It is noted that nature conservation has gained progressively in importance as a planning issue. The paper reports on the role of the Nature Conservancy Council, and in particular their Assistant Regional Officers, in consulting over the production of local plans. Local plan policies may assist valuably in the protection of important sites, although sympathetic planning authorities can also assist nature conservation in a variety of other ways. Sustained and systematic liaison with planning authorities is necessary for nature conservation to become a substantive local plan issue.  相似文献

Water pollution through loss of topsoil from farmland continues to be a major problem, despite nearly 50 years of providing farmers technical and financial assistance for soil and water conservation. The technology for controlling erosion and water pollution is available, but farmers have been slow in implementing control practices. Past research has shown that farmers tend to be unaware of the seriousness of the erosion problem on their own operations. Using a random sample of farmers from central Iowa, the relationship is examined between awareness of a soil erosion problem and the use of conservation tillage. Results indicate that awareness of a soil erosion problem effects the use of conservation tillage, and that awareness can be enhanced by experiential educational strategies such as the development and implementation of a soil and water conservation plan.  相似文献

Habitat conservation plans (HCPs) permitted under Section 10(A) of the federal Endangered Species Act, have been increasingly used to overcome conflicts between urban development and species conservation. This article profiles one such HCP, the Coachella Valley (CA) Fringe-Toed Lizard Habitat Conservation Plan. The second HCP officially approved by the US Fish and Wildlife Service, the Coachella Valley case is frequently cited as a model for resolving conservation and development conflicts. The article begins with a discussion of the use of HCPs, and then provides a detailed discussion of Coachella Valley experience, its history, specific provisions, and success to date. A final section examines whether Coachella Valley does in fact represent a positive model. It is argued that the HCP has been less than fully successful and leaves unresolved a series of fundamental ethical and policy questions concerning the protection of endangered species. In the agriculture of the future, there is a compelling place for agroecologically-based practices alongside practices based on the best available chemical, genetic, and engineering components. This paper explores this issue in the context of the development and spread of a conservation farming system based on natural vegetative contour buffer strips in smallholder production systems in southeast Asia. Farmers adapted contour hedgerow farming practices into a simpler, buffer-strip system as a labor-saving measure to conserve soil and sustain yields on steeply sloping cropland in Claveria, Mindanao, Philippines. Permanent-ridge tillage systems were also adapted to smallholder farming systems by researchers. Natural vegetative buffer strips resulted in gradually increasing yields, with an estimated benefit of 0.5t/ha/crop. They were seen to increase land values, facilitate investment in more intensive and profitable cropping systems, and expand the land base for food crop agriculture. They induced an institutional innovation of farmer-led Landcare organizations, which have spread this and other agroforestry practices to thousands of households in the southern Philippines.  相似文献

This paper investigates the scope for stabilizing commodity prices by buffer stock interventions. Optimal control is used, rather than simulation, to evaluate the scope for intervention at best. Applications to a world copper market model show that substantial but extensive gains to stabilization are possible. These gains cannot be realised by traditional bandwidth decision rules. An important difficulty is setting the level at which prices should be stabilized. The lack of this information severely reduces the achievable gains.  相似文献

Community-based coastal resource management has been widely applied within the Philippines. However, small-scale community-based reserves are often inefficient owing to management inadequacies arising because of a lack of local support or enforcement or poor design. Because there are many potential pitfalls during the establishment of even small community-based reserves, it is important for coastal managers, communities, and facilitating institutions to have access to a summary of the key factors for success. Reviewing relevant literature, we present a framework of lessons learned during the establishment of protected areas, mainly in the Philippines. The framework contains summary guidance on the importance of (1) an island location, (2) small community population size, (3) minimal effect of land-based development, (4) application of a bottom-up approach, (5) an external facilitating institution, (6) acquisition of title, (7) use of a scientific information database, (8) stakeholder involvement, (9) the establishment of legislation, (10) community empowerment, (11) alternative livelihood schemes, (12) surveillance, (13) tangible management results, (14) continued involvement of external groups after reserve establishment, and (15) small-scale project expansion.These framework components guided the establishment of a community-based protected area at Danjugan Island, Negros Occidental, Philippines. This case study showed that the framework was a useful guide that led to establishing and implementing a community-based marine reserve. Evaluation of the reserve using standard criteria developed for the Philippines shows that the Danjugan Island protected area can be considered successful and sustainable. At Danjugan Island, all of the lessons synthesized in the framework were important and should be considered elsewhere, even for relatively small projects. As shown in previous projects in the Philippines, local involvement and stewardship of the protected area appeared particularly important for its successful implementation. The involvement of external organizations also seemed to have a key role in the success of the Danjugan Island project by guiding local decision-makers in the sociobiological principles of establishing protected areas. However, the relative importance of each component of the framework will vary between coastal management initiatives both within the Philippines and across the wider Asian region.Published on line  相似文献

The production of large quantities of wastes globally has created a commercial activity involving the transfrontier shipments of hazardous wastes, intended to be managed at economically attractive waste-handling facilities located elsewhere. In fact, huge quantities of hazardous wastes apparently travel the world in search of “acceptable” waste management facilities. For instance, within the industrialized countries alone, millions of tonnes of potentially hazardous waste cross national frontiers each year on their way for recycling or to treatment, storage, and disposal facilities (TSDFs) because there is no local disposal capacity for these wastes, or because legal disposal or reuse in a foreign country may be more environmentally sound, or managing the wastes in the foreign country may be less expensive than at home. The cross-boundary traffic in hazardous wastes has lately been under close public scrutiny, however, resulting in the accession of several international agreements and laws to regulate such activities. This paper discusses and analyzes the most significant control measures and major agreements in this new commercial activity involving hazardous wastes. In particular, the discussion recognizes the difficulties with trying to implement the relevant international agreements among countries of vastly different socioeconomic backgrounds. Nonetheless, it is also noted that global environmental agreements will generally be a necessary component of ensuring adequate environmental protection for the world community—and thus a need for the careful implementation of such agreements and regulations.  相似文献

The objective of this study was to investigate the impact of tourism activities on olive tree cultivation and the human population of the island of Lesbos. The presence or absence of tourism is related with the maintenance or abandonment of olive tree cultivation and population changes for each community. A spatial segregation of the island is evident, related to tourist development, olive tree cultivation, and population change. The results of the study demonstrate that in communities where tourism plays an important role olive tree cultivation is preserved and the population is stable. The preservation of the agro-ecosystem is assured while the olive groves remain productive. Simultaneously, the landscape, which provides specific attractions for tourism, is not altered.  相似文献

Sub‐Saharan Africa continues to face the daunting challenge of alleviating poverty due to slow economic growth. In southern Africa, most countries are adopting policies that promote the integration of biodiversity conservation and rural development to contribute to rural poverty alleviation. Numerous approaches have been undertaken in this endeavour, including Transfrontier Parks (TFPs) and Transfrontier Conservation Areas (TFCAs). This paper discusses some of the limitations of the TFPs. In conclusion I posit that unlike TFPs, which are state controlled and managed, TFCAs, which promote multi‐land use and multi‐stakeholder participation are attainable and have a higher probability of sustaining biodiversity conservation and contributing to the alleviation of rural poverty, if: (i) areas of high biodiversity conservation within communal areas can be identified, zoned and leveraged to biodiversity conservation and managed in partnership between the communities and the private sector; (ii) local communities can secure legal rights to their customary land being devoted to biodiversity conservation and use such pieces of land as collateral in negotiating partnerships with the private sector in developing conservation‐based enterprises; (iii) functional community natural resource governance institutions can be established and empowered to represent their constituencies in securing fair equity from profits made from sustainable use of the conserved biodiversity assets and tourism businesses; (iv) concerted effort can be invested in developing and implementing family planning and fertility reduction strategies that would slow down human population growth to levels that can be sustained by the available natural resources; and (v) if sustainable financing mechanisms can be developed, and the governance of protected areas occurring in the TFCAs can be broadened to include other stakeholders.  相似文献
