This paper examines the connections among sustainability, governance and GDP, using the data from 123 countries. Sustainability is found to be related with GDP in two contradictory ways. On the one hand, growth in GDP strengthens a nation's ability to maintain favorable environmental conditions into the future. On the other hand, GDP growth is built on more consumption of natural resources, and therefore generates a larger "foot-print" on the Earth. Governance plays a key role in sustainable development. However, it is not helping to reduce our footprint on the Earth. In fact, good governance is linked to a larger footprint. This reflects our materialist value and human impulse. When a society prefers the comfort and wellbeing of human beings to the welfare of its environment, democratic governance might be used as an effective tool against nature. 相似文献

为了阐明人类活动对三峡库区第一大支流香溪河流域氮输入的影响程度,基于人类活动净氮输入(NANI)模型估算了2001~2015年间香溪河流域乡镇水平的人类活动净氮输入,分析了氮输入的主要来源及其动态变化.结果表明:时间尺度上,香溪河流域人类活动净氮输入(NANI)因氮素施用的变化而呈现先上升后下降最后上升的趋势,但2015年相对2001年的NANI下降了143kg N/(km2·a);空间尺度上,香溪河流域NANI整体呈现北低南高的分布格局,其中NANI输入强度差异较大的区域主要有昭君镇、峡口镇和黄粮镇.从人类活动净氮输入的组成上来看,氮肥施用仍然是最主要的来源(40.06%),其次为大气氮沉降(29.98%)和食品/饲料净氮输入(27.75%),作物固氮仅占净氮输入总量的2.21%.香溪河流域的NANI与人口密度和耕地面积比例极显著相关(P<0.001);而NANI与河流氮输出的相关性不显著,香溪河流域河流氮输出占NANI的比例仅为24.28%.因此,可以通过减少氮素施用降低流域尺度氮素净输入量,但该流域NANI与河流氮输出无直接的响应关系. 相似文献

Lateral transportation of soil heavy metals in rainfall events could significantly increase the scope of pollution. Therefore, it is necessary to develop a model with high accuracy to simulate the migration quantity of heavy metals. A model for heavy metal migration simulation was developed based on the SWAT(Soil and Water Assessment Tool) model. This model took into consideration the influence of soil p H value, soil particle size, runoff volume, sediment amount,concentration of water-soluble heavy metals dissolved in runoff and insoluble absorbed to the soil particles. This model was reasonable in Huanjiang watershed, Guangxi Zhuang Autonomous Region, south China, covering an area of 273 km~2. The optimal drainage area threshold was determined by analyzing the effects of watershed subdivision on the simulation results to ensure the simulation accuracy. The main conclusions of this paper were:(1) watershed subdivision could affect simulation migration quantity of heavy metals;(2) the quantity of heavy metals transported by sediment accounted for 97%–99% of the total migration quantity in the study watershed. Therefore, sediment played the most important role in heavy metal migration;(3) the optimal drainage area threshold percentage to ensure high simulation accuracy was determined to be 2.01% of the total watershed;(4) with the optimal threshold percentage, this model could simulate the migration quantity of As, Pb and Cd accurately at the total watershed and subwatershed level. The levels of greenhouse gases in the atmosphere keep increasing every year, and despite the adoption of the Paris agreement, one cannot expect any significant dip in the trend in the near future. We may therefore legitimately question the efficiency of the current governance system, notably concerning the interplay between science and policy. The strategy adopted by the UNFCCC in Paris contrasts with the strategy adopted in Kyoto, as it endorses a dynamic that is more bottom-up. Its success will depend greatly on the ability of the actors to mobilise on climate issues and to find ways to work together. Scientific expertise has a key role to play to this respect. This paper is a reflection led by the French Association for Disaster Risk Reduction on how the Intergovernmental Panel on Climate Change could evolve in order to usefully accompany that strategy. Introducing more reflexivity in the assessment process and widening aspects of the expertise to a more diverse and transdisciplinary range of actors could improve the treatment of uncertainties, multi-scale interactions and the appropriation of expertise, as well as the integration of adaptation and mitigation policies. In practical terms, this could involve more working groups, which could become more focused, drawing up shorter but more frequent reports, and taking account of the “grey” expert literature. The implementation of such an approach merits further investigation, because these improvements could help address the governance challenges in climate change. 相似文献

Excessive soil losses due to erosion or lateral displacement by machinery impair productivity. Some soil loss is tolerable, but not so much that plant productivity diminishes. Thus productivity is the dominant concern in determining soil-loss tolerance. The effects of soil loss on productivity, however, are difficult to determine. Therefore, two alternatives are discussed for determining the limits of soil loss, or soil-loss tolerance. These alternatives are the maintenance of soil organic matter and, for shallow and moderately deep soils, the maintenance of soil depth. They are not new strategies, but our rapidly increasing knowledge of the dynamics of soil organic matter and the rates of soil formation from bedrock or consolidated sediments warrants the reconsideration of these alternatives. Reductions in either soil organic matter or the depth of shallow or moderately deep soils will lead to declining productivity. Soil organic matter, considered to be a surrogate for productivity, is much easier to monitor than is productivity. Also, there are many computer models for predicting the effects of management on soil organic matter. Recently compiled data on rates of soil formation suggest that soil losses of 1 t/a (2.24 Mg/ha yr) are greater than the rate of replenishment by the weathering of lithic or paralithic material in all but very wet climates. 相似文献

Fresh water, a fundamental element of all estuarine ecosystems, is South Africa’s most limited natural resource. Recent projections
indicate that by the year 2020 the country will be utilizing all its exploitable freshwater sources. Steeply increasing demands
by a rapidly growing population on this limited commodity have already resulted in a severe reduction of water supplies to
natural users such as estuaries-this trend is predicted to increase in the future. Concurrent with excesive water abstraction,
poor land husbandry (e.g. soil erosion) in many catchment basins and pollution (e.g. salinization) in return flows have led
to a serious deterioration in water quality. In contrast, a review of estuarine responses to varying flow regimes stresses
the strong dependence of local systems on riverine fresh water inputs of adequate quantity and quality. Freshwater dependence
is i.a. expressed in: flooding events that scour accumulated sediments, riverine nutrient input to drive estuarine phyto-
and zooplankton production, axial salinity gradients that increase habitat and species diversity, and maintenance of open
tidal inlets that prevent salinity and temperature extremes and facilitate larval exchange, fish migrations and tidal flushing
of salt marshes. Thus, estuarine conservation will have to encompass management of rivers and watersheds and play an increasingly
political role in decision processes concerning water allocations among ‘human’ and ‘natural’ users. 相似文献

The concept of participation in rural development has been evolutionary for the past two decades with those involved, such
as development agencies and governments, particularly in rural water supply, re-evaluating their active role. The move towards
effective community participation has encouraged a shift from the traditional top-down to a bottom-up approach whereby there
is a decentralisation of unevenly distributed resources and power to empower a community and allow mobility of ‘people participation’.
The Molinos water project is the first large-scale development project of its kind introduced into the village of Molinos
in an under-developed area of Chile, where there has been no tradition of people participation. The project objective was
to implement a low technology, low budget water treatment plant to the village of Molinos. Various aspects have hindered the
continued development of the project including both technical and financial. In terms of people participation, the initial
approach used was the top-down approach. There was a failure to fully integrate the community or inform the community in a
formal manner about the project and consult them regarding key project issues. This case study illustrates that the lack of
comprehensive consultation and the low level of participation of the community on the participatory scale does not achieve
much in terms of people-centred benefits. For governance at the local level to be effective, participation should be inclusive and communicative so as to
enhance transparency throughout the project lifetime.

Climate variability and population growth have intensified the search internationally for measures to adapt to fluctuations in water supplies. An example can be found in the lower part of the transboundary Tigris‐Euphrates Basin where water shortages in 2008‐2009 resulted in high economic costs to irrigation farmers. Losses to irrigators in the lower basin have made a compelling case to identify flexible methods to adapt to water shortage. Few published studies have systematically examined ways to enhance the flexibility of water appropriation systems to adapt to water shortage. This article addresses an ongoing challenge in water governance by examining how profitability at both the farm and basin levels is affected by various water appropriation systems. Four water appropriation systems are compared for impacts on farm income under each of three water supply scenarios. Results show that a (1) proportional sharing of water shortages among provinces and (2) unrestricted water trading rank as the top two appropriation systems. The shadow price of water for irrigation rises from zero at a full water supply level to US$93/1,000 m3 when supply falls to 20% of full levels. Similar methods could be used to analyze challenges facing the design or implementation of water appropriation systems in the world's irrigated regions. 相似文献

Fragile and conflict‐affected states are frequently characterised by their inability to fulfil three core governance functions: provision of security, effective delivery of basic public goods and services, and managing political participation and accountability. This article explores the utility of social accountability interventions in fragile environments. Successful social accountability interventions can lead to joint examinations of public service standards by service‐users and providers, resulting in collaborative improvement efforts. The few available studies of such interventions implemented in fragile or conflict‐affected states show reasons for optimism as well as challenges. This article advocates the continued use of social accountability methods in fragile settings and provides examples of social accountability interventions in the health sector in Sierra Leone. The study suggests that social accountability can improve interaction between citizens and public service providers. Successful social accountability interventions can also lead to better quality and more accessible public services, which, in turn, can enhance state legitimacy. 相似文献

Humanitarian governance is usually understood according to the classic, Dunantist paradigm that accords central importance to international humanitarian agencies. However, this is increasingly paralleled by ‘resilience humanitarianism’ that focuses, among other things, on including national actors in humanitarian governance. This article views humanitarian governance as emerging through interactions between authorities, implementing agencies and communities. It is based on interactive ethnography in five countries by Partners for Resilience (PfR). Using the Theory of Change (ToC) tool, it analyses the various interpretations and priorities of actors involved in humanitarian problems, solutions and programme governance. For example, PfR had a ‘software’ focus, aiming to unlock communities’ potential for resilience, whereas communities and authorities preferred to receive tangible ‘hardware’ support. The findings highlight the crucial role of local authorities in shaping humanitarian aid. This is especially pertinent in view of the international agenda to localise aid, which requires the understanding and support of national actors in order to responsibly protect the vulnerable. 相似文献
