Agricultural irrigation accounts for nearly 70% of the total water use around the world. Uncertainties and climate change together exacerbate the complexity of optimal allocation of water resources for irrigation. An interval‐fuzzy two‐stage stochastic quadratic programming model is developed for determining the plans for water allocation for irrigation with maximum benefits. The model is shown to be applicable when inputs are expressed as discrete, fuzzy or random. In order to reflect the effect of marginal utility on benefit and cost, the model can also deal with nonlinearities in the objective function. Results from applying the model to a case study in the middle reaches of the Heihe River basin, China, show schemes for water allocation for irrigation of different crops in every month of the crop growth period under various flow levels are effective for achieving high economic benefits. Different climate change scenarios are used to analyze the impact of changing water requirement and water availability on irrigation water allocation. The proposed model can aid the decision maker in formulating desired irrigation water management policies in the wake of uncertainties and changing environment. 相似文献

Regional municipal water plans typically do not recognize complex coupling patterns or that increased withdrawals in one location can result in changes in water availability in others. We investigated the interaction between urban growth and water availability in the Baltimore metropolitan region where urban growth has occurred beyond the reaches of municipal water systems into areas that rely on wells in low‐productivity Piedmont aquifers. We used the urban growth model SLEUTH and the hydrologic model ParFlow.CLM to evaluate this interaction with urban growth scenarios in 2007 and 2030. We found decreasing groundwater availability outside of the municipal water service area. Within the municipal service area we found zones of increasing storage resulting from increased urban growth, where reduced vegetation cover dominated the effect of urbanization on the hydrologic cycle. We also found areas of decreasing storage, where expanding impervious surfaces played a larger role. Although the magnitude of urban growth and change in water availability for the simulation period were generally small, there was considerable spatial heterogeneity of changes in subsurface storage. This suggests that there are locally concentrated areas of groundwater sensitivity to urban growth where water shortages could occur or where drying up of headwater streams would be more likely. In the Wasatch Range Metropolitan Area of Northern Utah, water management decision makers confront multiple forms of uncertainty and risk. Adapting to these uncertainties and risks is critical for maintaining the long‐term sustainability of the region's water supply. This study draws on interview data to assess the major challenges climatic and social changes pose to Utah's water future, as well as potential solutions. The study identifies the water management adaptation decision‐making space shaped by the interacting institutional, social, economic, political, and biophysical processes that enable and constrain sustainable water management. The study finds water managers and other water actors see challenges related to reallocating water, including equitable water transfers and stakeholder cooperation, addressing population growth, and locating additional water supplies, as more problematic than the challenges posed by climate change. Furthermore, there is significant disagreement between water actors over how to best adapt to both climatic and social changes. This study concludes with a discussion of the path dependencies that present challenges to adaptive water management decision making, as well as opportunities for the pursuit of a new water management paradigm based on soft‐path solutions. Such knowledge is useful for understanding the institutional and social adaptations needed for water management to successfully address future uncertainties and risks. 相似文献

Water supply reliability is expected to be affected by both precipitation amount and distribution changes under recent and future climate change. We compare historical (1951‐2010) changes in annual‐mean and annual‐maximum daily precipitation in the global set of station observations from Global Historical Climatology Network and climate models from the Inter‐Sectoral Impact Model Intercomparison Project (ISI‐MIP), and develop the study to 2011‐2099 for model projections under high radiative forcing scenario (RCP8.5). We develop a simple rainwater harvesting system (RWHS) model and drive it with observational and modeled precipitation. We study the changes in mean and maximum precipitation along with changes in the reliability of the model RWHS as tools to assess the impact of changes in precipitation amount and distribution on reliability of precipitation‐fed water supplies. Results show faster increase in observed maximum precipitation (10.14% per K global warming) than mean precipitation (7.64% per K), and increased reliability of the model RWHS driven by observed precipitation by an average of 0.2% per decade. The ISI‐MIP models show even faster increase in maximum precipitation compared to mean precipitation. However, they imply decreases in mean reliability, for an average 0.15% per decade. Compared to observations, climate models underestimate the increasing trends in mean and maximum precipitation and show the opposite direction of change in reliability of a model water supply system. 相似文献

In this paper, we show how the Aboriginal people in the south-west of Australia (the Nyungar) developed systems of knowledge, of caring for country and of family relations that enabled them to survive for tens of thousands of years and continue to have importance today. The impacts of British colonisation on cultural continuity and knowledge in the south-west have been significant and include loss of land, break-up of families and massacre. These practices led to a loss of knowledge of language and culture in some cases. However, Nyungar culture is alive and dynamic, constantly being reclaimed, re-energised and rebuilt through the interaction of contemporary and traditional research praxis. Focusing on Derbal Nara (Cockburn Sound) on the coast in the southern metropolitan area of Perth, we provide case examples of the action-research-learning methodologies used by Whadjuk Nyungar Traditional Owners. We also provide examples of stories about Derbal Nara that are still alive and being recounted up to the present day, including those that account for the recent ice age and the end of the ice age 8000 years BC when sea levels rose, drowning land in the area of Derbal Nara. Finally, we argue that Whadjuk Nyungar experiences and world views based on relationality and reflexivity are central to sustainable coastal management and that in some respects there has already been a convergence of Indigenous and Western coastal management. Exergo-economic analysis of the pinch point temperature difference (PPTD) in both evaporator and condenser of sub-critical organic Rankine cycle system (ORCs) are performed based on the first and second laws of thermodynamics. Taking mixture R13I1/R601a as a working fluid and the annual total cost per net output power Z as exergo-economic performance evaluation criterion, the effects of PPTD in evaporator ΔTe, and the PPTD ratio of condenser to evaporator y, on the exergo-economic performance of ORCs are analyzed. Moreover, how some other parameters influence the optimal PPTD in evaporator ΔTe,opt and the optimal PPTD ratio of condenser to evaporator yopt are also discussed. It has been found that the exergo-economic performance of ORCs is remarkably influenced by ΔTe and y, and there exists ΔTe,opt and yopt. In addition, ΔTe,opt and yopt are affected by heat transfer coefficient ratio of condenser to evaporator ß, the temperature of working fluid at dew point in condenser T1a, and composition of R13I1/R601a: larger ß and T1a lead to lower ΔTe,opt and yopt; by contraries, larger mass fraction of R13I1 makes ΔTe,opt and yopt increase, and yopt increases linearly. The effects of the temperature of working fluid at bubble point in evaporator T3a, mass flow rate of exhaust flue gas mg, and inlet temperature of exhaust flue gas Tgi on ΔTe,opt and yopt are very slight. For comparison, three additional working fluids, namely R601a, R245fa, and 0.32R245fa/0.68R601a, are also taken into account. 相似文献

An organic Rankine cycle (ORC) is generally used for converting low-grade heat into electricity. In this study, an extensive literature survey was conducted to identify current research gaps on experimental ORC systems. Specifically, there is limited experimental data and limited details on thermal and expander efficiencies of ORC systems. In order to address these gaps, the objective of this study included developing a turbine ORC with a power output exceeding 50 kW and thermal efficiency exceeding 8% for a heat source temperature < 120°C. The experimental results indicated that the system achieved a net power output of 242.5 kW and a thermal efficiency of 8.3% (the highest value for a turbine ORC system for the heat source temperature below 120°C). Thus, the study addressed the gaps identified in the research area of ORCs. 相似文献

Regime shift often results in large, abrupt, and persistent changes in the provision of ecosystem services and can therefore have significant impacts on human wellbeing. Understanding regime shifts has profound implications for ecosystem recovery and management. China’s coastal ecosystems have experienced substantial deterioration within the past decades, at a scale and speed the world has never seen before. Yet, information about this coastal ecosystem change from a dynamics perspective is quite limited. In this review, I synthesize existing information on coastal ecosystem regime shifts in China and discuss their interactions and cascading effects. The accumulation of regime shifts in China’s coastal ecosystems suggests that the desired system resilience has been profoundly eroded, increasing the potential of abrupt shifts to undesirable states at a larger scale, especially given multiple escalating pressures. Policy and management strategies need to incorporate resilience approaches in order to cope with future challenges and avoid major losses in China’s coastal ecosystem services.

Green radicalism among local environmental officials in Sweden is examined with the aims of theoretically elaborating on different dimensions of Green radicalism in the context of public administration, exploring the dimensionality of Green radicalism among officials, and examining the extent to which Green radicalism is associated with policy influence. Three types of Green radicalism are identified: Green ethics, Green institutional change, and Green activism. Survey data (N = 701) show that the three theoretical dimensions are present among officials, and that there is no negative association between radicalism and influence. It is primarily officials with Green activism beliefs who perceive themselves as able to influence policy. These findings suggest a need for more nuanced understanding of and further studies into the role of public administration in the quest for more radical Green reforms. 相似文献

Significant responses to this challenge, such as incentivizing individual Green choices in the market and avoiding the rhetoric of catastrophe, continue the philosophical and political trends, identified by Hannah Arendt, that contribute to world alienation and the decline of politics.
