed burns. Because both visitation and annual recreation benefits decrease to these two types of visitors, this gives rise to multiple use costs associated with prescribed burning. With respect to wildfire, hikers and mountain bikers both exhibit decreased visitation as areas recover from wildfires, however, only hikers indicate an increase in per trip net benefits. Bikers' demand effectively drops to zero. These results differ from previous findings in the literature and have implications for efficient implementation of the National Fire Plan and whether prescribed burning is a cost effective tool for multiple use management of National Forests. Specifically, that fire and recreation managers cannot expect recreation users to react similarly to fire across recreation activities, or different geographic regions. The flagship of the Environmental Protection Agency's regulatory reinvention initiative, Project XL has been touted as a regulatory blueprint for a site-specific, performance-based pollution-control system, but widespread complaints about the costs of the program beg the question of whether the costs of tailoring regulations to individual facilities are manageable. To address this question, this paper presents original survey data on a sample of 11 XL projects. We find that the fixed costs of putting in place XL agreements are substantial, averaging over $450,000 per firm. While stakeholder negotiations are widely cited as the principal source for these costs, we find that they actually arise mainly from interaction between participating facilities and the EPA. Moreover, EPA management problems are perceived by our survey respondents as having inflated project development costs. Finally, we find that the key factors that explains differences in costs across XL projects are the scope and complexity of the project proposal. These findings suggest that Project XL favors large firms that can afford to pay significant project development costs, that EPA management problems must be resolved to reduce costs, and that there may be a significant economic bias against complex and innovative proposals—precisely the type of proposals that Project XL was designed to foster in order to improve the efficiency of the regulatory system.  相似文献

ABSTRACT: The use of continuous hydrologic-hydraulic-water quality models is inhibited by their large computer run costs relative to cost incurred with discrete event models. The fixed recurrence interval transfer (FRIT) technique is a means of achieving substantial reductions in computer costs associated with continuous models while retaining their technical advantages. The FRIT technique is applicable where it is reasonable to assume that the recurrence interval of the response of a watershed to a causative meteorologic event is the same for both “before” and “after” conditions. Example applications of the FRIT technique to the hydrologic-hydraulic modeling of floodwater storage, land use changes, and channel modifications are presented to demonstrate the procedure, to suggest the expected accuracy, and to illustrate how computer run costs might be reduced by 99% or more. The FRIT technique is intended for preliminary assessment of the impact of alternative land use conditions and structural water control measures.  相似文献

This article documents the general need to reuse water reclaimed from sewage effluents for beneficial purposes and then considers in detail which specific uses will be most beneficial. The analysis begins by describing five levels of wastewater treatment: primary, secondary, tertiary, advanced, and advanced plus complete treatment. Next, five major uses for reclaimed water are identified: groundwater recharge, industrial use, irrigation, recreational lakes, and direct municipal reuse. Subcategories of reuse falling under each of the five major reuse categories are also identified and discussed. The analysis then proceeds to review significant literature available on health and environmental effects, treatment and distribution costs, and public opinion concerns in relation to each of the five major uses and their related subcategories. The paper concludes with a cumulative numerical analysis of the disbenefits associated with each specific type of reuse summed over the health effects, environmental effects, treatment costs, distribution costs, and public opinion concerns. Uses of reclaimed water for industrial purposes and for irrigation of fodder and fiber crops are found to be most beneficial by the analysis here employed, and use for aquifer recharge and direct municipal reuse are found to be least beneficial.  相似文献

Two wellfields have been developed to provide water for a coal fired electric generating station in Arizona. Wellfield No. 1 penetrates the unconfined Coconino Sandstone aquifer, and wellfield No. 2 penetrates the composite Kaibab Limestone-Coconino Sandstone aquifer where ground water occurs under confined conditions. A well in each wellfield was pumped and water level drawdown data were collected before and after acidizing. The drawdown data at the various pumping rates were analyzed to determine the potential benefits of acidizing production water wells in both wellfields. After acidizing, the specific capacity of the well in wellfield No. 1 was improved about 50 percent at water production rates ranging from about 200 to 500 gallons per minute (gpm) (13 to 32 liters per second (lps)). After acidizing, the specific capacity of the well completed in wellfield No. 2 was improved about 100 percent at pumping rates ranging from about 1,250 to 2,200 gpm (79 to 139 lps). An annual saving of approximately 11 percent in pumping costs can be realized in wellfield No. 2, and savings are approximately four percent in wellfield No. 1. Acidization is beneficial for wells that can produce more than 500 gpm (32 lps), and is of marginal value for those that produce less than that amount.  相似文献

This paper reports the findings of a case study of the relative costs of a uniform standards system and an effluent fee system of water quality control. A 30-mile stretch of the Black Warrior River in Alabama is considered. The analysis demonstrates that the dischargers could reduce total pollution abatement costs by 33 percent under the suggested effluent fee system.  相似文献

ABSTRACT: Varying treatment levels to meet seasonal variation in assimilative capacity of streams can reduce total costs of treatment. A mathematical model of a Pennsylvania stream based on a theoretically sound approximation of the physical relationships underlying the distribution of DO in a river system was used to determine discharge constraints for an economic optimization model which produced estimates of sewage treatment cost savings. Increasing the number of flow periods during the year enhances cost reducing opportunities even when land application processes are considered. Also, the least cost treatment process for year around operation may not be the least costly under multiple flow period management.  相似文献

ABSTRACT: Two types of organizational systems provide most of the water service in the United States. The investor-owned firm operates on a profit basis generally subject to state commission regulation. The government-owned firm is generally confronted by local control. The comparative efficiency of private versus government firm provision of water services is essentially an empirical issue. Unit costs and other operating statistics are examined for water firms of each ownership form. The analysis shows that private firms tend to have higher operation costs than do government firms, possibly attributable to wage-salary differentials. The analysis also indicates that capital investment in large government firms may result in diseconomies. The analysis creates serious doubt as to whether efficient provision of water services can be better facilitated by large mergers of either ownership form.  相似文献
