ABSTRACTThe concept of reflexive governance has to a large extent emerged from an increasing recognition of the need to consider different meanings of nature in the environmental policy-making process. Yet, so far, little attention has been paid to creating conditions for reflexive governance among different actors in intercultural settings, particularly in the context of environmental conflict and strong cultural change among indigenous peoples. This paper reviews three participatory research projects carried out in the Gran Sabana in Canaima National Park, Venezuela, which facilitated dialogue among indigenous people regarding their conflicting views of fire, in part by developing community-wide critical reflections on processes of cultural change and identity formations. These experiences suggest that once marginalized environmental knowledge is publicly acknowledged within the context of endogenous cultural processes, indigenous people feel more confident to engage in dialogue with other actors, thus allowing the emergence of reflexive environmental governance. 相似文献

Building resilient food systems in the context of climate change and increased natural disasters depends on governance being more ‘adaptive’. Through a case study of events surrounding the extensive flooding that occurred in Queensland, Australia, in 2011, this paper examines how governance settings and processes affected food system actors’ engagement with three aspects of adaptive governance – responsibility, participation and collaboration – as those actors sought to ensure food availability and access during the crisis. We found that, despite the existence of formal governance instruments committed to disaster management, food security and resilience at local, state and national levels, responsibilities for ensuring food supply during a disaster were not clearly articulated. Responsibility was largely assumed by supermarkets, who in turn increased the influence of retailer–government coalitions. The participation of non-supermarket food system actors in governance was low, and there was limited collaboration between local, and other, levels of governance. The policy challenge is to ensure that responsibility, participation and collaboration become a stronger foci for adaptive governance during and after a disaster such as flooding. 相似文献

ABSTRACTTheories of reflexive governance are closely linked with the claim that more traditional modes of coordination have been replaced by networked structures, allowing reflexivity to emerge and reflexive learning to function as a steering mechanism in rapidly changing policy contexts. This paper explores this connection between reflexivity, governance, learning and networks in societal transitions, focusing particularly on the claim that networks will deliver reflexive learning. Using network theories from both policy networks and network governance and a case study of the Canadian agricultural biotechnology (agbiotech) policy network, it suggests that the kind of learning produced in networks will be a function of network structure. In particular, higher order reflexive learning will be compromised by the inevitability of the political struggle for nodality or central place in networks and the ensuing distribution of opportunities for bridging and bonding activities. Networks such as the Canadian agbiotech policy network that may promote learning but not necessarily reflexive learning are increasingly disadvantaged in contemporary policy settings. 相似文献

Investment in small scale irrigation (SSI) is crucial to sustain food security and livelihoods of smallholders. In Ethiopia, the government and development partners show a growing interest in developing irrigation projects. The success of irrigation projects is determined by governance and socio-cultural contexts. Yet the lack of thorough understanding of the challenging contexts undermines the efforts to achieve sustainability outcomes in irrigation projects. This article identifies the challenging contexts to irrigation projects, examines how the challenging contexts influence the effectiveness of irrigation projects, and indicates ways of improving the effectiveness of irrigation projects under the existing challenging contexts. Data were collected between April and December 2011 in three regional states of Ethiopia using in-depth interviews and focus group discussions. The lack of governance capacity and accountability are critical challenges for the sustainability of the irrigation projects. In addition, the poor consideration of local knowledge and the use of top-down approaches in planning and implementing the irrigation projects, and lack of equitable access to the irrigation schemes result in poor ownership of projects among farmers. Improving the funding scheme to support long-term capacity building at national and local levels, and in understanding the socio-cultural contexts of the intervention areas; planning irrigation projects with due consideration of the existing challenging contexts, and with active engagement of the local community, are important for the long-term viability and sustainability of irrigation projects. 相似文献

We study the relationship between corporate governance and firms׳ environmental innovation. Exploiting changes in antitakeover legislation in the US, we show that worse governed firms generate fewer green patents relative to all their innovations. This negative effect is greater for firms with a smaller share of institutional ownership, with a smaller stock of green patents, and with more binding financial constraints. Investigating regulatory and industry variations, we also find more pronounced effects for firms operating in states with lower pollution abatement costs, and in sectors less dependent on energy inputs. Overall, our results suggest that ineffective corporate governance may constitute a major obstacle to environmental efficiency. 相似文献

土地利用变化对碳收支的影响是当前全球变化研究领域的重点内容之一,中国西北干旱区土地利用变化对陆地生态系统碳收支的影响尚不清楚。论文以西北干旱区流域绿洲水土开发的典范--玛纳斯河流域为研究区,基于Bookkeeping模型,利用多期土地覆被类型图、植被和土壤碳密度历史文献及实地调查资料,开展玛纳斯河流域近50 a荒漠转变为绿洲农田和农田弃耕两种主要土地覆被变化对碳收支的影响研究。玛纳斯河流域的垦殖活动有利于碳储量的增加,在1962-2008年的46 a间,土地利用变化导致流域植被碳储量增加6.34×105 t,土壤碳储量增加3.14×106 t,总碳储量增加3.77×106 t。受土地覆被变化面积和转换类型碳密度差异的影响,不同土地覆被类型转换对碳储量的影响存在显著差异:荒漠草地、裸地开垦为耕地均引起植被和土壤碳储量显著增加;林地开垦为耕地引起植被碳储量减少,土壤碳储量增加,总碳储量减少;而耕地弃耕通常会导致流域碳储量减少。 相似文献

Illegal, unreported, and unregulated (IUU) fishing is prevalent globally and has detrimental effects on commercial fish stocks and nontarget species. Effective monitoring and enforcement aimed at reducing the level of IUU fishing in extensive, remote ocean fisheries requires international collaboration. Changes in trade and vessel activities further complicate enforcement. We used a web-based survey of governmental and nongovernmental organizations engaged in reducing IUU fishing in the Southern Ocean to collect information on interorganizational collaborations. We used social-network analyses to examine the nature of collaborations among the identified 117 organizations engaged in reducing IUU fishing. International collaboration improved the ability to control and manage harvest of commercially important toothfish (Dissostichus spp.) stocks and reduced bycatch of albatrosses (Diomedeidae) and petrels (Procellariidae) in longlines of IUU fishing vessels. The diverse group of surveyed organizations cooperated frequently, thereby making a wide range of resources available for improved detection of suspected IUU vessels and trade flows, cooperation aimed at prosecuting suspected offenders or developing new policy measures. Our results suggest the importance of a central agency for coordination and for maintaining commonly agreed-upon protocols for communication that facilities collaboration. Despite their differences, the surveyed organizations have developed common perceptions about key problems associated with IUU fishing. This has likely contributed to a sustained willingness to invest in collaborations. Our results show that successful international environmental governance can be accomplished through interorganizational collaborations. Such cooperation requires trust, continuous funding, and incentives for actors to participate. 相似文献

太湖流域属于我国东部沿海经济较发达的地区,2000年城市化水平达到66.17%,接近全国平均水平的两倍。自改革开放以来,该地区工业化发展迅速,由以乡镇企业为主过渡到外资和民营企业的大力发展,吸引了来自全国各地的就业迁移人口,成为全国流动人口的主要集中区。同时使得外来人口成为地区社会经济发展规划不可忽视的重要因素。以第五次人口普查资料为基础分析了太湖流域外来人口来源的地域和城乡构成,计算了外来人口数量及分布情况,指出外来人口的城乡非均衡分布促成地区城镇化率的小幅上升,太湖流域各地区的上升幅度在2%左右,部分解释了隐性城镇化率的产生。在城市市区,外来人口平均占到总城市人口的18%。对于50万人口以上城市,外来人口比重与城市规模表现出良好的相关性,可用于指导城市人口规模及地区城镇化水平预测。 相似文献

ABSTRACT This paper contributes to the debate on whether private or common property rights are better for advancing the sustainable management of natural resources. This contest between public and private ownership is often exaggerated, we claim, because in the real world, complex entitlements with varying degrees of privateness/publicness prevail. Property rights belonging to families, companies, clubs, corporations, and communities are simultaneously common to the members/shareholders and private to the entities. We call these entitlements private-common entitlements. When we acknowledge this complexity, it becomes evident that neither private nor common ownership rights are alone responsible for resource depletion. Instead, depletion is caused by freeriding or evading the payment of the full price of natural resources. This invites Coase’s solution to resource allocation. Therefore, the key problem is whether and how Coasean bargaining is employed to allocate ownership over resources threatened by depletion. We contribute to the debate by showing that Coase’s approach promotes not only economically efficient but also ecologically sustainable resource management. Often, this approach would lead to the establishment of largely private property or control rights by largely collective/public entities. We apply this theoretical framework to the development of a ski resort in Pirin Mountain, Bulgaria. 相似文献
